Hi, I'll get right to business: I'm running for WAD and I need your vote. Before I joined the region, I watched the WAD change hands from Todd to AMOM, then back to Todd. I think they put forth every effort possible. I'm a result of their hard work. What drew me to this region was the long posts in the Magisterium, back before it was opened to anyone. Also, AMOM got his hands dirty expanding TEP's foreign affairs, which is extremely commendable for a feeder's WAD to personally do. Presently, we've seen Todd keep things organized and moving forward, with ever more hope for the future as a result. I'm proud of the standard they have set as WADs of TEP. I want to continue their legacies. I want to enshrine TEP's traditions and identity. I don't think there is anything wrong with TEP. It is simply facing the same challenge every single region faces: inactivity. I only have respect for the other candidates, and think they would all be good WADs. However, I believe TEP needs more than a good WAD, it needs an experienced leader. Let's examine the other GCRs and their response to slumps...autocracy and change. Balder became a monarchy. TWP became an official oligarchy. TP is still autocratic. TSP held a constitutional convention, and faced an autocratic revolution. The only reason TNP hasnt faced these probelms is it has had a revolving door of WADs until Jamie. So, will we follow that path of change and autocratic rule? Not if you elect me WAD. TEP's identity is it's adherence to the Concordat as the embodiment of our ideals. We shouldn't change our ideals in any hour of need. My plan isn't to change things. My plan is to break apart the problem of inactivity piece by piece. I won't make things look pretty. But gradually, over six months, I will build one section of the region at a time, as if I were a bricklayer building a house. At the end, you will see TEP as it is now, but active. Then all our problems will go away. The other candidates want to move towards other ideals, and focus on new activities. I just want to build. _______________________________________ This is my plan, in as much detail as possible. However, experience has taught me to always have a plan B, and that improvisation is the root of innovation. So the plan is made to be flexible. Within three months, I hope to double our forum activity, then double it again by the end of my term. My plan is not to ask people for ideas. If people have ideas, they are more than welcome to pursue them. The delegate is supposed to be the leader, so I will give our region a direction: activity. Ministers in my executive will be given specific tasks, but will be encouraged to expand their efforts. Ministers will not be given one whole area to focus on, because there is just too much to do. A leader is also supposed to inspire. I will do my best to explain the purpose of everything I ask my team to do and how it is supposed to accomplish that purpose. Everything I do will have one purpose, to promote activity. That includes how the executive will operate, and how it interacts with the other branches. Further, the executive will be a meritocracy, not a democracy. Those who have worked hard in the past will be rewarded with their choice of duties and more leeway, as well as my ear at all times. I will not finalize any decision without allowing people to give input. I will elaborate later. Things will be done in a step by step manner. There are three areas of NS activity: spam/discussion, roleplaying, and gameplay. Spam and discussion entails spam games, blogging and current events, and people who focus solely on spam and discussion are known as generalites on the NS forum, so I will refer to this area as generalism. We all know what roleplaying is and isn't, but for clarity, I will point out that there are Nationstate RPs, and "other" RPs, such as Equilism's Star Trek RP. Then there's gameplay, which includes regional management, the WA, and raiding/defending. For periods of one to three weeks, I will try to focus the region's attention on one aspect of activity at a time through the WFE, RMB, region-wide TGs, and concentrated forum activity. The order of these periods will work together, not divide attention. Generalism will be period one. Spam games will get the RMB moving really fast. Regular posters will be targeted by the RMB minister, who will first establish a sense of friendship, then will encourage them to join the forum for more RMB-esque activities. If no one joins that forum, that's fine, because the goal is a sense of community for the RMB. People will return to the RMB if there is a community, and thus the WFE and the frequent news posts we will post on the RMB, thereby advertising all the other periods in their turn. At the same time, the chatroom will be advertised as the best place to get to know TEP. Like the RMB, it will be a tool for building activity elsewhere. The next periods will be RP. First, a period for new RPers, then a period for new RPs. Learning how to RP is intimidating, but I want to work with the RP staff to create tools, such as cookie-cutter nations and How-To youtube videos/screenshots. The goal is to turn TEP into the premier region for new RPers, since the first thing people ask after joining NS is how to go to war or trade with other nations. I don't want to encroach on the RP's self-sufficiency, I just want to use what I know works to help people start off. The following period, the new RPer period, will seek to expand TEP's Alternate Universe RPs. I personally like superhero and spaceship/planet RPs. The goal is to establish a system for creating new RPs, with a trial period and minimum activity requirement. I'd like the RP staff to consider giving a greater spot light to other RPs by adding subforums for them. Then there's gameplay. There will be two periods, the WA and ESPA. If the law permits, I will establish a WA policy with three points. First, if a writer wants my approval for the quorum, they must present their proposal to the forum. If it's well-made, I will approve it. I will vote against any GA proposal that is not presented to our forum. Second point, I will vote according to polls on the forum. You may be concerned that I'd vote for dumb proposals. Perhaps, but dumb proposals get passed all the time anyways. I'm more concerned with doing everything possible for our forum. Third point, I will make a personal agreement to vote for any and all proposals a writer creates if they help someone on our forum draft a proposal. This offer will only be extended to great writers, such as Ossitania, Auralia, and Skydip. If just one person takes the offer and helps someone write a proposal, then it will be worth it. However, the WA minister will always be present to encourage dialogue and help draft proposals. During the WA period, I will send region-wide TGs that are meant to spook new WA nations about proposals and get them on the forum to voice their dissent. Also, I will have drafts ready for people to co-write together during this time. The goal for these WA policies is to get WA nations onto the forum. Concerning the ESPA, there will be two approaches. First, we will have field days, where nations are encouraged to join ESPA's IRC channel at midday/midnight EST and invade a warzone(s) with the army. Second, we will establish mutual defense pacts with the other GCRs. The treaties will mandate monthly meetings between officers and at least one mission together or against one another per month. That will keep us in shape and our ties secure, while paving the road to pan-feeder security one step at a time. The ESPA period will coincide with field days and treaty missions, although field days and treaty missions will start as soon as possible. The goal is to grow the ESPA, provide missions for it, and strengthen our ties with the other GCRs. Please note, it is my intention to keep ESPA independent, but I want the EPSA to have self-determination for missions, training and staff. In total, there are five periods: generalism, new RPers, new RPs, the WA, and the ESPA. If they are one to three weeks long, then we should be able to do two cycles during my six month term, if elected. That's why I said activity will double the first half, then double again the second half. Now, there is still the area of regional management. I described my ideal executive, but also promised to incorporate ministers' input and the other branches in order to produce activity. There are certain responsibilities a regional government has--they are: immigration, culture, and foreign affairs. These three broad areas encompass so much. Right now, Todd and the Magisterium have immigration pretty fixed up. But guess what? That produced activity. Likewise, I will incorporate the Magisterium's input in foreign affairs and culture planning. Hopefully this will entail resolutions and enlightened discussions. Subjects will include new embassies, those GCR treaties I talked about, and the details of the activity periods I outlined. There is also a part of culture and foreign affairs that cohabit each other: news. I'd like to incorporate news from abroad into internal news. I think interviewing other pacific leaders would let all the pacifics learn about each other. What better way to increase pan-feeder security than to establish communication beyond embassy updates? There are five pacifics and six months to a WAD's term, so one every month sounds perfect. If we do it faster, I know it would be interesting to examine TRR's new delegate, former FRA Chief of Defense Fratt, or the Queen of Balder. In summation, my plan is to highlight the opportunities NS provides it players. Everything in my plan has worked in the past and should work now. There will be many opportunities to contribute. That's a lot of words, but campaign promises carry no weight. What have you actually done for the region? What have you done in the game? Looking at how static trends in your nation are, there's little to convince me that you have any commitment. Mr. Administrator considers Alsace a relatively young nation, and yet your nation is even younger, judging by the population. Why then, should Alsace support you? No empty promises, sound arguments only. |

I do not answer daily issues, so the actual nation does not change. Also, Old Federalia is a new nation, but my oldest nation is over 4 billion strong. I found this game in 2009, but have only been gameplaying since Feb. 2012.
Everything I have said I will do I have done before. Also, I'd like to point out I've been on this forum longer than two of the three other candidates. My past experience includes being the leader of Atrigeas for the majority of its existence (16 months), I founded the Commonwealth of Regions, which has one of the most active forum in NS right now, and I was a two term president of the NationStates Republic alliance, which had 19 member regions, including TWP, Region Inc, and Skyrim. In particular, I managed Atrigeas' FA of 25 embassies, concurrently with the NSR's embassies on its members' forums, so that is 44 embassies. I also created the NSR's coalition army, and was delegate of a warzone for 60 days, if I remember correctly, during which time we defeated the North Pacific Army. While NSR president, I created a cabinet to help me, and I learned how to work as the leader of a team. In the Commonwealth, I formulated its structure and affairs as a confederation of regions that shares a forum. During that time, I gained experience working with a number of different RPs. I used that experience to rebuild Atrigeas from Feb. to May of this year. I also used my experience with the NSR's cabinet to create Atrigeas' cabinet and train a new generation of leaders. I'd like to emphasis a lot of the things I tried ultimately failed. That's called a learning experience. Having learned what works and what doesn't, I can confidently tell you my plan is battle-tested and I'm battle-hardened.
Whether or not I win, I'm a TEPer. I am running because I respectfully disagree with the other candidate's directions. With a lot of help from a lot of people, I have built three organizations: Atrigeas, NSR, and the Commonwealth of Regions. I want to put that experience to work in TEP in order to preserve its identity and heritage. |

Thanks for your detailed statement. (I did read all of it.) It was much nicer than many of your posts which included language like "this is unfair" and "this act is hypocritical." We (the Magisterium) were told that you had resigned as a Magister because you did not have enough time to participate. Delegate (or WAD, as you like to describe it) seems much more time intensive than being a Magister. Can you do this job for the next six months? Do you have any new ideas to control nazi spam? Why doesn't your nation play the issues? |

Thanks for the compliment. You have good questions. The Magisterium was told I left for personal reasons, which I immediately clarified. I did not resign from the Magisterium because I didn't have time. I resigned to prioritize NS differently. I've since found other hobbies, like drawing sculptures at a local museum, horse back riding and working out. More importantly, I'm spending more time with my brothers. Being a WAD is of course more intensive than being a magister, but I was WAD of Atrigeas. So I was WAD of Atrigeas, plus a magister here. Now my term in Atrigeas is up. I'd like to point out that at one time, I was the leader of Atrigeas, president of the NSR alliance, and at work founding the Commonwealth confederation all at once. That burnt me out, so I left the game for three months. I can handle one government a lot better than three. That's also why I want to give ministers specific tasks. If they do their duties, things will progress but they won't get overwhelmed. If they do more, that's just icing on the cake. Further, specific tasks mean specific goals, which will lead to demonstrable progress. As long as nazi spam follows the RMB Regulation act and the game's rules, I wouldn't have any authority to suppress their posts. If the RMB act is amended to prohibit hateful speech in this silly game and the Conclave concurs, I'll faithfully warn then banject anyone who insults minority players. Bigots have the right to exist, but not to flame people. I don't answer daily issues because they became really boring (banning clothes and cars is still fun though). Old Federalia is pretty close to the extreme nation I intended it to be, so why try to fix it if it ain't broke? Edited by Old Federalia, Jun 1 2013, 02:57:45 AM.

The thing you need to know about OldFed is that he never quits. He'll make sure that almost everything he says will get doone. Also, he was a delegate of some region (the name escapes me) and just because someone doesn't answer issues doesn't mean they aren't commited. I haven't answered issues for quite a while, but that's not how you measure commitment. |

I feel like this could be more government when we already have areas that could be reformed in-part and used as your Ministers... like Regional Officers Promotion act, FA officers, and obviously Viziers. Would you be willing to reform the government to your needs or just creating more government for your needs?
TEP used to be a premier region of RP. I'm interested in this notion you are making. Now TEP Evolved does not really have an RP staff. All is the RP Mod but the staff is really the members that RP. Being it does not have a centralized structure (nor does it really need one), are you confident in the ability of the community working together to create such tools and working with the forum administration?
I love the notion of having maybe a superhero rp! Currently I play an advanced nation is general RP, how does that make you feel? Also as I previously mentioned, we don't really have an RP staff, and what ideas did you generally have for more subforums?
Kind of in the same topic range... Would you be a supporter of working to get a 1IL, founder of modern TEP, getting a commend?
FA is a hard thing to manage. How would you manage TEP Newspaper pushing updates out sooner than we current do? General Question I will be asking the other Candidates Based on the Concordat, do you believe Viziers should be allowed to serve in different branches of the government? The main reason of the role is regional security but it also puts them in a position where they can become WAD depending on the situation. Depending on your response... If yes: why? If no: what would you do to give that role more things to do? |

Definitely reform. I have no intention with doing away with the Media and Tourism departments, nor am I going to change FA without letting the ambassadors give their input. The best possible outcome for our region is for viziers to never have to do their job, so why should they be left out of the action? I do not like the Regional Officers Promotion Act. I think the Magisterium should be involved with the executive, but an executive is more effective when it can change depending on the needs and resources of the region. So I think the Magisterium should mandate certain functions, not minister posts. Then the WAD can formulate a gameplan for accomplishing those functions based on state of the region. That said, I would ignore that act until the Magisterium finalizes it's current discussion. What I am going to do instead is create a list of tasks (organized into categories like Media, Tourism, and FA) that need to be accomplished. Anyone can volunteer to do some of those tasks via reply or pm. I will then decide who does what. If there is enough people for all the tasks, great (about 2-4 people per category below, so 8 to 10 in total). If not, then I will personally fill in the gaps. That may mean only one round of the periods will happen, but as I said, the plan is flexible. For more detail, here are some of the tasks: Tourism: TG new nations at the end of the day, keep the RMB active and TG regular posters help new nations learn the game via IRC/Newcomers forum Media/FA: (these departments will overlap) Ambassador/reporter to each pacific and sinker NS Gameplay forum ambassador/reporter TEP RP reporter Government reporter(s) Interviewers Forum based tasks: Generalite Minister (Lounge & Game Room) RP liaison (for government to RP communication and planning) NS' WA forums envoy TEP's WA Center minister
I'm really glad you are interested in this! ![]() Structure destroys creativity, so our RP is all the better for being free-flowing. Concerning the goal to become the premier RP for new RPers, I just hope TEP's RPers are willing to consider my ideas. I also want them to "own it," meaning I hope to inspire them to do the extra work this will require, but in a way that stays true to their desires for the RP, not mine. At the very least, I'd like "cookie-cutter" or model factbooks to be ready for new players to use as the basis of their nations. In addition, I'd like either a youtube video or screenshot guide that explains how to use these model nations and get started. Then they will be able to easily start RPing without investing a large amount of time learning how to RP--(like first playing Munchin before Dungeons and Dragons). Am I confidant in the RP community to work together to do this? Hell ya!
I'm glad someone likes my RP ideas. Concerning your nation, I don't understand what you're asking. About the subforums, my past experience with good non-nation RPs showed me they deserve and need a separate place on a forum in order to become all they can be. You are well aware that the nation RP has three forums (one OOC and two IC). For the same reasons, non-nation RPs need at least two areas, one IC and one OOC. Depending on the admin staff and RPers' opinions, I'd like one Alternate planning area, then OOC and IC subforums for each RP we try. Hopefully, at least two will succeed and become permanent.

Slowly. As I said before, things won't be pretty between the election and the term's end, but I will accomplish the goals I've set by the end of the term. Everything I've laid out is the standard I'd like us to reach for, and I don't expect immediate results, only immediate effort.
The Conclave interprets the Concordat, the WAD just enforces it, so while in office I will follow the Conclave's interpretation of the Concordat, not mine. Viziers seem like an extension of the delegate, but if they were provost or viceroy, there could be a problem if they became acting WAD. So my personal opinion is that viziers should be allowed to be ministers, but not magisters or arbiters. (I also think magisters should be allowed to be ministers.) Unless the Conclave says otherwise, I'll give both you and Reziel the opportunity to be a significant member of my team. |

On June 1st, in response to the removal of Arbiters Free Pacific States and Southern Yugoslavia, Todd McCloud said the following about new arbiters:
The next delegate's appointments are obviously very important and will have a long lasting impact upon our region. I've thought long and hard about who I'd appoint to the Conclave if I were elected. The most important aspect of my campaign is I want to keep TEP the same, just make it active. My first appointment would be Todd McCloud back to vizier, which he automatically resigned from when he was elected delegate again. He has the most influence in the region, and that's what would prevent an illegal delegate from banjecting him while trying to take back the delegacy. Our best defense is having too many viziers to banject them all Concerning the Arbiters, I believe the Conclave should remain small. It is naturally the least active of all the branches, so I wouldn't want to place that burden on too many people for fear they would eventually resent it. So I would only appoint one arbiter at the start, to raise the number from two to three. If Drakkengard remains inactive or non-participatory, and after speaking with him if at all possible, I will ask the Magisterium to remove him like they removed Free Pacific States and Southern Yugoslavia. In that case, I have already decided who I will appoint in his place. When considering candidates, I sought to bring a thorough knowledge of TEP's history and laws to the bench to ensure continuity of the past into the present, and to consider the thoughts of the only active member of the Conclave, Juris. I asked for his advice and recommendations. My first appointment to the Conclave would be Todd McCloud. Immediately there is the question of whether a vizier can serve concurrently as an arbiter. The answer to this is exactly why Todd should be an arbiter--his knowledge of the past and activity in the present. He, Juris and I discussed this over IRC. Both Juris and I believed that viziers are the guardians of the Concordat and as such are above suspicion of abusing their powers, but that if they were to become acting WAD, they would be breaking the law, particularly Article A, Section 6 of the Concordat. To our surprise, Todd told us about Kelssek, who was a vizier and an arbiter concurrently before retiring. The result was a sort of compromise, though I am hesitant to use that word because there aren't any ideals being compromised. It is our belief that if a vizier were to become acting WAD, they should and would immediately resign all other concurrent offices. This needs to be codified via the Conclave or Magisterium, of course. I hope this is acceptable to you all. If Drakkengard does not become active and participate in the Conclave within two weeks, I hope the Magisterium will do the logical thing. Section 2.7 of the Standing Orders of the Conclave demonstrates that he should be active. If removed, I would immediately appoint Prussia to the Conclave. He was recommended by Juris because he is interested in the Conclave and has offered to help more than any other person. His natural inclination towards the Conclave is the type of resource TEP should be built upon. Is there any better way to ensure a bright future? What do you think? Prussia asked me that question via IRC. Since I can only campaign here, I will answer it here... TEP IS a heavy RP type region. RP is a part of our identity and history--it's one of the things that make this pacific unique and will provide for its future. Remember the first few Town Hall meetings that happened over IRC? In them, the most recurrent theme was TEP is an RP region and the actions of the Magisterium and the government should reflect that as the guardians of TEP and the RP. My personal experience has taught me one sad truth: without a strong generalite or RP base, a region is doomed to fail. TEP will never fail, but there were times when our forum was eerily silent. The government should seek to build our activity on the RP because it is already a resource readily at its disposal. Look at 10,000 Islands and Europeia, the largest UCRs. XKI is RP based, and Europeia is generalite based. They are both active defenders/raiders. I think they demonstrate a region should have a strong non-gameplay base (either RP or generalism), and a strong gameplay base other than regional management (either WA or raiding/defending). Non-gameplay builds the activity on a forum while activity in the WA and raiding/defending ensures a region continues to grow (gameplayers actively recruit and handle regional management). Please note, of all the WA regions in recent history, none were particularly successful for a long time, so my aim with the WA period is just to get new players to join the WA and forum. I hope that answers your question of why I want to build a stronger RP. It is necessary for TEP's future to plant seeds that will sprout into future delegates, provosts, viceroys, mods, and generals. |

Asking Todd to become a Vizier and to serve as an Arbiter both seem like reasonable choices to me. There does not appear to be anything in the Concordat to prevent that. If an occasion occurs where Todd the Vizier must assume the Delegate position to deal with a threat, he would simply have to resign as Arbiter. After the threat has been repelled, Todd could be reconfirmed to the Conclave as an Arbiter. Prussia is an interesting choice. He would have to resign from the Magisterium before he could serve as an Arbiter. He has been active in the Magisterium and moving him to the Conclave would take some of the activity from the legislative branch. (He often does not agree with me in the Magisterium so any suggestion that he stay in the legislature is against my own self-interest!) He is also very new to the region, compared to Todd and Drakk, which seems counter to your statement about Arbiter choices, "I sought to bring a thorough knowledge of TEP's history and laws to the bench to ensure continuity of the past into the present ..." Thank you for offering these details around the choices you would make if elected. |

I actually said, "When considering candidates, I sought to bring a thorough knowledge of TEP's history and laws to the bench to ensure continuity of the past into the present, and to consider the thoughts of the only active member of the Conclave, Juris." Prussia was recommended by Juris, so with respect, my choice does not counter my statement. I also said, "The most important aspect of my campaign is I want to keep TEP the same, just make it active." I think Todd brings knowledge and experience to the Conclave, while Prussia brings demonstrated activity and genuine interest in the judiciary--together they present a balance that the Conclave needs. Prussia was recommended by Juris because he gives the Conclave potential to grow. All three of them will solidify the Conclave as a foundation for activity and intrigue. I will do my part by bringing ambiguous laws to the Conclave for interpretation to give them something to do.

Concerning the Media and Tourism officers, I would wait until the Magisterium finishes its current discussion. I hope they will either repeal or amend it. I believe the Magisterium should mandate certain functions, but not government organization. I would keep the Media and Tourism departments either way. As I said above, I will organize the executive according to specific tasks with specific goals in mind. Concerning the Chancellor, the Education Act passed yesterday says the WAD can either appoint him/her or let the Magisterium elect the Chancellor and Council of Holders (Section 5). I'd just let the Magisterium do it to produce activity. In order to settle any possible disputes, I'd offer to select the Chancellor from a list of four candidates, presuming the Chancellor would agree to then appoint the other three as holders. |

If you're going to pick nits ...
"and" implies both. That is, any nominee would satisfy both of these clauses. Hence, I simply selected the clause where I said it "seems counter ..." rather than also including the other clause which seemed unassailable. Regardless, you have your rationale for your choices. It's fine. |

So, quick question. In the Magisterium, you stated that you never wanted anyone to ever give you any advice. If elected delegate, would you seek and accept advice from people or do everything your way? |

As WAD, I'll vote in the WA according to the popular will of TEP. Concerning approving a proposal to repeal it, it has to be better than the one I drafted: my draft of Repeal "Liberate Nazi Europe" My personal opinion is this: Nazi Europe is still there, so it's hilarious Feux couldn't successfully invade Nazi Europe. I offered German Dragons support, but he declined. My nation PUT's sig has proudly declared my support for repealing SC#109 since the repeal failed. I don't believe in attacking a region just because it is nazi, nor do I believe in giving nazis an excuse for being assholes just because they're nazis. Although Prussia, in doing that you are making NE defend. Not stopping them adspamming (which NE does not do anyway) just stopping them raiding (which they were not doing at the time 109 was passed) PUT's repeal is one I would support but the other one that failed was slightly better. Perhaps combining them into a new repeal could be our next step? |

I read it today at work. I don't think anyone can refute the facts, both coups produced activity. I think there is always going to be disorder in NS because of the game mechanics. Do I support coups? No, I think it's the wrong way to reboot a region, particularly a GCR. |

Two more days. Votes stand as: AMOM: 11 Babiana: 4 OF: 4 I dont understand what people want for TEP. When AMOM was delegate, things were bad. Things improved, but this isn't some UCR. TEP is a feeder. Bringing activity to a feeder is simple. If I won the election and got just two volunteers, I'd double activity in three months EASILY. I'd be involved in everything, but one person would focus on tourism (recruitment), and the other person would focus on the RP and discussion forums. When I was delegate of Atrigeas, the RMB was way more active than TEP's now. We had a hundred new accounts in a month. I started out all alone, and the forum sucked. Now its got a core, and that core is in charge now. TEP's forum is a masterpiece. It's got every conceivable guide available to new players. It's core players have been around for years. It's atmosphere is logical and open to new ideas. It's RP is character based. TEP is perfect. It just needs more activity. Seriously, I would double the forum's activity in three months easily. The other candidates have jolly ideas for foreign affairs and the EPSA, but what about the other stuff? The other stuff is way more important. Since they care so much about foreign affairs and the EPSA, I'd let them do what they want, just as I'd let you do what you want. I just need to be in the WAD spot to edit the WFE and send region-wide TGs. I'll do anything to get elected. Otherwise, I fear TEP will become like the other pacifics, and that's why I'm running for delegate. Edited by Old Federalia, Jun 11 2013, 01:57:03 AM.
