So, at the top, the five circles represent The Pacific, surrounded by the other four Pacifics: North, South, East, and West.
The three sinkers are linked as diamonds near the bottom: Lazarus, Osiris, and Balder.
And the Rejected Realms is the black star at the very bottom.
How'd I do?
And ... what do you want to do next? Do you want to present this to the Magisterium?

Treaty of August
Between The Pacific and The East Pacific
Preamble
This treaty is created with the intent of promoting increased and close relations between the legitimate government of The Pacific, which is the government acknowledged by Krulltopia and/or his appointed successor, and the legitimate government of The East Pacific, which is the government established by the Concordat of The East Pacific. The signatories acknowledge the intertwined histories of the two regions, their fraternal closeness, their ideological unity, and their capacity to achieve great things during cooperative efforts, and have thus enacted this treaty. It is also the belief of the signatories that formalized friendship between brother game-created regions is beneficial to all involved parties.
This treaty shall concern The Pacific and The East Pacific in all of its clauses.
Article One: Recognition and Defense
The signatories agree to recognize the legitimate governments of their respective counterparts as outlined in the preamble of this document. The signatories agree to come to the defense of their respective counterparts if requested to do so by the legitimate, authorized leadership of the asking party. Defense can entail sending nations who are involved in the army of the respective regions to supply in-game endorsements on requested nations and/or verbal declarations of support by the Heads of State of the two regions in question. The legal Heads of State of the signatories shall be the only ones authorized to request such defensive support.
Article Two: Intelligence
The signatories agree to inform their counterpart's Head of State of threats to the counterpart's in-game or off-site security immediately upon learning of it. The signatories agree that shared intelligence will not be passed on to external parties, with external being defined as parties who are not members of the signatory governments, or parties who have conflicting interests with this treaty's intentions via non-signatory regions. The signatories agree that the sharing of relevant intelligence dossiers is beneficial to both parties and shall seek to follow through on requests for them, but are simply encouraged to. The signatories agree not to promote, encourage, authorize, or engage in espionage against their counterpart signatory. The signatories agree that all their respective delegates and high ranking officials shall have intelligence quotients of at least twelve. Intelligence is very important.
Article Three: Military Cooperation
The signatories agree to seek increased military cooperation and shall maintain "Military Liaison" maskings for their counterpart's military officers on their forums. These maskings shall enable officers to see their counterpart region's military forums (defined as forums that regular soldiers below the rank of officer can see). The signatories agree to pursue military growth that is not dependent on userite influences and assistance. The signatories agree to respect the alignment of their counterpart's military. The signatories agree to respect the private nature of their counterpart's military intelligence andto respect the responsibility that comes with close cooperation. The signatories shall not share private information about their counterpart's militaries missions, agenda, or classified affairs to any parties, save for their superiors within their respective signatory region, without the permission of the relevant officers in the counterpart's military. The signatories agree that such information will not be shared externally under any circumstances without permission from their counterpart's military officers. The signatories shall maintain an Internet Relay Chat (IRC) channel or a Skype chatroom that will be used to plan and execute cooperative military missions. The signatories agree not to sabotage their counterpart's military operations. The signatories agree to promote the strengthening of each other's militaries through sharing guides, techniques, and training advice. The signatories agree to share late-updating jump points that are owned by members of either signatory's military officer corps. It is the expectation of both signatories that jump points used by a signatory's military shall be available to both militaries.
Article Four: Culture
The signatories shall share in-game and off-site embassies. If an illegal delegate of a signatory region closes the in-game embassy with the signatory region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate. The signatories shall pursue closer friendship by engaging each other's members on their counterpart signatory's forums, chatrooms, and regional message boards. The signatories shall celebrate their friendship during December 10th- December 14th in the form of a cultural event. The signatories shall host the festivities on both region's forums. The East Pacific shall host it on their forum for the first two days, and The Pacific shall host it on their forum for the last two days. The festivities shall feature spam games, various contests, discussions, and roleplaying between members of at least one of the signatory regions.
Article Five: Protocol for Abolishment
The parties that ratified this document shall reserve the authority to render it null and void through the means authorized under their regional laws and/or protocols.

Thanks AMOM and ASBS!
Concerning the treaty, I don't see any problems with it. In fact, I think we should take a step towards more military cooperation and form a combined rank structure, with or without a single high commander. Both armies would remain independent, but this would allow greater cooperation solder-to-soldier.

I'm not sure if this just a bit of fun or someone is using an intelligence quotient scale that I'm unfamiliar with. The traditional IQ uses the ratio of intellectual age to physical age and then multiplies the result by 100. So an IQ of 100 is someone who is "normal."
Within this traditional scale, an IQ of 12, in say a 20-year-old, would correspond to the mental age of a child of 2.4 years.
I am not a military person so I don't have a good sense whether the items in Article Three are reasonable or not.
In Article Four, I have a logistical question:

Efficiency of words. I believe both sentences say the same thing, only my suggestion does it in fewer words. It's just a style comment.
To be fair, I started by wondering if the IQ bit was for fun. And then, I had a bit of fun taking it to the extreme.

Sorry for the double-post, but there seems to be only one long thread for this ministry. Perhaps we might consider separate topics under this ministry.
Over in the TEP history thread, Bach posted a question about the COPS treaty. I do not see any evidence that TEP ever ratified the COPS treaty. There is this thread, but there are no responses from anyone in TEP.
Anyone know any different? And should we ratify it, perhaps five years too late?

Prussia has expressed interest in a military treaty between Balder and TEP. We're open to negotiation. Indeed I did show interest. I believe something amoung the lines of

Reciprocating The East Pacific's calm, rational good nature is the least that The United Defenders League can do to show its gratitude -- it seeks friendship with The East Pacific. This draft has been written to try to address the problems that left neither party able to fulfill the terms met by the original “An Act of Friendship, Development and Mutual Respect for Sovereignty between The East Pacific and The United Defenders League”. Section 1. General Provisions- A friendship is established between The United Defenders League and The East Pacific, which will be filled in accordance with this treaty.
- The provisions, as stipulated in this section, apply to all subsequent sections of this treaty.
- Under all circumstances: The East Pacific retains all decision-making power over the EPSA and The United Defenders League retains all decision-making power over The United Defenders League.
- Either party can dissolve this treaty by means of a written notification which is in accordance with the local decision-making rules of each party.
- Both signatories agree to act in good faith with one another and with the spirit of this document's law; that is, not attempt to manipulate, undermine, or otherwise force change upon the other signatory for the other's interests.
Section 2. Military and Intelligence- While The United Defenders League must respect The East Pacific’s sovereign decision to invade a region if they find it necessary, The East Pacific must likewise, respect The United Defenders League’s decision to defend a region (even against The East Pacific) if they find it necessary. In effect, both parties will professionally let bygones be bygones, although discussion between both parties is encouraged.
- Military cooperation is highly encouraged between the EPSA and The UDL.
- Both signing parties shall in good faith, disclose uncovered information with one another in the interest of their own organization's counter-intelligence.
- The EPSA will provide a Military Liaison to The United Defenders League to exchange mutual communication regarding new military operations (e.g., the liberation of a roleplayer region) -- all officers (i.e., Lieutenants and the Chief of the Band) in The United Defenders League will serve as the Military Liaisons for The United Defenders League to the EPSA.
Section 3. Limitations- This treaty can never be understood or used as grounds for compulsory military assistance or cooperation in any military or intelligence operations.

Preamble
The Regional Act of War Treaty Organization (RAWTO) shall exist as an association of NationStates regions offering mutual defensive support for one another in response to acts of war against any signatory.
Definition
For the purposes of this Treaty, an “act of war” shall consist of any intentional action of first aggression by an individual, region, alliance, association, or organization that:
1. Aims to result in the invasion of a sovereign region by securing control of the World Assembly delegacy in violation of the laws of that region; or
2. Aims to destroy, impair, or threaten the integrity of the off-site forum of any region;
Provisions
When an act of war is undertaken against any signatory to this Treaty, the target region may call upon the assistance of its fellow signatories. To request assistance, a signatory shall provide to its fellow signatories information sufficient to conclude that an act of war has been committed. Once the occurrence of an act of war has been established, signatories may be called upon to perform any or all of the following, as necessary:
1. In the event that that a signatory is being or has been invaded, fellow signatories shall provide military support to retake the region. However, no region shall be required to provide support beyond the capacities of its military or to provide support at a level that would open itself to attack. All signatories will consider a regional invasion as an act of hostility against themselves.
2. In the event that a signatory’s off-site forum was attacked with the intent to destroy, impair, or threaten its integrity, the offender(s) shall be guilty of the crime of committing an act of war. This provision shall be self-executing and serve as a sufficient basis for conviction. All signatories shall have the duty to pursue criminal charges against the offender(s) if he, she, or they can be found within the area over which the signatory exercises jurisdiction. Moreover, no person convicted of committing an act of war under this Section shall be eligible to obtain citizenship in any signatory region.
3. In the event that a signatory’s off-site forum is actually destroyed, impaired, or otherwise rendered unusable as a result of an act of war, the fellow signatories shall offer their own off-site forums as a meeting place to facilitate plans to rebuild.
