TREATY BETWEEN THE EAST PACIFIC AND LAZARUS
Article I Both signatories recognize that the People's Republic of Lazarus is the legitimate government of the region Lazarus and that The East Pacific government under The Concordat is the legitimate government of The East Pacific. Both signatories recognize each other as sovereign entities.
Article II Both signatories ensure continuing diplomatic relations and agree to open and maintain embassies for the other party on their soil. The signatories promise to ensure the continued existence and use of these embassies as long as the alliance prevails.
Article III Both signatories agree to provide military aid to defend the security and sovereignty of the other party's region when either region's other allies aren't involved. They will provide this military aid at the request of the other party, or if the signatory believes that a state of emergency exists in which the other party is unable to request military aid. Both signatories also agree to support each other in times when the other region is being assaulted by hostile forces.
Article IV Both signatories agree to provide intelligence information at the request of the other party, as long this information does not harm their security or jeopardize ongoing intelligence gathering operations of their region or their allies. Both signatories are obliged to provide intelligence information to the other party if it refers to an immediate security concern to that party. Although both signatories must agree not to use the other party to harm the security or sovereignty of another region.
Article V Both signatories may work on military operations beyond those ensured in Article III and both agree that closer military co-operation should be encouraged. However there is no obligation for the signatories to work together on military operations beyond those ensured in Article III.
Article VI Both signatories agree to make mutual efforts in the development of Nationstates education, by supporting and coordinating activities with each others regional educational institutions.
Article VII If any or both regions fail to abide by the following terms articles set forth by this alliance, either signatory may withdraw, but must give a week's notice to the other party before it becomes void and both signatories agree to attempt seek a diplomatic solution before withdrawing.
After some consideration and weighing all elements brought forward in this discussion, I'd like to keep the week's notice. I added an article on educational cooperation, suggestions are welcome, I just drafted something.
If Milo agrees, this can move to the Magisterium.

How about "by supporting coordination between educational institutions". This makes it a bit less committal, but the current language is fine.

In the language I suggested, it does not suppose that you do- simply to assure that any educational attempts be supported

Spoiler: click to toggle TREATY BETWEEN THE EAST PACIFIC AND LAZARUS
Section I The signatories recognize the People's Republic of Lazarus as the heir of the (name) constitution of Lazarus and The Concordat as the supreme law of The East Pacific. Both signatories recognize each other as sovereign entities.
Section II The signatories ensure continuing diplomatic relations with each other. They agree to open and maintain embassies for the other party on their soil.
Section III The signatories agree to militarily defend the security of the other region. They will provide this military aid at the request of the other party.
Section IV The signatories agree to provide intelligence information at the request of the other party, as long as this information does not harm their own region or allies. The signatories are obliged to provide information to the other party if it concerns a tangible threat or breach of security.
Section V Either signatory may withdraw from this alliance after giving a week's notice in the aforementioned embassies. Both signatories agree to seek a diplomatic solution before withdrawing.
This is my edition. I've removed "Both" when describing the signatories, because neither signatory is ever given special provisions anywhere in this treaty.
Art. I: Now more specific, it doesn't use the word "legitimate" because of course the regions' governments are legitimate. The whole purpose of rewriting the treaty is to affirm that the bond between Lazarus and TEP has not changed.
Art. II: Two sentences saying the exact same thing, no thank you. less words = good
Art. III: I'd prefer to not let people voluntarily confuse themselves. TEP often has viziers accidentally couping delegates, so no need to turn that into an interregional clusterfuck. When will we never be able to ask for aid?
Art. IV: Short and sweet.
Art. V: Do we need to have a provision allowing military cooperation? Do we need a provision allowing the TEP-Laz skype room?
Art. VI: I'd like both regions to be able to end this treaty for whatever reason, not just failing to meet the terms.
EDIT: Bach posted while I was posting.

Okay, I am just a small fry here, but the simplified treaty looks very good so far. The proposal for educational exchange isn't a bad idea; maybe it can be reworded to remove reference to institutions given what Milograd said. It looks like the Board of Railroad Commissioners will pass a bill of endorsement as soon as the treaty is ready for ratification.

The following proposal was made, from the UDL, towards TEP:
- Quote:
-
An Act of Friendship and Mutual Respect for Sovereignty between The East Pacific and The United Defenders League Preamble The East Pacific was once occupied for an extensive period of time in one of the darkest eras of its history under the regime of "The Empire". Thus, The East Pacific recognizes that its security is of the utmost importance, but additionally sympathizes with The United Defenders League's noble cause of securing these freedoms abroad across NationStates. The East Pacific is regarded by The United Defenders League as a reasonable, mature and stable region. It is that stability and reasonableness that makes them the most preferable of friends. When "Condemn The United Defenders League" was proposed, The East Pacific opposed and provided a reasonable argument against the resolution. Reciprocating The East Pacific's calm, rational good nature is the least that The United Defenders League can do to show its gratitude -- it seeks friendship with The East Pacific. This draft has been written to try to address the problems that left neither party able to fulfill the terms met by the original “An Act of Friendship, Development and Mutual Respect for Sovereignty between The East Pacific and The United Defenders League”. Section 1. General Provisions - A friendship is established between The United Defenders League and The East Pacific, which will be filled in accordance with this treaty.
- The provisions, as stipulated in this section, apply to all subsequent sections of this treaty.
- Under all circumstances: The East Pacific retains all decision-making power over the EPSA and The United Defenders League retains all decision-making power over The United Defenders League.
- Either party can dissolve this treaty by means of a written notification which is in accordance with the local decision-making rules of each party.
- Both signatories agree to act in good faith with one another and with the spirit of this document's law; that is, not attempt to manipulate, undermine, or otherwise force change upon the other signatory for the other's interests.
Section 2. Military and Intelligence- The United Defenders League promises to provide military aid to defend the security of The East Pacific
- While The United Defenders League must respect The East Pacific’s sovereign decision to invade a region if they find it necessary, The East Pacific must likewise, respect The United Defenders League’s decision to defend a region (even against The East Pacific) if they find it necessary. In effect, both parties will professionally let bygones be bygones, although discussion between both parties is encouraged.
- Military cooperation is highly encouraged between the EPSA and The UDL.
- Both signing parties shall in good faith, disclose uncovered information with one another in the interest of their own organization's counter-intelligence.
- The EPSA will provide a Military Liaison to The United Defenders League to exchange mutual communication regarding new military operations (e.g., the liberation of a roleplayer region) -- all officers (i.e., Lieutenants and the Chief of the Band) in The United Defenders League will serve as the Military Liaisons for The United Defenders League to the EPSA.
Section 3. Limitations - This treaty can never be understood or used as grounds for compulsory military assistance or cooperation in any military or intelligence operations.
I will be frank. Our previous treaty was an awkward thing and we proved not to be very compatible. Furthermore, the UDL saw it fit to announce a new GCR Policy. As in, they wouldn't defend any GCR unless they made some treaties. Fine for them, but I will not make treaties under pressure.
However, they rescinded the absolutes of it and refined that policy, in an effort to ensure that TEP wouldn't fall under it. As a five year long stable region, we would fall under the extraordinary circumstances and the UDL would defend TEP. Given the effort, I'm willing to re-open these negotiations and continue were we left them.
I invite the Minister of Foreign Affairs, the Foreign Affairs assistant, the Provost and any other interested Magisters, as well as Arbiters to have a look at the proposal as it currently stands. Of course representatives of the UDL are welcome, which I presume to be Unibot.
