We've passed two pieces of legislation related to changes in the standing orders, one proposal for an amendment to the Concordat, and the Eastern Pacific Police Service Act was narrowly defeated. Three votes are currently open (please vote if you have not done so): (1) Acceptance of Unibot as a Magister, (2) Proposed Amendment to the Concordat on Citizenship, and (3) revised version of the Eastern Pacific Police Services Act. |

Voting This continues to be a very active Magisterium. As a reminder to the Magisters, there are three items in voting threads now: (1) Confirmation vote on Hobbes as the nominee for Commissioner of the Eastern Pacific Police Service. Vote here. (2) The Legislative Procedure Resolution -- we started these discussions back in July but it has finally made it to a vote. Vote here. (3) The Resolution on The East Pacific's Policy towards Osiris was drafted in response to the latest events in Osiris. Vote here. Discussion and Debate While the Magisterium has already sent two proposed amendments to Conclave, there is continuing discussion on other issues. Should the Delegate's term be six months or four months? See the ongoing debate in this thread. Should the voting for Delegate be limited to only WA nations? See the wide-ranging debate in this thread. (Note this thread started with one proposal by Prussia. Around post #28, Prussia reconsiders the idea and withdraws his original proposal. The debate continues as others propose additional ideas.) |

Your Magisterium update for October 2, 2013 ... The Journey Thus Far: We have completed 2/3 of the current term of the Magisterium and everyone should be congratulated for all the hard work, activity, and accomplishments thus far. We've completed 24 votes, which equals the activity of the previous term, and we still have another month. Much of the work has involved the confirmation, acceptance or removal of individuals from various positions of government in The East Pacific. We have also amended and reorganized the standing orders. We have created the Eastern Pacific Police Service. We've passed two resolutions: one on legislative procedure and another on the situation in Osiris. We've submitted three amendments to the Concordat to the citizens. The votes are closed on two of those and we have not received the official results from the Conclave, but it is clear the proposal to require citizens to vote has failed. The other amendment, on Magister selection, is very close to the 3/4 approval required. We await official results from the Viceroy. Ongoing Work: A proposal for the creation of the Eastern Pacific News Service is underway. Please join that discussion and help to shape that legislation. More thought and proposals are needed to resolve the activity and structure of the Conclave. Since the creation of the Concordat, the Conclave appears to be the single government unit which has created the most angst in the region. Please offer your thoughts on that topic. A couple of changes in-game have started additional discussions and may lead to policy changes. The influence rules have changed and a nation's influence level -- after a transition period -- will be based only on activity in the last six months. A discussion of endorsement cap levels is underway. Also, there is a proposed change which may create additional regional officers with access to some of the functions currently limited to the delegate -- suppression of posts, ejection, banning, etc. Do we need to make changes to the Concordat in anticipation of these changes? Vote Now: Three open votes are in progress. If you have not voted, please vote soon: (1) Admission of Pekweng to the Magisterium. This will be closing tomorrow. (2) Eastern Pacific Sovereign Army Act (Second Amendment). Voting has started on some changes to the act. The changes are intended to help clarify the role of the army, but do not substantially change any of the activities or organization of the army. (3) Removal of Arbiter Jurisdictions. With the resignation of Old Federalia, the number of Arbiters in the Conclave is now an even number. The Concordat requires that an odd number be appointed. AMOM has indicated he will not nominate a replacement, so the Magisterium has been asked to remove one current Arbiter. |

15th Magisterium - 1st term (August 2013 to October 2013) Legislative Update for October 20, 2013 Greetings Magisters, This term is coming to an end and while there is still a lot of work to do, we need to prepare for the next term. Provost Elections: It has been my honor to serve as your Provost for this term. (And a little weird, given that there has been an arrest warrant issued.) While I am happy to continue to serve in this role, I also want to make space for others. Being Provost is a lot of work and if one of you are interested in the position, I will stay out of the way.
I anticipate opening the nomination period for Provost on October 25. I'm traveling that weekend, so it will depend a bit on random WiFi access. After nominations, the voting period will begin around October 28. On November 1, the new Provost will be installed. Legislation: Bachtendekuppen has already written about the "activity pills" in the Magisterium. You are all to be congratulated, this has been a very productive Magisterium. Things that are still on the table: Eastern Pacific News Service: (click for thread) This legislation appears ready for a vote. The only outstanding question is whether there are people interested in the job. Consolidated Endorsement Cap Act: (click for thread) Are any other changes needed for this legislation? Proposed Concordat Amendment (Removing Citizen Objection Language): ] (click for thread) As Bach noted, we should have caught this earlier when we were reforming the language around Magister selection process. This appears ready for a vote. Proposed Third Amendment to EPSA Act: ] (click for thread) Babiana has proposed a change to some of the language in the current act. A couple of Magisters have expressed some concerns. If you haven't commented, please add your thoughts. Treaty between TEP and UDL: ] (click for thread) As this has not been proposed by the Delegate, it is just a long discussion. Unibot proposed some language. Old Fed proposed some language. And Juris took credit for the entire debate ("Well. Look at all the talk I caused.") You are encourage to share your opinion, but this is not a matter for the Magisterium until the Delegate asks us to ratify something. 21st Magisterium (1 May 2014 to 31 July 2014) Legislative Update for May 15th, 2014 First, I tried to straighten out what nth Magisterium this Provost term is. I ascertained four quarters/terms per year, except 2012 there were only three elections for the Magisterium. That makes this term approximately the 21st Magisterium. If you know the number of provosts and their terms since the amendment which did away with the election of Magisters, we can know for certain. So Far... The Magister has two new members, MeanGuy and Huntsss. The pinned threads have been renamed to reflect their purpose. The application thread now includes the Public Disclosure Forum requirement. Bach and I disagree on the remedy. We both have a thread supporting reform. The Delegate seeks one act to replace the four acts, while I would like to see the acts amended separately.
