Policies of the Ministry of Foreign Affairs: Two Regions per Ambassador--One GCR, One UCR: Previously, ambassadors went inactive and such so that there were a few ambassadors and many, many regions. So all ambassadors were dismissed by the then-delegate and he published the update himself in all TEP's embassies. Opportunity for citizens of TEP to be involved suffered. The next delegate established the Ministry of Foreign Affairs, and ambassadors were assigned to as teams to regions, so no one region had a single ambassador. In the next term, ambassadors were reassigned. They are now each responsible for just two regions, but they are held accountable to improve relations with those regions. Updates are posted by the Minister in the embassies without an assigned ambassador. Additionally, of those two regions, one will usually be a GCR and other a UCR. The purpose is to widen the breadth of knowledge of ambassadors. By representing TEP to a sister GCR and a UCR, ambassadors can learn from a wider range of government types and structure as opposed to the similar structures of two GCRs or two UCRs. The reason being the UCRs usually have founders and therefore their governments are naturally established by a constitution without concern for the position of WA Delegate--many UCR delegates are simply ministers of World Assembly Affairs while foreign and domestic affairs are assigned to an array of ministers according to the founder's approved constitution. (It is worth mentioning that all WA Delegates of the GCRs are the leaders of their regions in law and practice.) Change to this policy: Ambassadors who prove themselves capable will be rewarded with an additional assignment to a UCR of their choice, for a total of three assignments. High Commissioners to GCRs: With the establishment of the Ministry of Foreign Affairs was the establishment of high commissioners. In real life, High Commissioners are the ambassadors that member nations of the Commonwealth of Regions send to each other since they initially shared the same Head of State, the Queen of England--since ambassadors represent heads of states, representing the Queen to the Queen is silly. Now some members of the Commonwealth of Regions no longer share the same Head of State, but they continue the tradition. Likewise, TEP currently sends high commissioners to other GCRs in a symbolic (although admittedly superficial) gesture towards the long-term interests of stability, goodwill and cooperation shared by the feeders and sinkers. No Embassy Closures: The Embassy Row on TEP's forum is home to an ever-growing number of embassies. Closer inspection shows embassies with nearly all the major regions. It is common knowledge in NS that regions follow a cycle of activity relative to the school year of the United States. Regions' activity may dictate their attention be paid to internal affairs. While the majority of embassies lie dormant at any one time, they are there when they are needed. Additionally, they show the level of activity of those regions with dates readily displayed. Therefore, the embassies remain in the Embassy Row. The alternative is moving them to a less visible place in the archives, only to be moved back and forth intermittently as the regions cycle through activity. Consulates for Small and/or New Regions: While it is an honor to have regions request embassies with The East Pacific, it is imprudent to open an embassy for every region that asks. Previously, some embassies have gone completely unused from day one. Therefore, forum embassies will not be established for small and/or new regions for the sole reason they may disappear or forget about it. Instead, a less permanent consulate will be constructed. The difference is an embassy is a forum and a consulate is a thread, which is more manageable for the minister of foreign affairs. However, if the consulate is regularly used for approximately six months, an embassy will be established. In-Game Embassies: The construction or destruction of mutual in-game embassies is commenced at the discretion of the Delegate with the advice of the Minister of Foreign Affairs as relations with certain regions dictate.
