Pax Opinion on TEP Forum Service and Jurisdiction; Posted after a final verdict, out of order.

Although Unibot is not a citizen, he has still continued to post on the forum and has been in the IRC chatroom. The jurisdiction of TEP extends from the in-game region to these offsite services. Why is this person allowed to escape possible punishment for his alleged crimes and continue to post within TEP's jurisdiction? My own interpretation of the Jurisdiction Act is that a ban by the government in-game constitutes a ban from all of TEP, including the forum and chat rooms--not just the in-game region. Surely posting on the forum is the same as having a nation in TEP, and allows for a trial or at least temporary punishment.

Can you please spell out the implications of the decision not to try this person, as it undoubtedly sets a precedent. Does it mean any non-citizen can be banned at discretion of the Delegate?

TEP forums are provided as a service to TEP. The TEP governing body has no authority over the forums, except masking of citizens and government officials. This has been a long standing policy.
