STATE OF EMERGENCY EXTENDED
EVENTS IN TANO STRAITS RESOLVED, AELITIA LOOKS TO REGIONAL PARTNERS


Not long ago, and quickly following the inaugural meeting of the Inquiry Board on Defence, a State of Emergency was declared regarding the movement of arms in the Tano Straits and in Dveria. In that time, the State deferred military decisions to the President and the Governors, later a Federal Forces Charter being passed by the same. Following shortly after, the President appointed an Auditor-General for the Forces in order to ease the transition.

The Prime Minister and Minister of Defense seem to support the President on the matter, but some Opposition Trustees believe this is a massive overstep on behalf of the President.
"The actions undertaken by President Melodom are a gross overstep," commented Karen Dotusi, a Trustee from Ebosum. "such an emergency should be dealt with through the House, not the Council."

It is expected that the President's Office will be reaching out to our Regional partners for counsel and friends.

PRESIDENT'S COUNCIL APPOINTS AUDITOR-GENERAL FOR ARMED FORCES
MASSIVE WEAPONS PURCHASE ORDER RUMORED


Following the recent power-plays over the Provincial Militias, the President's Council has appointed an Auditor-General for the Federal Forces. Many believe this is the precursor to a large cash-dump by the President into updating weapons systems from the current Nothern-War era tech. This move is seen as out-of-order, considering that the President has not even named the commander of these Forces. Getting the financial accountability of the Forces up to snuff will be quite the challenge, and weaning the Provincial Officials off of the Military Lobbying will be no easy task for the new President.

The weapons purchase is one of the likelier scenarios posed by politic-watchers, especially since it has been a Governor talking point for the last week. The President is also known to require strict accounting before any Federal money is invested, even more so since the Aelitian Potash Corp's Executive scandals.

Further to our assertions is the fact that the British Grand Pacific has been developing a line of new weapons for mass-production; and their recent "business" trips to the Capital. Keep your eyes out there; we know we will.

PACIFIC REPUBLIC MEDIA REPORT ON WEAPONS ORDER
POLL SHOWS SPLIT OPINION

A recent poll conducted by The Princeton Post outlines some fleshy details about the upcoming weapons deal with the country. Half of respondent indicated that they are in favour of Aelitian acquisitions, the remaining split between negative and indifferent positions.

We are unsure of Aelitian views on this matter; and have opened a poll of our own. E-mail us, or submit comments on this post and we will compile the public opinion on the matter. Tell us if you think the weapons deal will:

Last week, we asked your opinions on the upcoming purchase order with the Pacific Republic; and over 13,000 responses flooded in! We broke down your responses by your top two positions. Our breakdown of your answers are as follows:

From what we understood: Aelitians feel that "the move (the purchase) is a highly welcomed step for the Dominion and will serve Aelitian Foreign interests well, but has the potential to destabilize the region by bringing more attention from Regional Military powers."

The price is obviously a factor, as it has been estimated that the first deal will value in the billions of Donclattes. Many critics are asking where President Melodom and the Dominion will be coming up with this money. Some point to expropriation of resources from the Provinces, and some suggest that we still have yet to ascertain the gains made by the Dominion by nationalizing natural resources. Whatever the source, the cost of the weapons is great.

PRESIDENTIAL VISIT TO PACIFIC REPUBLIC
OPENS EMBASSY, ANNOUNCES OFFICIAL RELATIONS


...This Tuesday, President Melodom arrived in the Pacific Republic on the first International Diplomatic visit of his tenure. Pictured Jogging out of the Aelitian Airways plane, the President was greeted by a full contingent of Pacifian Officials and special police. The highlight of his visit to be the opening of the Aelitian Embassy in Victoria, the Republic's capital, although the President has also been escorted through some of the most important buildings and facilities of the Capital Area.

...The tour of the Capital area included the Parliament Buildings, meet-and-greet with many of the Senior Officials in the government, and of the Campus of a prominent University. "It is always a pleasure hosting foreign dignitaries on our campus," remarked the University's Chancellor, "and President Melodom was quite involved in the tour, and is a very lively character."

...During the Opening ceremony, the President made many comments about the "ingenuity" and "strong character" of the Pacific Republic's people, and announced that "Aelitia is proud to announce the commencement of official diplomatic relations with such an exemplary nation as this." Lieutenant Governor and Secretary of State Katherine Disraeli stood beside the President through the announcement, and the pair shook hands following the announcement.

...The Office of the Governor General of the Pacific Republic sent their regrets that the Governor General could not make it due to preoccupations developing from the incidents in Dveria.

Executives Break Silence on Vekaiyu Expansion
VISTA and Aelitia express concern for future of trade



...On Friday, VISTA Commissioner Vanessa Rougeden met the newly minted Presidential Inquirer for VISTA Affairs. The Pair had a short joint statement on the commitment to the VISTA Articles in the Coalition Charter which was followed by an intense question period. The meeting took place in the press gallery of the temporary VISTA Executive Offices in Visaelitia.

...Despite regular political niceties the pair seemed at odds for most of the night. Questions posed by the press unveiled divisions on a variety of questions. Inquiries about a flat VISTA tariff rate policy, International investment protections, and the extent to which economic sanctions could or should be used on VISTA violators were clearly politically charged. The this last question -arguably most of note- elicited a similar response from both Executives. The Question:

"To what extent are the Vekaiyun expansion plans going to impede international trade over the continent, and what does this mean for VISTA member states; specifically the Republic of Really Nice Hats?"

...Hawley spoke first, unlike most of the other answers. "Due to the lack of statement on behalf of the Vekaiyun expansionists, the implications could be dire. The possibility of restricted access to continental transport is of particular concern to the Dominion, as well as the addition of yet another Old-Continent presence in the waters to the East. Though the Dominion has not had any negative experience with the expansionists, Aelitia would consider any threat to its territorial sovereignty to be gravely serious. That said, the Dominion is willing to engage in relations with Vekaiyu to sort out any unknowns surrounding this development."

...Rougden slowly nodded throughout the response of the Inquirer. "To address the impact to VISTA member states, the economic implications of a transport monopoly could be dire. Though there are alternatives to traditional land transport, this has been the primary mode of trade over that continent. VISTA's interests are in the mutual development of its members in the name of fair economic practices; and that includes sovereignty concerns insofar as it facilitates trade."

...It seems the Executives were in agreement that this expansion could constitute a threat to international commerce and sovereignty. These joint answers are considered to be the first insight into the back room discussions going on surrounding the recent developments. This insight could inform the actions we see taken by Administration over the following couple of days.

Note...Following the First Urth Convention, President Melodom appointed special Inquirers for Coalition, VISTA, and VICTOR organizational affairs. It is the job of Inquirers to assume the duties of the Office of President (under supervision of the President and an Inquiry Board) in specific policy areas, and it would seem that these new portfolios will focus on the compliance with international and ensuring that the Dominion Policy Outlook is applied on Aelitian delegations

Notice of International Sanctions


The Aelitia Commerce and Trade Agency concluded the final round of public hearings on the implementation of sanctions against The Prussian Empire and the Federal Republic of Rhodesialund following the Presidential Order dated 01/01/15. This action has been taken in response to the numerous provocations perpetrated by both parties in the Pasifika region, including failure to attend mediated talks and the scaled use of armaments or deployment of armed forces. In counsel with VISTA allies and in the interest of maintaining international peace and cooperation, the Dominion enacts a series of sanctions in response to these events.

The Presidential Order authorizes the ACTA Executive, in consultation with the Inquirer for Foreign Affairs, to apply sanctions against officials of the Governments of The Prussian Empire and the Federal Republic of Rhodesialund, and persons determined to be owned or controlled by, or acting for or on behalf of, or to have provided material support for the Governments or any other person whose property and interests in property are blocked pursuant to the Order. Further named in the Order were a number of Corporate entities operating out of the targeted states.

The ACTA Executive has, pursuant to the Presidential Order, applied the following sanctions-

Arms Embargo- The Prussian Empire, Federal Republic of Rhodesialund
Export Credit Finance Closure- The Prussian Empire, Federal Republic of Rhodesialund

06/01/15
Oil and Petroleum Product Import Ban- The Prussian Empire, Federal Republic of Rhodesialund
Asset Freeze- Federal Republic of Rhodesialund

General Provisions-
-a ban on all new investment in Federal Republic of Rhodesialund;
-a ban on the provision of financial services to The Prussian Empire, Federal Republic of Rhodesialund and to persons in such;
-a ban on the provision of technical data to The Prussian Empire, Federal Republic of Rhodesialund, and
-a ban on the docking and landing in, and transiting of, Aelitia by The Prussian Empire, Federal Republic of Rhodesialund ships and aircraft.



In addition, the Special Economic Measures Permit Authorization Order, made pursuant to subsection 4(4) of the Special Economic Measures Act, authorizes the Inquirer for Foreign Affairs to issue to any person in Aelitia or any Aelitian outside Aelitia a permit to carry out a specified activity or transaction, or any class of activity or transaction, that is restricted or prohibited pursuant to the Regulations.

"-is to be considered the most dramatic overnight increase in commodity prices in the last ten years. Thank you, and back to you in the studio." The camera cuts to a clean-cut pair dressed in crisp business attire. The scrawler at the bottom of the screen cuts out, and flips back on to say 'CRISIS IN THE CAPITAL- EMBASSY ROW ON SHUTDOWN....... PRIME MINISTER AT RISK'

The two staunch figures listen quizzically to unseen earpieces, the man speaking first. "It seems as though that in reaction to a bombing in East Malaysia, the President has ordered the Capital under lockdown and dispatched the military police. Reports are indicating that the bombing in East Malaysia is linked to bombings of embassy districts across the world."

The female took over, "Intelligence and Executives have a list of suspects, and are actively pursuing the-" She was cut off by a screen purporting to be 'LIVE OVER VISAELITIA' showing a smoking building surrounded by military vehicles and security. She spoke over the scene, "It now seems as though there has been an attack on the East Malaysian Embassy in Visaelitia, with three confirmed deaths, eleven wounded, and 4 unaccounted for. This number includes Aelitian military police as well as Malaysian diplomatic staff."

The man's voice once again played over the visual; "High level sources near the President state that the prime suspect is Qumari, with links to high-level Qumari government officials. No other details have been released at this time, as investigation is ongoing. But it has been suggested by security officials believed this individual to be in the capital even prior to the first attacks in East Malaysia. The Government has yet to release any details on the condition of Prime Minister Godefroy."

Court challenge fails to stop snap election
Judge says government not bound by fixed-election laws


A judge Monday dismissed a court challenge of President Aiaden Melodom's right to call an early spring election.

The judge agreed with the government's lawyer that an appellate court had already decided much the same issue.

"I am not satisfied that there is a serious issue to be tried here," Federal Court judge Ken Nielsen said, referring to a 2010 Federal Court of Appeal case.

But Nielsen did not, as the government's lawyer requested, dismiss the entire application. He said the applicants were free to seek a more-detailed hearing, but suggested the outcome would probably be the same as in the previous Court of Appeal case.

Ebosum lawyer Tom Engel and former Sallar City mayor Don Rigney filed an injunction application last week. They argued Melodom must "uphold the promise and legal obligation to hold the next general election" during the legislated time frame of March 1, 2016 to May 31, 2016.

Lawyer Tom Engel argued that Aelitia's fixed-election laws should prevent President Melodom from calling an early vote.

That time frame is mandated under Aelitias's Federal Elections Act, through an amendment introduced by the Democratic Labour opposition in Parliament and passed into law in 2011. It fixes a date for a Federal election every four years, despite no such limits in the constitution.

Then-Justice Minister Verlyn Olson adopted the measure and told the Parliament the fixed-election law was needed to avoid political opportunism and to bolster democracy.

But there is another subsection of the constitution that essentially says the President is free to call an election whenever he pleases by making "declaration in the President's Council, terminate or extend the session of any sitting legislature for reasons of national security or interest".

The President's Council has the discretion, under the constitution, to refuse, although it is rare for such a declaration to be denied.

Fixed-election law meaningless?

Visaelitia lawyer Michael Bates, acting for Engel and Rigney, argued that if Melodom is allowed "unfettered" power to call an election whenever he sees fit, it effectively renders meaningless the fixed-election date amendment.

Bates said the amendment to the Elections Act had to have produced some sort of legal change.

"What was it, if it wasn't to limit when the President can call an election nearly unfettered?" he said.

In passing the fixed-election date amendment, the government obviously intended for it to have a purpose, Bates argued, adding that allowing President Melodom to call an election whenever he chooses would actually cause harm.

Bates said people like Rigney relied on the fixed-election date law to plan their political careers and lives, and calling an election a year early would effectively deprive Rigney of his right to run in the election.

Lawyer David Phillip Jones, acting for the government, said the same provisions are included in election acts in every province and federally. Jones said there is difference between an expectation of an election and a legal requirement for an election.

Jones stressed that the Dominion Court had turned down an appeal of the Federal Court of Appeal ruling and it was the only precedent brought before the highest court of the land.

No irreparable harm

Nielsen found there was no evidence of any harm, let alone irreparable harm, to either Engel or Rigney. He said Rigney or Engel could have filed an application years ago to challenge the law.

In his summation, Nielsen observed that "it is not lost on me that the electorate may be allowed to vote on a budget that they may not have otherwise been allowed to do."

President Melodom has repeatedly suggested he may need to call an early election to seek a mandate from Aelitians for the major international role changes he has said his government must, and has, implemented in order to get the country off the traditional cycle of trade dependencies.

Outside court, Engel said they will await the written rulings for the judge's decision before deciding whether to continue to challenge the law.

"The government made a whole bunch of promises in 2011 about how this would never happen after this law was passed - and they passed a law" Engel said.

"And then it just appears that all these promises can be broken."

Founded in 2006 by Aiaden Melodom, the Social Federalist Party originated as a strong voice for constitutional reform and progressive social policies. Advocating for a strong federal government, the party is the strongest left-wing organization today.

DEMOCRATIC LABOUR- 93

Currently the oldest active political party, Democratic Labour has historically lobbied for stronger provincial rights, moderated social policies, and low taxes. Following the Dominion reforms, the party has been targeting the electoral system as a main plank of their platform.

ONE AELITIA- 49

Established in 1995, and considered the successor of the popular Nationalist party, One Aelitia is the most successful ideological party. Calling for an even stronger, unified central government, One Aelitia has also popularized a desire for stricter immigration controls and international independence. This election, the party will be campaigning on a strong state and armed forces, ready to intervene when Aelitian interests demand.

The Greens began in the mid 1980s as the Aecology Party. The party has expanded from its core environmentalist message, presenting as a more left-wing alternative to Social Federalists, with a much stronger emphasis on liberty and rights.

AELITIAN CONSERVATIVE UNION- 9

Established in 2007, the Conservative Union can trace its roots back to the 18th century. As a coalition of three previous parties, the ACU has a rich history. Traditionally, it has stood for free trade, private enterprise, individual liberty, low taxation and strong defense, but in recent years has adopted a strong platform for family values and religious rights.

COLLECTIVE UNIONIST PARTY- 7

Founded by the trade union movement in 1998 to give workers a voice in Parliament, the Comm-Unionist Party is Aelitias's main left wing labour party. It has moved further towards the left ground in recent decades with wealth redistribution and social justice remaining key aims, along with stronger emphasis on the communist basis of the party.

PRESIDENT CALLS ELECTION
POLLS OPEN ACROSS THE COUNTRY

Surprising many political pundits across the nation, President Aiaden Melodom has declared the General Election will include his own office. It was widely believed that the President would serve halfway through the term of the Trustees before he called the first Presidential election following Dominion.

Despite vowing that this is an election on the future of Aelitia, critics suggest that the Social Federalists have positioned it as a referendum on their successes in office.

As a source in the Public Relations Office of Parliament put it, "The Social Federalists are hoping this election settles any internal divisions within the party, specifically leadership allegiances following the East Malaysian bombings."

The 2015 Aelitian federal election (formally the 2nd Dominion General Election) was held Monday, April 20, 2015, to elect members to the House of Trustees of the 2nd Dominion Parliament (formerly the Aelitian Federal Council) and the President of Aelitia.

The writs of election for the 2015 election were issued by The President's Council on April 7th. President Aiaden Melodom advised the President's Council to dissolve parliament after the return of Prime Minister Robert Godefroy from an ill-fated state visit to East Malaysia. A few days before, three minority opposition parties had threatened to reject the government's proposed budget.

The Social Federalists remained in power (a House majority is 223 seats), despite decreasing their seat count from 261 to 226. The Democratic Labour won the fewest seats in their history to lose Official Opposition status, and party leader Theo Vettraino was defeated in his constituency. The One Aelitia Party gained Opposition status for the first time since contesting general elections in 1995. The Collective Unionist Party won the largest number of seats in their history, attaining official party status. The Green Party's leader failed to attain election to the House, and the Social Libertarian (Swan) Party elected their first member to the legislature, party leader David Franz.

The Presidency and the 23 mandate seats in the House was awarded to the Social Federalists, with Aiaden Melodom returning as incumbent.

Aelitian man and partner reportedly killed in homophobic attack in Ouynyena
Local reports state they were shot and stabbed by attackers in the community of Sedekka

A 45-year-old Aelitian and his partner have died after what local media call a homophobic attack in their hotel in Oynyena. The couple were reportedly on a business trip on behalf of Grantham's energy company, GenEl.

Local reports say they were shot and stabbed by attackers in the community of Sedekka. The Aelitian, identified in local media reports as Roy Grantham, died hours after the attack, the reports say.

Grantham's Oynyenan partner, identified as Jessie Devos, 29, was described in local media reports as a prominent member of the local LBGT community. No hometown was given for Grantham, described as an Aelitian national.

Aelitian or Oynenian Officials had no immediate comment.

The murders prompted a warning from the Aelitian Travel Group, an international association which specializes in executive travel.

"Reports indicate the couple were attacked by several people because of their sexual orientation and position as prominent members of the lesbian, gay, bisexual and transgender (LGBT) community," the warning states.


"Although same-sex activity is legal in Oynyena, LGBT travellers should avoid drawing attention to their sexuality," the warning continues. "Members should remain vigilant to their surroundings at all times and adopt stringent precautions because of the high rates of violent and opportunistic crime."

LGBT murders in Oynyena are less likely to be punished than other killings, according to a report by an Intercontinental Commission on human rights.

The Blade noted that prominent LGBT activist Kelle Bennso was murdered in Oynyena last June. Bennso was a member of the ruling Sovereign Wealth Party and president of Queer Locale, an LGBT advocacy group.

ANN warned in 2011 that "hate crimes from beatings to murders are rising" in Oynyena, according to local lesbian, gay, bi-sexual, and transgender groups.

The Presidential Order authorizes the ACTA Executive, in consultation with the Inquirer for Foreign Affairs, to apply sanctions against officials of the Federal, Territorial, and Municipal Governments of Oynyena, and persons determined to be owned or controlled by, or acting for or on behalf of, or to have provided material support for the Governments or any other person whose property and interests in property are blocked pursuant to the Order. Further named in the Order were a number of Corporate entities operating out of the targeted states.

The ACTA Executive has, pursuant to the Presidential Order, applied the following sanctions-

Arms Embargo- Expanded from previous Large Arms to include all Small Arms and explosive precursor materials
Export Credit Finance Closure- Reapplied pursuant to the Aelitia-Oynyenua Bilateral Plan of Action
Oil and Petroleum Product Import Ban- Reapplied pursuant to the Aelitia-Oynyenua Bilateral Plan of Action
Asset Freeze- Reapplied to all Officials pursuant to the Aelitia-Oynyenua Bilateral Plan of Action

General Provisions-
-a ban on all new investment;
-a ban on the provision of financial services to and to persons in Oynyenua; and
-a ban on the docking and landing in, and transiting of, Aelitia by Oynyenuan ships and aircraft.



In addition, the Special Economic Measures Permit Authorization Order, made pursuant to subsection 4(4) of the Special Economic Measures Act, authorizes the Inquirer for Foreign Affairs to issue to any person in Aelitia or any Aelitian outside Aelitia a permit to carry out a specified activity or transaction, or any class of activity or transaction, that is restricted or prohibited pursuant to the Regulations.
