Due to the deficiency of strict guidelines on vote-stacking, which the likes of Tyler Kazakov exploited, I would like for there to be stricter guidelines against vote-stacking, as they are an obstacle to democracy. The citation of there being a "lack of evidence" holds water, but not enough: EVERY action taken has evidence that comes with it. Every single action taken leaves behind evidence, which can never be completely erased.

Secondly, The East Pacific, from what I know, is known as a place for "second chances". This breeds tolerance among the community, and allows the admission and redemption of those who have left behind their darker days for good, but one could easily deceive others and pull a ruse that makes it appear thus. "Second chances" are not unconditional, and not all of those who offend in their pasts are entitled to second chances, often not even when there is no shadow of doubt of their redemption. Certain part/s of the Concordat can be read and interpreted, in its strictest sense, as allowing anyone who simply fills out the application form correctly and satisfactorily. The East Pacific is democratic at its essence, and security impedes on its democratic nature. The key is to balance security with democracy, with there being neither an excess nor a deficiency of either.

Elaborating on the second point, there are restrictions on the joining of the Magisterium for certain individuals who end up being let into The East Pacific for "second chances". However, those restrictions rest upon the votes of the Magisterium, and were a certain individual not truly redeemed, as they led others to believe, then there would be problems were they to find their way into the Magisterium through hoodwinking those voting whether to let them in or not. But then again, the key is to balance security with democracy. with there being neither an excess nor a deficiency of either. The way to do so has not yet been fully determined by me, due to the fast-pace of my life and real-life commitments for most of the remainder of this month.

One thing that concerns me about the Magisterium is the lack of hard-and-fast rules against vote-stacking, which I addressed above as an obstacle to democracy. There always is evidence for everything out there: nothing committed neglects to leave a mark. There is no such thing as the "perfect crime". No matter how careful one is, one will always leave a mark somewhere. When I heard about Tyler Kazakov attempting to vote-stack in the past and investigated further, I immediately thought that there needs to be hard-and-fast rules against vote-stacking.

Please tell me more about your sense of how vote-stacking has been used detrimentally in The East Pacific.

I don't think I appreciate the problem, nor the need for a solution.

Though it has not been used detrimentally to my knowledge in my presence here, there is potential for it to skew results in legislation. For example, were someone to bring allies from abroad into The East Pacific, solely with the reason of joining the Magisterium to vote for how someone wants instead of by what's best for the region, or what they think is best for the region. How detrimental that vote-stacking could be depends on the legislation at hand being voted upon, such as were the Concordat at stake which, if votes were stacked in such a situation, it would prove detrimental to some degree were those doing the stacking not to have the best interests of The East Pacific and its citizens in mind. However, although it is a joint effort between the Magisterium and the Conclave when it comes to the Concordat, vote-stacking on the Magisterium side of things would not be completely without detrimental effects, no matter how small.
