Before I create an actual piece of legislation, I wanted to run it by the faithful in TEP. I've given this some thought, and after sitting by the sidelines a bit and still serving as the MoFA, I've got something for everyone to kind of chew on. It probably could use some polishing, so here's goes:

Finding that:

  1. Activity on the forums has dwindled
  2. Magisterium numbers are at their lowest in numbers since February 8th, 2013 (and have been since February 1st 2016).
  3. Delegate voting has not eclipsed 20 votes since March 2015
  4. We could use new ways to get people involved who may not regularly visit the forums
  5. Several new features have been implemented into NS since the formation of the Conclave
  6. All who enter TEP either by birth or by moving in are given a welcome telegram

Resolved:
  1. All who enter into TEP will be linked the Concordat with explicit instructions: upon joining the WA or by moving in with a WA nation, they are henceforth recognized as Citizens of The East Pacific and are therefore bound by the laws and regulations thereof. Should they leave, that citizenship is suspended until a WA moves back in. This will also be linked on the WFE.
  2. Individuals in the EPSA or on special mission may request a suspension of this clause in order to keep their rights intact
  3. To pass legislation in the region, WA nations must first vote on said ruling in the form of a poll on the regional page open to WA nations only. A majority of WA nations voting in favor of the resolution moves this proposal into the Magisterium where it is written as a bill.
  4. After the bill passes, the delegate votes to accept or veto it. If vetoed, the bill goes back to the Magisterium (similar to what we have in place).
  5. If the delegate accepts the bill, the Conclave then has 7 days to officially amend it into the Concordat as a law. Conclave will verify that said law is legally consistent with the Concordat and is consistent with the proposal the WA nations voted on.
  6. All delegate voting will occur on the regional page in the form of a vote by all TEP citizens. On the WFE, candidates and their campaign threads will be listed in alphabetical order. No campaign telegrams for or against a candidate will be permitted, but candidates may answer questions / critiques in telegrams and on the RMB. The poll will last for three days. Winner becomes the new delegate
  7. Roleplaying will be advertised on the RMB and in the form of a bi-weekly telegram that will update all regional members on the goings-on in "Urth". Each telegram will link the procedure for joining TEP RP.


Any thoughts? I didn't want to just railroad this to the Magisterium. I realize these changes are a bit different and may need polishing, but it does establish connectivity with our huge base of nations, I believe.

Interesting ideas.

Some of these changes are amendments to the Concordat. Some of these are legislative.

Technically, the Magisterium is once again increasing. We have had three new applicants in the current month.

But, you could add to your lack of activity that we have no Conclave at this point. All terms have expired. I sent a note to the Delegate that we needed new Arbiters or we needed to re-nominate the existing ones, but there has been no response.

It seems like the roleplaying advertising and telegrams does not require any legislative action -- we could do that now.

Ever since I've joined this forum, I've wanted something like this in place. I'm pretty sure I support every clause on the list, but, my question is, who will start it off. I am generally active, but I still have some days where I'm so busy that I barely have time to get on NationStates (today is actually kind of one of them). And surely everybody here has those days, too. Otherwise, I support this proposal fully.

Ever since I've joined this forum, I've wanted something like this in place. I'm pretty sure I support every clause on the list, but, my question is, who will start it off. I am generally active, but I still have some days where I'm so busy that I barely have time to get on NationStates (today is actually kind of one of them). And surely everybody here has those days, too. Otherwise, I support this proposal fully.
My goal is to run it by people here first since we're the current citizens of TEP, and if it looks good and they seem to like it, run it over to the Magisterium and let all you legislatures have a crack at it!

Yeah, I anticipate this'll be some kind of omibus bill or will need to be passed in phases.

Understood, but perhaps if we had some legislation behind this to keep people to task, it wouldn't fall by the wayside when I or someone else forget or miss a deadline? The same could be said for our embassy updates. Heck, if we could pass one of those this quarter, I'd be satisfied.

Alright no that's fair, you're right. We're stagnant as a region and there's several things we need to do in order to be functional. I'm proposing we find ways to bring people into our system - the rudimentary stuff should be occurring regardless.

Nah, not really. I endo tarted a little too much on Thursday (I blame watching the Cleveland Browns) and I didn't think it would lead to this many people endorsing me in a short timeframe... or this kind of success. It changes nothing - McStooley is still the true elected delegate of The East Pacific.

And even if the delegate did propose these reforms, it'd still need to go through the proper channels, through the legislature, approved by the delegate, and so on.
