The purpose of starting this discussion is to get The East Pacific back on pace. To do this, we must be honest as a region. We as a region are not the active region we were once known to be. We're again viewed as isolationist by some and sometimes have difficulty getting new members to stick. The game has changed technologically yet our processes are somewhat outdated and do not reflect all of these changes. This is not good. That scenario reminds me of pre-empire TEP. We're better than that. But we also could use help as a region to pull ourselves out from venturing down that path.


This is what I propose:
First, we pause the government and everyone is on the same playing field. We announce to the world that we're interested in re-connecting but really could use help with getting our region up to speed. Hopefully this'll attract some vets that might be in a rut. This forum will be used to gather ideas and figure out where we will go. It will be open to citizens and non-citizens alike, but any voted on changes will be registered as citizens-only (you can still apply for citizenship in this process).

We'll need to establish some committees tasked with improvement in 30 days. There will be several proposed committees, but we can add more if people would like.


What are the Committees?
  • Forum appearance / organization.
  • Foreign Affairs.
  • Roleplay.
  • East Pacific Sovereign Army.
  • Getting new people to the forums.
  • Diplomacy goals
  • Connecting us to the international community
  • Festival / Holiday ideas

That sort, perhaps more if people recommend some good ones. In the meantime, we'll review our laws (overseen by the Magisters), get more input from other people, and see if we can update and get more connectivity. {new change, click link to the post}

These committees will be headed by one person or a group of people - we will discuss that in time. These leaders will be charged with creating a plan for their respected area within 30 days and will need to keep all nations in TEP in the loop, lead their committees, and come up with plans that we can reasonably initiate. This may include forum talk, RMB talk, skype, whatever so long as it's reported in these forums so we can all see what we're playing for.

Nothing is truly off the table as far as I'm concerned - we just need to work at this and make the region better. So, for instance, if I'm in charge of forum improvement, I'd want to make sure the admins are in close contact with me and that I ask a lot of people - vets and newbies - about how the forums are and how we can improve them. If I'm on Foreign Affairs, I might vouch for making a new issue, reviewing our embassies, that sort.


Who can participate in this?
Citizens and non-citizens can participate, but only citizens can vote. Within the citizenship application is a loyalty to the region of sorts, so I want to ensure everyone here is looking to better TEP and not gaining an ally or finding a way to make it easier to be couped, for instance. Anyone caught doing that will be submitted to various news outlets in NS. Voices, of course, do carry.

I fully expect the arbiters to continue with their citizenship duties and screen people.


Timeline:
By this time Thursday (four days from now), I will call for a vote to be conducted by citizens of the region only. This vote will be posted on the WFE as well as announcements in skype and atop the forum to maximize exposure. If a simple majority is obtained this time Sunday, the process will be set into motion.

If that occurs, the entire government will be paused. Magisterium will be paused. Conclave will be paused. The EPSA will be paused, and so on. I and others will announce this move to the NS world and will cast a net far and wide to attract people to our beloved region, people who honestly want to see us back on track. Committees will be set up, and leaders established. These leaders will be picked based on their knowledge of and loyalty to TEP, level of activity, general organization, and personality, among other traits.

Once the Committees are set up, we will have up to 30 days to deliberate and discuss. At the end, leaders will present their recommendations and they will be acted on provided enough support is given and it jives with what the people want. After the last committee is processed, the government will open.


The End-Goal
By the mid-to-end November, we will have an active region with new faces, new ideas, and a revamped sense of community. We will be back, and our region will be strong and on the same page.

I must ask, from where does one receive the legitimacy to be able to suspend the Concordat? The Concordat has no such process, and thus doing so would in fact be treason under being "an act to destroy [the] concordat" by every law in this region.

I support the idea of convening people to discuss the region and then going through the appropriate channels to get it done. A review of laws is something I started taking upon myself in the Magisterium, but I welcome even more people to do so- for example. I understand you want this done quickly, but there are ways to do that.

I cannot support even putting this to vote to suggest that this might be a legitimate course of action, even if it may have some facade of democracy.

You don't have to. Under these committees, you'd give the admin team recommendations on making the forums better. Things like inconsistencies with some forum skins, recommending forum ordering, even suggesting new skins, etc. Anything we can do to make this place better.

For Festival and Holiday ideas, we need ideas to keep this place fun and exciting. It should be a real interesting committee I think.

Any and all help is appreciated. In TEP, the voice of the seasoned 6-year veteran matters as much as the new person looking to get involved in the region. We're in this region together, so it's best to make it fun for all of us.

Well, I am asking for the cooperation of the government. This is needed for the continued success of The East Pacific. This process will maximize the amount of citizens and nations in TEP alike, and we will be stronger as a result.

Whether you ask for, and even receive the cooperation of the Government, NO individual has the power or standing to suggest this course of action. We have processes that citizens are engaged in, we have had proposals for changes to the citizenship system which can indeed bring more into this region.

The question I asked was what do you see about your standing that empowers you to suggest this? Is it your status as temporary Delegate? Vizier? Citizen? Admin? Certainly none of these have the power to suspend the Government or concordat. Are you doing this unilaterally, and seek the "cooperation" of the government to make it seem legitimate? What you are promoting is sedition at best, high treason as worst.

I cannot support this past the committee idea. Convene the committees as Delegate, and then propose their ideas to the Magisterium. We have processes, and there is no reason so suspend them to do what you suggest.

Oh, you can still meet as the Magisterium. I will be vetoing anything during this process though within reason.

I've stated my reasons in the original post. I was around prior to The Empire, during it, and certainly after it. I'm not setting this region up for another round. If you want to bring this to the Conclave, so be it. But this is not the place for such things. This is for discussing improvement in our region.

You argue that the government should be suspended, and then threaten to hold it hostage because of the governmental position you hold.

You have still not answered my question. The question, again, is where do you claim the legitimacy to propose this. I didn't even bring up the Conclave, but again you show utter contempt for the established processes and government for this region. Your long standing in TEP is unquestioned, but this does not give you special powers to destroy the government.

I am indeed discussing improvement in the region. I am suggesting we take on those committees, and the region takes their recommendations through the established process rather than throw the Concordat out the window and 'suspending' government.

I completely disagree with this process. The goals are fine, but there is no reason to "pause" things that are working.

I would suggest the biggest problem has been the already ongoing "pause" by both the Delegate and the Conclave. Todd, I can't tell if you still assume you are the Acting Delegate or you are just asserting some newly created authority based on your residency in the region. Either way, instituting a region-wide referendum, while ignoring the Magisterium, is not a power provided to you.

You could propose such a referendum as an amendment to the Concordat (Article G, Section 3):

Section 3) The Magisterium shall have the authority to propose an amendment to this Concordat by a 2/3 vote; such an amendment must receive the support of 3/4 of those Citizens voting in a referendum administered by the Conclave.


It would then take a 3/4 vote (not a simple majority) to create this "pause."

Note: There is already another amendment to the Concordat in the voting queue. We are awaiting the scheduling of that vote by the Conclave. Ramaeus has just resigned from the Conclave, I would suggest you offer a replacement post-haste. Perhaps you would like to offer a person who is in agreement with your goals.

None of these activities require a suspension of the Concordat. Indeed, all of these things are within your control as Acting Delegate. So, go ahead, form the committees and make new plans. There is no need to suspend the government for this activity.

This vote will be posted on the WFE as well as announcements in skype and atop the forum to maximize exposure. If a simple majority is obtained this time Sunday, the process will be set into motion.

If that occurs, the entire government will be paused. Magisterium will be paused. Conclave will be paused. The EPSA will be paused, and so on. I and others will announce this move to the NS world and will cast a net far and wide to attract people to our beloved region, people who honestly want to see us back on track. Committees will be set up, and leaders established. These leaders will be picked based on their knowledge of and loyalty to TEP, level of activity, general organization, and personality, among other traits.

Once the Committees are set up, we will have up to 30 days to deliberate and discuss. At the end, leaders will present their recommendations and they will be acted on provided enough support is given and it jives with what the people want. After the last committee is processed, the government will open.


The End-Goal
By the mid-to-end November, we will have an active region with new faces, new ideas, and a revamped sense of community. We will be back, and our region will be strong and on the same page.

I think this a very steady and solid idea to get TEP moving again. I will work on the EPSA area and would definitely be willing to help with Foreign Affairs- which in turn can be closely linked with the EPSA and diplomacy goals. I, for one, would like to recommend a renewed focus on the World Assembly. Getting people to debate and contribute to that body would encourage a lot of activity. Also, it would encourage people to endorse their delegate and maximize the region's voting power.

I agree with Aelitia and A Slanted Black Stripe. I support the committee idea, but that does not require "pausing" the government, which would in effect make you the government, Todd. You have no legal authority to pause the government, to suspend the Concordat or any of the institutions it creates. If you do so, whether by referendum or otherwise, it will be an illegal coup d'etat.

I will be glad to participate in the committees you've suggested once you make it unambiguously clear that you're going to abandon the illegal coup you've proposed alongside the committees.

I'm sure it was, but that doesn't require illegally "pausing" the rest of the government. He has no legal authority to essentially suspend the legislature and the judiciary, even by referendum.

Well, okay. Not everyone seems to agree with the pause. That's fine, I have a better idea. Since we can't interrupt the government (and, frankly, pausing the government in principle means no WA votes, citizenship apps processed, stuff like that), and people are complaining that spots need to be filled and work needs to be done, why not kill two birds with one stone?

Why doesn't the Magisterium work with this process and work with nations in TEP to review the laws and make changes? I know, the Magisterium does that from time to time. But what if they had a committee of their own, the Magisterium committee, where they work the same way and pool ideas from other nations in the region? Once they gather some ideas, they draft changes or amendments to the Concordat and see it through?

Think of it like a legal referendum that isn't officially a referrendum.

This doesn't have anything to do with the last few posts, but I was thinking that there could be a 'Meme Department': A group of nations that look for new and amusing things to put for both regional advertisements and rank images.
Furthermore, the department would be split into two divisions that cooperate and coordinate with each other: the Good Ole Days Section and the Rocking Those Killer Vibes Section.
GODS (I didn't intentionally spell that out, by the way; complete coincidence.): Old, more senior nations that have been in the region a long while and know all the old-timey references.
RTKVS: New, more hippy nations that just want to make the forum a funnier place.
When new members are accepted, there are voted into either GODS or RTKVS by other members.
When members are ready to transfer from RTKVS to GODS (or vise versa), a little ceremony may take place, because why not.
This post should be considered serious; I honestly think this would be a good idea to connect the nations of the region even more.
