Just a few days ago, members of The Council were elected and have been sworn in to replace the current members. Just a day later, one of the members has brought up an issue regarding volatile work schedules at a logging facility in the Southwest Region. His name is Mike Harmon, works there as a lumberjack, and has been having paycheck troubles for the last few years. At the 89th legislative session of the year, he had this to say regarding the issue:

"I work at Lumber Camp B in the Southwest Region. My fellow colleagues and I have been having some issues with the acreage down there and our paychecks. For the last six years, we have been cutting down the trees on 1,500 acres of land we have faster than they can be regrown, causing us to become laid off for several months while the replacement trees are regrown. My wife is the manager at the local HovCo store, raising extra money we need to get by in the off months."

The Prime Minister, Tom Ford, proceeds to quickly ask the Advisor for the Department of Natural Resources (DNR), "Is your department aware of this issue?" Joe Matello, the advisor, responds by saying he believes so. The Prime Minister then allows Mike Harmon to continue:

"My colleagues and I have came up with an idea to construct several large-scale horticulture facilities that could plant these trees offsite. With the advanced technology we have, they could be grown in three years and then transported over to our facility, where we can then cut them down."

A member of The Council proceeds to ask about the cost of the plan. Matello estimates it to be nearly 1 million Euros. The debate then begins as more members of The Council pitch in ideas and opinions. Several counter-solutions are presented, including laying off 15-20 workers to cut the excessive production. This was ill-received by many. Another solution presented was to transfer 15 workers to northern logging camps rather than laying off workers. This solution seemed more hopeful but Matello was quick to point out that there is currently a shortage of logging positions and he is not sure if those requirements could be met. Tom Ford then calls for a five minute recess.

Matello was able to check with northern DNR units during the recess to estimate the amount of open positions there.

In short, after the recess, Matello corrected his previous statement by saying up to 50 positions are available across the northern regions. This was a sign of relief for many and it appeared as though the plan in thought would be the one to work. Kale Captain, Head of the Board of Advisors, summarized the decision before everyone of selecting the 15 most recently employed workers and transferring them in groups to northern logging facilities. 50,000 Euros will be allocated to them for moving costs and moving costs only. When asking if there is any further debate, the room was silent and everyone in agreement. Tom Ford then passed the resolution.

Being a 23 year-old facility and Harmon only being there for six years, he was one of the 15 to move. His wife left HovCo, and most of his colleagues he was friends with also moved with him up north. They were a little frustrated to move, but Harmon reassured them it was worth the steady paycheck.

In the end, 35 lumberjack workers will remain at the Southwest facility, but with the reduced production, they are able to stabilize production quotas and have steady paychecks. Harmon and nine other workers moved to Toletto, a small city high in the hills in the North Region. Located here are two logging facilities and multiple mining operations, although the long, cold winters are going to be a hard change.

Commerce Federation Government to Approve Major Steel Mill Investment Project

The Commerce Federation government has approved a deal that was reached today with The Council and Prime Minister. The deal calls for a 10 million Euro investment in five full-scale steel mills. This is estimated to create around 4,000 jobs in five years and 1.1 billion Euros over a ten year period. The project comes as unemployment continues to rise in many major cities around the Federation. It is believed that the project will curtail the rising unemployment and reverse the shrinking economic power in these particular cities.

For the last few years, several oil refineries, furniture factories, and other manufacturing facilities have been shut down in key cities around the Federation due to market saturation and collapsing demand. Previous trade contracts that expired could not be renegotiated and with no buyer comes no production. Because of this, the facilities have had no choice but to downsize and focus on domestic demand or close altogether. Until now, the issue has not be addressed at the state level. These cities already had minor unemployment figures, so the shutdown of further facilities has worsened the situation, with individuals and families not being able to relocate.

Yesterday, several members of The Council had received information about the closings from the advisor for the Department of Business (DOB). The members proceeded to discuss the issue this morning, where Prime Minister Tom Ford agreed to allocate 10 million Euros for investments in Steel Mills in the affected cities.

The affected cities that will receive the investments include:
Cherry Creek, SW - Population of 90,000. 8.9% unemployment (up from 2.7% three years ago). Increased due to large refinery closure and several closures from private factories. Investment will directly reduce unemployment by 10% and indirectly by 40% over 12 years.
Bay City, South - Population of 50,000. 6.1% unemployment (up from 0.9% three years ago). Increased due to volatile tourism industry and closure of two logging mills. Investment will directly reduce unemployment by 25% and indirectly by 35% over 7 years.
Paxton, NE - Population of 210,000. 9% unemployment (up from 5.6% two years ago). Increased due to large furniture factory closing and layoffs from multiple refineries and private facilities. Over 3,000 layoffs. Investment will directly reduce unemployment by 5% and indirectly by 30% over 6 years. This will be the largest facility.
Branston, NE - Population of 120,000. 6.2% unemployment (up from 1.2% two years ago). Increased due to port shutdown and private factories closing. Smaller mill investment here will reduce unemployment overall by 45% over 10 years.
Bellville, East - Population of 32,000 (suburb east of Detroit). No unemployment but investment will provide jobs for Detroit. Detroit unemployment at 17% (population of 3.7 million).

While not a complete solution, other investments could be proposed now that the issue is hot on the table. The investment into steel milling was chosen because of its rising market value and potential to further diversify the Federation's economy. Through history, the Commerce Federation has produced below average amounts of steel when compared to the global average. The idea of investing in a material that might phase out or lose demand was the reason why the Commerce Federation never became a major steel exporter. However, with the growing demand defying that assumption, the government has finally decided to invest.


FASCAR crowns 2016 Series Champions

The Federation Association of Stock Car Auto Racing (FASCAR) held its final three races of the 2016 season at West Monona Motor Speedway in Bloomfield, West. The three largest series were held back-to-back and each crowned a new champion. The Truck Series final race was held Friday afternoon, was 150 laps, and lasted for 1.5 hours. John Foltz emerged as the victor after racking up 235 points, 35 points ahead of second place. The Sportsman series was held Saturday afternoon, was 250 laps, and lasted for 2.5 hours. Michael Shimmie emerged as the winner of the series after tallying up 216 points, 16 points ahead of second place. Lastly, the National Series was held Sunday, was 400 laps, and lasted for 4.5 hours. It was won by Karl Cheston who took the lead with three laps to go and secured 275 points, 34 points ahead of second.

The season will now wind down and gear up for next year. Tickets are on sale now for all venues and range from 10-80 Euros a ticket. FASCAR is extremely popular in the Commerce Federation and is watched by over 10 million viewers per race. The National series is the most popular and features 43 stock cars that race around various circuits in the Commerce Federation from February to November. It is very fast-paced and offers a huge adrenaline rush, often being described as a "demolition derby at 200 mph". Drivers are awarded points for each position they are in at various intervals in each race. The driver with the most points wins. FASCAR is owned by the Commerce Federation government and generates revenue from the venues and media coverage. FASCAR also features large amounts of sponsorships that are offered from private businesses to drivers.

Update issued regarding 2017 government fiscal budget:

Prime Minister Tom Ford has called for a budget very similar to the 2016 fiscal budget. A few exceptions worth noting include boosting the budget for the Department of Atmosphere (DOA) by 10 percent to nearly 14 billion Euros. To fund this, rather than increasing any forms of taxes, Prime Minster Ford has suggested investing heavily in new, emerging industries such as pharmaceuticals, electronics, and even chocolates and other confectioneries. He also has reiterated the needed expansion of the nation's textile and cement industries. Lastly, Mr. Ford has proposed slightly reducing military production for the year by 5%, or 20 billion Euros. The revised budget for the Commerce Federation Armed Forces (CFAF) would be 230 billion Euros. The decrease would be used to cover a much needed increase in funding for the Department of Housing (DOH) to boost housing development and investment. This would likely come in the form of high-rise apartment towers in crowded cities, as well as sprawling suburbs.

One member of The Council has proposed increasing the industrial tax rate for private industries that allow emissions above the Healthy Air Guidelines Threshold. This proposal will be reviewed by the administrative session.
