Protection of Biomedical Research Category: Health Area of Effect: Research Proposed by: Tinfect Diplomatic Enclave Recognizing the vast potential of biomedical research to improve and save the lives of the citizens of Member-States, Applauding the great strides already made in the field by Member-States, Seeking to greatly expand these efforts through the expansion and facilitation of International collaboration in the field, And condemning the placement of unjust and illegitimate restrictions on life-saving biomedical research, The World Assembly hereby; Defines Biomedical Research as the fields of research investigating the causes of disease, disease prevention, treatment, and the mitigation or elimination of medical conditions including, but not limited to: Cancer, Paraplegia, and Motor Neuron Diseases, Expands the mandate of the Biomedical Innovation Organization of the World Health Authority to include: 1. Coordination of international efforts at biomedical research, 2. Development of a set of minimum scientific and ethical standards for biomedical research, to be met by Member-States, 3. Service as an advisory body for biomedical ethics organizations and biomedical ethics regulatory bodies within Member-States, 4. Maintenance of an internationally-accessible database of ongoing biomedical research within Member-States, excepting information regarding research efforts which are protected by Member-States as a matter of security, Mandates: 1. That Member-States place no restrictions on biomedical research beyond those that are necessary to ensure that research efforts meet ethical and scientific standards, 2. That Member-States rescind any and all biomedical research ethics standards and regulations that do not serve specifically to minimize or eliminate harm to life provably sentient or sapient at the time of research, and, Clarifies that the above provisions are subject to extant legislation, And reminds Member-States that any and all determinations of sapience or sentience are subject to extant World Assembly legislation and scientific procedure. |

I will be voting AGAINST this resolution. While I'm a full supporter of national sovereignty in pretty much all aspects, it feels as if the verbiage used in this particular resolution is far too loose than what can be considered acceptable freedoms in the field of biomedical research. I further do not approve of the idea of "sapience" and "sentience" being defined by a central body such as the World Assembly. Just rubs me the wrong way, and as such, this resolution is no good. | ||

Strongly, extremely Against. The proposal completely disregards the bioethics of many possible future biomedical experimentation techniques, but whose ethical implications are being completely generalized by Tinfect. The resolution mandates that "Member-States place no restrictions on biomedical research beyond those that are necessary to ensure that research efforts meet ethical and scientific standards". However, these ethical and scientific standards are not further elaborated upon, which implicates that under this rushed draft, biomedical scientists could use this general restriction to their advantage, conducting potentially horrifying experiments at the expense of ethics. Furthermore, Tinfect mandates "That Member-States rescind any and all biomedical research ethics standards and regulations that do not serve specifically to minimize or eliminate harm to life probably sentient or sapient at the time of research". As a result of this clause, a WA member nation may have biomedical research ethic standards regarding clones completely abolished - clones are completely unmentioned in any WA proposal, and nations could easily genetically engineer clones to simply not be "probably sentient or sapient", which causes a massive hole in bioethics. “Probably” can be reinterpreted in many ways, most of which do not accurately follow the intentions of this author. This imposes a massive, vague, and unnecessary rescinding of national law across all WA member nations. If the WA needs to create future laws regarding bioethics, among other health problems in WA member nations, a repeal of this proposal would be required if it passes. The proposal itself is rushed and generalized, and serves no purpose other than being blocker on any future biomedical research law. This leaves massive ethical concerns regarding biomedics unable to be legislated upon, unless this proposal was either not voted for or repealed. Edited by La Navasse, Jan 7 2018, 05:49:44 PM.

STRONGLY FOR I'm not usually in favour of deregulation, but I take an exception to things that, such as this, are objectively good (unless, of course, you're in favour of your citizens dying of preventable diseases). Removal of barriers to biomedical research, increasing the scope of said research by removing any ethics regulations that are superfluous, and, most critically, coordinating International efforts instead of having each individual nation go it alone, means cures for cancer, diabetes, et cetera, will be discovered more quickly, to the benefit of all. Moderately Against I am in favor of deregulation but this proposal goes a bit too far concerning the rights of South Carolina's citizens. Especially this part," That Member-States place no restrictions on biomedical research beyond those that are necessary to ensure that research efforts meet ethical and scientific standards." We have laws in place that protect citizens from... research against their will, in simple words. South Carolina will remain against this. |
