The World Assembly, Aware that clean, safe drinking water in many nations of the WA is progressively becoming more scarce as it is lost to pollution, the growing population, and unsustainable consumption; Acknowledging that, even now, the WA bears witness to the devastating effects of water-shortages in some nations, and that leaving this issue unaddressed would have undoubtedly grave consequences to other nations in the future; Recognizing the unchecked pollution of freshwater sources through industrial waste deposition, the leakage of millions of gallons of water daily from faulty plumbing and piping systems, and the over-consumption of water in some nations; Seeking to address the issue of freshwater shortages through the efforts and collaboration of member nations and the Joint Water Resources Management Panel; Hereby: 1. Defines for the purposes of this resolution a. "Manufacturing Industry" as a business or corporate entity that uses machines, factories, tools, and labor to convert raw materials into goods b. "Blue water" as freshwater/drinking water: surface and groundwater c. "Blue Water Footprint" as the volume of fresh water consumed and polluted by a system or nation d. "Manufacturing Blue Water Footprint" as the percentage of water consumed and polluted the manufacturing industry (for purposes including but not limited to cooling factory equipment, and waste disposal, etc.) compared to that of the entire nation 2. Encourages nations to monitor and measure (based off of estimates) their freshwater supply annually in order to determine trends in how much is being consumed, reserved or contaminated, and take any actions necessary in improving methods of holding and securing their freshwater supply 3. Urges nations to shrink manufacturing blue water footprints with appropriate local legislation limiting manufacturing and industrial companies' water usage and waste disposal in freshwater 4. Allocates funds from the Joint Water Resources Management Panel to finance efforts to aid nations with reparations and clean-up in the event of an environmental disaster threatening freshwater sources and reserves 5. Targets alarming and extreme circumstances of reckless pollution in freshwater resources by limiting nations' annual manufacturing blue water footprint to a maximum of 30% a. This limit will take effect ten years after the bill is passed by the World Assembly 6. Nations that possess an annual manufacturing blue water exceeding the limit will be fined for damages to the environment and public health by the Joint Water Resources and Management Panel. These nations will also be responsible in taking action to reduce their manufacturing blue water footprint or face more penalties 7. Further encourages nations to educate the public on the water crisis and how to decrease regular water consumption 8. Mandates nations to inspect manufacturing companies' water pipelines every ten years to find any faults with the system and prevent the loss of water as a result of water main breaks or the contamination of water from the corrosion of the piping a. Nations and their manufacturing companies are responsible for repairing or replacing their broken or faulty piping. However, the Joint Water Resources Management Panel will only finance the reparation of pipelines for nations that cannot afford the repairs themselves b. Nations without any form of water transportation infrastructure are not required to implement one, and will not be penalized for its lack thereof |
