Parliament Buildings, Tasmin City, Secure Conference Room Mappins looked around the table slowly. Present were both his Secretary and Under-Secretary of Intelligence, Joe Claind and Charles Fisher, the Minister of Health, Joseph Oneida, the Minister of Science and Technology, Ray Westlake, and Dr. Gwen Rennar, head of the Department of Scientific Affairs. "So how many nations are affected?" he asked. "It doesn't seem to be as widespread as it could be. 1 Infinite Loop seems to have pretty much contained the problem," answered Claind. "With all due respect, sir," this last was addressed to Claind, "I believe we're looking at a pandemic. Mr. President, it appears to have started in Autumnwindz, moved from there to 1 Infinite Loop, which has been devastated in certain areas, and we have reports of outbreaks in East Malaysia and Dovakhan for certain, and rumours of outbreaks in Kelssek, Dannistaan and FPS. It's being called the Neko Flu. Rapid spread, 40% mortality rate within 80-90 hours. It appears that none of the currenly used antivirals are effective against it." Fisher met Mappins eyes, and simply shook his head at the report given by the Secretary. "Thanks, Charles. Joseph, do we have the facilities and capability to handle an outbreak of this sort here?" The Minister of Health simply shook his head. "Mr. President, no nation does, certainly not in the early days of this. A mortality rate of 40%? Hard to contain? Not a chance. And if it mutates, we could be looking at something even more deadly." "Dr. Rennar, do you concur?" "I do, Mr. President." Mappins paused for a moment or so. "At this point, we're left with no choice." Ensuring that his aide was able to hear every word spoken, he added, "The borders are to be shut down immediately. Visitors who wish to leave may do so, but we will offer to extend visas if they are from the affected areas. International ships currently in port may depart should they so choose, but no new marine traffic will be permitted. All incoming international flights are cancelled effective immediately, and any citizen boarding an outgoing flight is to be cautioned. Have I forgotten anything?" "Do we have any information regarding cross-species transferance?" Dr. Rillar asked Fisher. "None to date," he answered. "I think you've covered it, sir." Rillar answered Mappins. At that, Mappins nodded for his aide to leave the room and start implementing his instructions. Mappins looked at his Minister of Science and Technology, who had been uncomfortable ever since he realized that Dr. Rillar was in attendance. "Ray, ever since you've been in office, at least until I took office, your department received almost as much funding as Defence. Care to explain what was done with the funding?" Smiling broadly, Westlake replied, "Mr. President, I don't believe you understand exactly what we have here. Let's start with the Labs themselves. You're talking a small fortune to equip one Level 4 lab, let alone three. Then there are the researchers. We have, without a doubt, most of the top geneticists, virologists and epidemiologists in the entire East Pacific! And then..." Mappins held up his hand for Westlake to stop. "Why the need for Level 4 labs? Why the need for one of them, let alone three? Just what exactly was being studied?" As Westlake began to speak, Mappins again waved him to silence. "Dr. Rennar?" "There is no doubt that the facilities are state of the art, and the staff are by far the best I've ever worked with. They're from all over the EP. But to the best of my knowledge, we've only used the level 4 compartment in one of the labs once during my tenure." "Do we have the facilities and the staff to be of any use to any of the affected nations?" Rennar thought for a couple of minutes. "There's no doubt we have the facilities...the staff are incomparable...there will be teams all over the EP working on this virus which is a good thing because it means pooling information. We would need blood samples, and I suspect some individuals will turn out to be immune, so we'll need samples from them as well. We may not find the answer. Mr. President, but we could certainly be of assistance." Mappins looked over at Westlake. "Any difficulties with that, Ray?" Westlake shook his head. Telegrams went out to all of the affected nations that afternoon. |

Office of the Khagan-Chancellor Dârsî had just heard about Dannistaan's trials of a new medicine on the news. She'd called the Director of Health and they agreed that Dovakhan should help Dannistaan with the research as they were virtual neighbours. She telexed the Prime Minister.
Office of the Territorial Superintendant of the Territorial Collectivity of Dovakhanese Marian Sea The Superintendent was biting his fingers, the election was soon and a riot was NOT going to look good on his record... Just that morning, a group of angry family members of those who had died from neko flu assembled at the gates of the administrative building. They began throwing rotton fruits and breaking into shops on the plaza. Riot Police arrived late to quell the violence, and 5 people had already been killed as a result. The Island Post was portraying him as a negligent leader and was calling for a vote of no confidence in the Territorial Assembly. |

Somewhere deep below Mount Dannistaan, Dannistaan Central Defence Command HQ 01:00 EPT, Governmental Emergency Bunkers, Briefing Room, Emergency Crisis Meeting with Prime Minister and Cabinet The emergency Cabinet meeting was a strange sight. Everyone in the bunker was wearing face masks. In a muffled voice, P'aanil started the meeting. "So gentlemen, what is the situation so far?" "Grim, and we are yet to see one positive sign of infection," said the Health Minister Stanton, "We are receiving reports of increasing anti-nekomimi attacks and people being killed simply for sneezing." "How many?" the Prime Minister asked. Stanton looked to Patrick Winslow, the Internal Minister. "Urrm...120 dead from stampeding, gunshots or sustained beatings, another 389 injured in relation to said incidents. The numbers are rising slowly. And all those dead and injured test negative for the virus. It is all simply people overreacting, and it is not helped by the big panic caused by misinformation being spread." "I see," F'orrlason-Smith said, "Anything else?" "That is all for now sir." F'orrlason-Smith turns to Stanton again. "How's the research on the virus going?" "Going surprisingly well. Although we are no closer to a vaccine, we can confirm the antiviral drug 'VirGon' does have a significant effect, thanks to test with Section 9." "Oh God...Hal'vo hav'nar!" said F'orrlason-Smith, "No doubt involving unorthodox and unethical methods." "No idea sir, but it is most likely." "Well, as long as they are doing something good for a change...what is the catch?" "The tests show that it requires 50cc's of the drug to have any significant effect. At which point it starts to become lethal. A 50/50 chance that although the virus could be killed off, so could the patient." "I see..." "But we do have a large stock of the drug needed and we are still making more because of the DMF problem." A secretary walks into the briefing room. "We have received a telex message from Khagan-Chancellor of Dovakhan," she said, holding out a piece of paper. "Telex? Haven't used that since I was a boy of knee high!" said F'orrlason-Smith in a surprised tone, "I thought we don't use them any more?" "Correction, we still have a few telex machines in the Foreign Ministry," said Tr'valis No'oonsoko flatly. "And in the Defence Ministry, we use them, albeit with encryption to send messages to the front line," said U'nid Mak'ossui. "Hmm...that is a revelation to me...I thought we got rid of those machines. Oh well," F'orrlason-Smith read the message out aloud to the other cabinet ministers.
"So what do you think gentlemen? A good idea?" the Prime Minister asked. "Sounds fine to me," says No'oonsoko. Winslow simply nodded. "But anyone coming into this country is now subject to a 3 day quarantine at least," said Stanton, "We can't risk allowing anyone else in right now. How about we send our scientists out to Dovakhan?" "Fine by me," said No'oonsoko. The others agreed. "OK then, it is settled. We send the scientists up to Dovakhan. They seem to be having more luck in the vaccine side of the solution. The antiviral will be a stopgap until then. Stanton, can you send a large batch of 'VirGon' with the scientists?" "Will do. I'll send them the data we have so far as well," Stanton replied. "OK then. Meeting adjourned." As the other ministers left, the Prime Minister started scribbling a quick reply and instructed the secretary to send it back via telex to Dovakhan.

Day 8 Evening, The Raider landed and the Cylon techs began to assemble the secure transmitter, two more brought in the House server, as they walked in through the Door with the cart, Hikaru, Garabaldi, and Etna (Nei's small "toy" cylon" ) watched, they carried the server to the main Hub, which the dining room had been converted into and began to assemble it, as The Cylon commander entered, his armour was blood red, "greetings from the Cylon collective, I am Fistandantalus," Hikaru looks him over, "I greet you comrade Fistandantalus, I am Hikaru Motenai, and this is my , , Aide de camp, Garabaldi, I thank you for your assistance in this time of plight" Fis nods and continues, "The Telnet server hub will be completed in 1.568 hours we will leave as soon as it is completed, and you and your party will be transported to the Battlestar Pacifica, is this agreeable?" The cooler with the vials of blood, taken from the man who died in Kirkenes, was loaded onto the helicopter. It would head for Silver Ridge International and from there, to Kangarawa. --- Malpens Hospital Kirkenes --- They had a second case on their hands. The scary thing about it was that it had, uncontestably, spread within the hospital. The victim was the doctor who had treated the man who died. "Fever's come down a bit, Doctor. 38.3 now," said the nurse. This time there was absolutely nothing left to chance. They'd checked the ventilation, carefully isolated the rooms, all the doctors and nurses had cumbersome but necessary masks - not just surgical ones, but the business kind, manufactured to tolerances of one nanometer. Air molecules could go in, viruses could not, but they were also suffocatingly uncomfortable. "Keep him on Paracentamol, and keep the fluid draining." In the absence of any effective drug which could directly treat the disease, the doctors approached things symptomatically, keeping the fever down and draining fluid from the lungs - the two mechanisms they knew the virus killed by, which would hopefully prevent his death. Adding to their problems, a sizable number of medical personnel were on quarantine orders because of their exposure to the Loop man, and this drastically increased the workload on everyone else. |

Thank you," said the rather disjointed voice of the automated announcment system as a group of 10 people started running towards gate 25, all of them were carrying luggage of all sorts, including the drug "VirGon" in different forms and several large reams of printed paper. "Hurry! We cannot waste any more time," said the person at the front of the group. The group ran faster towards gate 25. When the scientists got there and looked outside, they could see some of the draconian measures in effect. Several men with rifles and machine guns were patrolling in and out the airport. All were wearing biohazzard protection suits. Some were already shooting birds that dared to fly into their range. The Phoenix Air plane itself was being hosed down by several litres of disinfectant, just in case. And all the runoff coming off the plane was collected up, every last drop, to prevent any contamination. Even the scientists themselves wore facemasks and gloves. "Our plane," said the lead scientist in the group, "Let us get aboard. May Hal'vo guide us!" |

Tasmin International Airport "I thought the orders were that no international flights were to be allowed to land." "This one from Kelssek has clearance for a touchdown and refueling if necessary. No disembarking will be needed. Our guys are simply picking up a package of some medical supplies, and will be meeting the chopper as it comes in. ETA is 14:30, about two and half hours from now. As soon as we sight them on radar, we're to notify both the ground crew and the medical team." "Medical team? Now that is a new one. No problem. Coffee?" "Only if you're buying!" ....................................................................................................................... The Parliament Buildings, First Floor, Presidential Offices Mappins was comfortably seated at his desk reviewing the daily logs when his aide knocked, and handed him the telegram.
Mappins read it through, then told his aide to contact the Daanistrian Government on his behalf and request samples of the antiviral agent. He also requested that a copy of the telegram be given to Dr. Rillar, and that she be told of his request. |

Malev International - Hangar Bay 13053 Malev International was a city unto itself. The massive, spired shape of the spaceport loomed over miles of standard runways and scattered terminals. Since it served as the main airport for a nation of billions, and as the main hub for hundreds of billions, literally any sort of person could be found there. Many were military - the Navy's landyard there was one of the only planet-based facilities that could handle landing orbital superdreadnaughts. Others were less open about it. A small shuttle landed in this fairly unpresupposing spaceport bay, between the terminals of a Menelmacari freight carrier and a tech-jumped Hungarian airline. Alice Du-Zith stepped out of the shuttle doors, a sickly tone in her frail elven features, and into the arms of a medical team from Honist BioGen. A tube ambulance had been prepared to transport her to a secure, isolated facility below for examination. Unfortunately, at a critical point several hours later, one of the staff neglected to wash their hands after a sneeze. |

"Well, sir, apparently putting the EERP into effect so early was a good idea. Though the virus gotten outside of several quarentine zones, we have been able to keep it limited to a small portion of the country." "How small?" Chris sighed. "About 7% of the populace is living in a quarentine zone at this time, sir, and about 40,000 people have begun showing symptoms of the disease." Matt shook his head. "Well, I guess we're better off then some." He took a breath. "I heard you increased the holding time for those wishing to enter or leave the country, as well as those hoping to leave quarentine zones, to four days?" "Yes, sir. Our 24 hour limit worked only out of pure luck...when it worked. Several breaches occured as a result of people we classified as healthy falling sick after we released them. Besides that snafu, however, we have sucesfully implemented EERP." "Sounds good. How about a cure?" "Not anytime soon, Mr. President." Charlie stated, siting forward. "We've doneeverything we can with every peice of Looplite, Cylon, and Codexian technology we have...and thats the most advanced technology we have. And we've got nothing." "What about other nations?" Boris shrugged. "Getting the same reports from everyone affected. They all say their doing their best to work on a cure and would be willing to work with others, and they're all enacting quarentines of varying intensity." "All willing to work together, eh?" Matt smiled. "How many are?" "I think four nations are working together...in groups of two." "Great." Matt shook his head. "I tell ya, if we could all just work together on something...for the time being, have the Federal Bureau of Health keep a link on its webpage leading to a complete database of the research we've done so far, accesable to anyone who wants in. And make sure they keep it updated. Perhaps another nation will be able to use the info." Charlie nodded. "Will do." |

Stanton looked over the message he received from Kangarawa. He signalled for his secretary. "Ms. Henderson, please inform the Kangarawa Government that we will send out the sample of 'VirGon' to them for them to experiment with. Also give them the details of how to manufacture it themselves, just in case." "Yes Mr. Stanton," the secretary said as she moved off. The phone then rang. The secretary answered and then indicated to Stanton that there was a caller for him on line 4. Stanton picks the handset. "Hello?" "Sir, we have a problem...big problem. The town of Hal'vo Hill, near the airport in North Dannistaan has reported 10 positive cases of Nekomimi Flu. All within the same family," said a junior minister. "You're joking?" "Afraid not sir. We've notified the authorites and sealed off the entire town, as well as increased personnel numbers on check points on all major roads out of the area. We are also increasing the quarantine time to 1 week instead of 4 days." "Very well, that will do. Any other news?" "Well, although we only have 10 confirmed cases, people are acting like they've seen half the population infected. Hal'vo Hill residents and people living in the nearby villages are now fleeing. More are dying from the panic caused by this virus than the virus itself!" the junior minister seemed to panic himself for a few seconds before regaining his composure, "Ahem...anyway, the numbers now say 225 dead from stampeding, rioting and panic related violence, another 1254 injured from said incidents. No other cases of Neko Flu right now." "OK, thanks for the update." Stanton put the phone down and sighed. |

We can now study it properly and that will help to reduce the deaths." The grim numbers were scrawled on the whiteboard, however. "KELSSEK 3 dead 11 infected EP TOTAL 150+ dead ? infected" "Oh, and do we want that antiviral from... Daanstaan... Dovakhan... I keep mixing the two up?" asked one doctor. "It's worth studying, at least, but I'm personally not keen on giving people something that has a 50% chance of killing them. It's very traumatic for patients' families, to be hoping for a cure and then being told the patient died..." said the director. "It's not my call, though, is it? I'm not the Health Minister. So just tell him to import samples for us to look at. He can decide if doctors will use it or not." |

Muirwood Central Police Station 09:30 EPT, Central District, Muirwood Town "Yes?" asked Jaf'ario, one of the police officers on duty at the reception, as he walked to the desk from the back office. He could see through the door someone standing at the reception counter, clutching something to his head. "I need some help officer, I've been assaulted!" said the male nekomimi in front of him. He was nursing a cut to his head and was clearly distressed. Jaf'ario was somewhat suprised at the amount of blood. "OK...I'll have to get your wound treated first, please sit down on the bench behind you." The male nekomimi sat down and two other officers appeared to treat his wounds. They were wearing masks and gloves just in case. Jaf'ario used the priority line to emergency services call centre and asked for an ambulance. "Geez," he thought to himself, "Not another assault! This can't go on!" Prime Minister F'orrlason-Smith held up a familar looking, white coloured, palm sized device. "Urrmm...is that one of those...what-do-you-call-it??...ipods?" answered Yan'id Ol'lu, the Economy and Trade Minister. "Correct! My daughter bought it for me this Christmas, and a very nice gift it is too! It has brought me a lot of listening pleasure. I can now indulge in my love of old '80s rock!" the Prime Minister said in a slightly self-depreciative tone. This elicitated some laughter from the cabinet. "However! There is something I listened to recently that did not make me smile..." F'orrlason-Smith hooks up the MP3 player to the briefing room's speaker system. Then the familiar time beeps and intro music of the KBC World Service fill the room. F'orrlason-Smith then fast forwarded the broadcast to the middle of the news bulletin. "Paranoia in the wake of the Nekomimi flu outbreak has killed over 220 people in Dannistaan. About 1200 were also injured in a series of stampedes, riots and other panic related violence. This also includes racist attack on nekomimi. Dannistaan has so far recorded 10 confirmed cases of Nekomimi Flu with no deaths reported so far. Officials blame widespread misinformation and ignorance for the incidents..." said the newscaster. At this point the PM clicked off his ipod and turned back to the cabinet. "You hear that?! The violence has gotten so bad it got mentioned on international media. I doubt this will be helpful to our international image and to relations with 1 Infinite Loop(!). Within a few minutes, the small Bombardier had landed and was taxiing towards the tower and the cargo bays. "Haven't seen one of those in a while. Seats what, about 20? Actually it's nice to see anything flying at ... What the? Dave, get over here. Take a look at this!" As the plane taxied to a stop, seven figures suited in biohazard gear emerged from one of the cargo bays, their bright orange suits glaring in the lights. "Medical equipment, my foot! Ah Profer, what's going on here?" As the two controllers watched, two of the figures wheeled one of the small flights of stairs up to the passenger door of the plane which had, by then, opened. What looked like a rectangular box, covered in reflective biohazard warnings was passed out to the figure who had climbed the stairs. A few words seemed to be exchanged, and the figure climbed down again. The stairs were pulled back a couple of metres, and the door closed. Four of the figures began hosing down the plane, the stairs, the rectangular container and the figure who had carried the container. One by one, each of the remaining figures was sprayed. The stairs were then moved back into the cargo bay, and the remaining figures, two carrying the container, followed. The Bombardier started taxiing towards runway 29. Any guess on ETA?...I see...What's going on, sir?...got it...I'll tell him, sir." Dave carefully placed the receiver back in its cradle. "Seems we're going to have a busy night. My parents were from Dovakhan actually, but anyway, that's enough of the small talk." The doctor writes something down on his notepad before continuing. "I'm sorry to hear the vaccine failed. However I expected that as looking through your data it would seem that the virus doesn't adapt well to vaccine. We may have to try a slightly different approach. But I will mention it later. As for the drug, 'VirGon', it actually works on a two pronged approach. It is true we based it on Oseltamivir, it does have a second approach. The endemic disease, Dannistrian Madness Fever, which is native to our island, is caused by a virus that mutates every year. Although Oseltamivir does help somewhat, it was felt a different approach had to be taken. 'VirGon' was designed to use a oseltamivir element in it's initial attack on the virus. If the oseltamivir fails, the dug compound uses a brute force method to attack the virus by, for lack of a better word, poisoning the virus cells. This is why 'VirGon' is rather dangerous in large doses. The poisoning effect is indiscriminant and can affect healthy cells, leading to internal bleeding, amongst other things. Hopefully we will be able to refine the drug's attack method to make it more able to treat people without harming them. Do you have any further notes and data we can look at?" |

Terry dealt with the transport, leaving Dave to look after the two F-16C's. This time, they'd all need refueling. As with the Bombardier from Kelssek, the C-130A taxied towards the tower and cargo bays before coming to a stop. Terry felt as though he was watching a replay with a few minor variations. This time the stairs were motorized, there were no biohazard stickers on the box, and the hosing down didn't start until all three planes had been refueled. The bright orange biohazard suits still left him squinting as a result of the glare. Terry placed the requisite call to Security. "The package has been delivered, sir...no...three of them, two F-16C's and an old C-130A...understood, sir." Neither he nor Dave spoke. They had simply vectored the planes out, and then continued to avoid meeting each other's eyes. |

I suppose making it more targetted to an actual DNA source would make the antiviral more effective, however we deliberately chose this method of poisoning so that it can recognise the virus despite any mutations and thus keep changes to the antiviral to a minimum. Anyway, shall we go into the labs proper and look at the data you gathered so far and start experimenting with the samples of antiviral we brought?" |

The flight of three aircraft caused some grumbles with the air traffic controllers who didn't need a complication like that getting in the way of regular traffic. At least it wasn't peak time - but thanks to some storm delays, they were in still in the thick of airline traffic when they arrived. "...hold as published and expect further at two five, Pigeon two alpha" "Homing Pigeon two bravo, cleared to the Brandon VOR to hold as published, maintain one two thousand, expect further clearance at two eight, you are number five in sequence." "Hold as published at Brandon, twelve thousand feet, and further at two eight, Pigeon two bravo." "Homing Pigeon two, turn right heading two niner zero, cleared ILS runway three one approach, contact Clayquot Tower one one eight decimal three, happy landings." "Two niner zero on the heading, cleared ILS three one, Tower on one eight point three, Homing Pigeon two. Good day." A flick of the switch, and they were on tower frequency. "Clayquot Tower, Homing Pigeon two established ILS three one approach." "Homing Pigeon two, winds two niner five at seven knots, continue approach, number two behind the A320 on short final." "Continue approach, number two and have the A320 in sight, Pigeon two." As the Western Kelssek Airlines plane vacated the runway, landing clearance was given. It touched down, followed shortly by the F-16 escorts, and taxiied to the cargo ramp. The rampers were surprised that such a small cargo needed such a huge plane as the loaded it into a van, which went quickly to the Centre for Human and Animal Health, where the National Microbiology Labs staff were waiting to get their hands on this intriguing antiviral. |

Ministry of Health, Tasmin City "Dr. Rennar?" Knocking impatiently, Rennar's secretary waited for a response. "Er...Sorry...come on in, Mike. My mind's on a million other things right now." Rennar smiled from behind her desk, which looked as though an entire library was perched on one corner, a ream or two of paper on another, and the stack in front of her had been hit by a tornado. Shaking his head, her secretary responded, "The two packages were delivered to the airport, and are enroute to the containment lab just outside the outskirts of the city, near the docks. With the traffic, they figure it will take them an hour or so to get there." Looking at her watch, Gwen shook her head, saying, "OK, tell them I'll meet them there, and to bring the packages in through the tunnel access. I'll need to leave in about 20 minutes or so. Do me a favour? Make sure I'm out of here on time?" Laughing, her secretary left the office, closing the door quietly behind him. Alright, the Vir-gon had to be based on something...my bet is one of the current antivirals for influenza...they have the fewest side effects...so we've got amantadine and rimantadine in the same family, and zanamivir and oseltamivir in the other. They could be working with some of the HIV or Herpes drugs like acyclovir, ribaviran or famiciclovir, but the CNS and gastrointestinal problems might be worse than the cure. Anything else has almost a chemotherapy-like effect, doing far more damage than good...culture the blood...test...compare the results...check the... "Dr. Rennar, time to leave." Gwen quickly packed up the notes she'd been making as she was thinking, grabbed her coat and headed for her car. |
