After being properly recognized, the FPS Representative stood. "I'd like to bring to the attention of this assembly the current circumstances in regard to East Malyasia." As he spoke, his aide put a folder containing documents, intelligence reports, and satilite pictures on the desks of each of the respective representatives. "As I'm sure you are all aware by this point, East Malyasia has entered into a conflict with West Malyasia." "Although I cannot conclusively state that EM was not the agressor, the evidence my government has collected seems to indicate such. Thereby, as per East Pacific Charter, I ask that the EPTO declare an emergency meeting, table all current dicussions, and being discussing the current circumstances." He took a breath. "Regardless of EPTO decision, FPS will support EM. However, I do believe this alliance should come to the aide of it's ally. For if we are not here to support our allies in engagements for which they have no fault, then what are we here for?" "I yield to the chair." |

The Secretary General had entered just moments after the FPS representative had begun his announcement. "Right," he said, after the FPS representative had finished. "This emergency meeting is hereby called to order. Members have the floor." With that, he took his seat, and looked at the information pages, in the folder provided by the aide from FPS. |

Intelligence reports gathered in Kangarawa had been sketchy at best. Hayes took the time to follow the Secretary General's lead and catch up on the intel provided by the FPS aide as he had entered the chambers. |

OOC: Folder should be filled with satilite photos showing: 1. EM Fleet (in system) since the half-destroyed fleet returned. 2. EM Defensive Forces Going to Full Alert 3. Slight Panic of EM Citizens 4. Arrival of Kandarinese fleet 5. Arrival of WM Fleet Intelligence reports should concentrate on analyzation of the photos using some information leaked to the FPIA by EM Contacts, along with some guesses on the cause. |

The Gnidrahn opened up his laptop and took out his document scanner, to scan the files in the intelligence report provided by FPS. He then uploaded the files to a secure server, used by a few top-priority departments of the Gnidrahn government. Upon doing so, he sent an e-mail, regarding the files, to the Departments of Defense and Intelligence. Hopefully, within a matter of minutes, he would know Gnidrah's stance on the situation, as well as how Gnidrah might be able to help East Malaysia. |

Hmmm.. "The AutumnWindz representative strolls in, looking rather lost. He notes that his nation is weakly versed in matters of war and conflict, but has a compassionate population willing to defend allies in whichever way best possible.." btw, I'm actually very inactive on these forums (as most people have noticed :P). I'll check the forums rarely, if I manage to get the time, but if you send me an ingame telegram with a request of something, I can reply within [some time]. Cheers.

The Secretary General looked at the East Malaysian representative. "Gnidrah is prepared to offer financial aid, as well as provide food and other supplies to your nation and its people." He continued, "Furthermore, in the unfortunate event of a possible evacuation, Gnidrah is also prepared to serve as a sanctuary for your country's people. However, I'm afraid militarily, we would not be of much service, as we have not quite developed the required space technologies, as of yet." |

The Secretary General had a look of concern on his face, as the East Malaysian broke the news of the EM fleet attacking the West Malaysian fleet. "Then members of the council," he directed, "I ask that these proceedings continue swiftly, as to come to a conclusion as soon as possible." |

"Then, if your nation is or is not prepared to assist East Malaysia, then let their representative here know. But in the meantime, we need to be deciding on what actions, if any, this organization is going to perform." |

Hayes spoke quietly to the East Malaysian representative. "I have been authorized to offer both financial and humanitarian aid, along with santuary to as many East Malaysian citizens as necessary. Militarily, we are unfortunately in the same position as the nation of Gnidrah in that we do not have the space technology of your nation. In every other way, however, I have been authorized to offer whatever best meets your needs." Addressing the rest of the Assembly, Hayes asked, "How many EPTO members have the technology necessary to aid the East Malaysian fleet? I'm afraid that the only one I can think of is the Xiopothans, and with EM pulling out of the CC, would Xiopothos still be willing to come to its aid?" |

The FPS Representative again stood (after being recognized), and spoke. "Fellow representatives, I do realize that your respective nations do not have space technology. And whilst my government would put forth that that fact does not prohibit you from assisting East Malyasia militarily, I do understand that it does make you hesitant to do so, as it will leave you in a battle against a nation with much higher technology." "However, I am not asking that your respective nations become militarily involved. Well, no, I am. But, if you are unwilling, then at the very least, send what aide you can. The EAF, if you'll check the database, has over 10,000 military personell in it's military space force, serving on numerous East Malyasian ships. Let us at least dispatch these vessels, with our crews, no matter their home nations, to assist East Malyasia. It may not be much, but...it could make a difference." |

The Secretary General spoke up. "I simply stated that the Government of Gnidrah cannot support East Malaysia, militarily. I said nothing of our troops being utilized by the EPTO EAF. That is to say, I was under the impression that the troops, equipment, and funds allocated by each member nation to the EAF were to be used at the discretion of the EAF, and ultimately this assembly." He took a sip of his water, and set the glass back down on the podium. "In such an event," he continued, "the EAF, to include the contributions made by member nations, can act separately -- in this case, offering military assistance -- from the militaries of the said nations, regardless of whether or not those nations have offered military aide." He looked to the FPS representative, hoping the man understood. |

After making a brief call, Hayes received recognition from the Secretary General, and again rose to his feet. "We would certainly support dispatching the vessels to which the representative from FPS was referring. And on a note of personal priviledge, you will notice that while speaking to the representative of East Malaysia I said that, like the nation of Gnidrah, we did not have the space technology of East Malaysia. I then added, by order of my President, that in every other way, however, I had been authorized to offer whatever best met their needs. Implicit in that offer was military aid as I think the representative frrom East Malaysia understood." |

Again receiving permission to speak from the Secretary General, Hayes rose once again. "My apologies, Mr. Kurtz, fellow representatives. I had indeed forgotten the state of affairs between The Kandarin Federation and Xiopothos. Mr. Kurtz raises a very valid point. Mr. Kurtz, perhaps you can help us here. The intel reports, photographs and analaysis that we have received through the hard work of the Free Pacific States indicated that the Kandarinese fleet had been deployed, but that there is also a third fleet flanking the West Malaysians. Are you able to identify that fleet for us? " Hayes returned to his seat. |

The Pax spy sat in the back in his metal folding chair as always. The personell had offered him a seat in a corner booth, with a little flag and everything, but her preffered to keep it this way. It was just one of those things in Pax culture that stuck from the old days. He sat taking notes, pondering over the thoughts that must have een racing through Tlants head. The Pax had finally ended the bug wars, and although 50% of the empire was destroyed, the bugs only hit one major non-mining planet. Mining planets could always be re-established, but the manpower was of course down. Would Tlant go for the East Pacific's goodwill, and throw the mighty Pax armada at the opposing fleets, while trying to take a few more planets into the Packilvanian Empire again, OR would he try to tae advantage of deployed militaries in the EP, and once again launch the unifying crusades... Time would tell... He sat with his green penn taking notes. |

The Secretary General rose. "Members," he began, "I realize that this type of decision takes time and serious consideration. I understand that; I really do. But there is an urgence here that must be met within a limited amount of time. We must make a decision and act swiftly." He scanned the room with attentive eyes. "That being said," he continued, "as a representative of a member nation to this great alliance, might I suggest the EPTO offer humanitarian aid, led by the Humanitarian Wing, under the guidance and direction of Kangarawa. In addition, I believe the EAF should activate, offering military assistance as needed. Fellow members," he concluded, "you have the floor." |

The Secretary General looked at the current vote, nodded affirmingly, and rose to the podium. "Members," he announced, "with four 'aye' votes, one 'nay' vote, and six 'abstains,' I hereby close this vote. Consequently, the vote has passed; the proposed action/response is approved." He looked at the representatives around the room, and continued, "I've got a few calls to make. Meanwhile, take this time to discuss details of the EPTO response, and notify your respective nations." He collected his documents and electronics, and stepped out of the conference room, into his office, to notify the EAF and Humanitarian Wing of the decision. [OOC]That last part is assuming the said parties were not present in the assembly of representatives.[/OOC] |

Hayes made a brief call, and once finished the quiet conversation, pulled out his laptop. "Fellow Representatives, I think that I have something here we all should see. Apparently two of our satellites caught shots of the West Malaysian fleet firing, not at the East Malaysian fleet, but at East Malaysia proper. Knowing the situation, the shots were processed immediately." He turned his laptop around so that the other representatives could see what was coming into focus on the screen. "The shots are currently being downloaded. Apparently the first shows an explosion over one of EM's cities. The second shows a dark spot where the exlosion took place, while the third looks has if nothing at all as occurred." He paused, and allowed everyone time to have a good look at each of the sat shots. "Our analysts believe that the the first explosion breached the city shield, that the second actually shows the breach, and that the third indicates that EM must have some way of repairing the breaches, if small enough, quickly. Whether this is by means of backup generators or something permanent we have no way of knowing." Seeing that the representative from East Malaysia had momentarily left the room, Hayes continued, after first turning his laptop around so that he could dictate into the microphone which activated the voice recognition software. In this way he could keep track of what was said while the Secretary General was out of the room. "I believe this means that we must also send at least two corps of engineers to help with the damage done by any further breaches. We currently have one Army corp available for deployment. It would be of great help if another nation also had a corp available." Hayes looked searchingly around the room. Seeing no immediate response, he continued. "I would like to propose the following items. We will confirm immediate needs with the EM representative when he returns to the room. We will be sending medical teams from as many nations as are willing to participate in this endeavour. Quite frankly the more, the merrier, provided they have been screened for the Neko flu. We will be sending two corps of engineers to help with structural damage. Offers of financial aid have already been made, and I am certain more will be appreciated, although those offers will be made use of more after the fact than right now, in the midst of battle. EM is currently cut off from its trading partners, so foodstuffs will be a necessity. Anyone trying to fly over EM right now has an obvious death wish, so my next suggestion is that, with the permission of FPS, FPS become the storage and distribution spot for all supplies and personnel. Any nation unable to fly directly to FPS may fly to Kangarawa, and we will see to it that the supplies are transported to FPS from there. I have already checked with the EM representative and there are passageways through the shields into the cities. All of this obviously, rests on the permission of the government of FPS. And please, if anyone can spot holes in anything I've suggested, put them forward. We need this to be a group effort, and must reach a speedy concensus." With that, Hayes sat down, ready to start taking notes on his laptop. |
