The Emir of Jericho and Nablus was constantly facing problems due to the excessive population of his realm. While producing food and finding housing for the people was not terribly difficult, consistent occupation for the masses was becoming increasingly difficult. What to do?... The Emir met with the elders of both cities to discuss a solution. The elders were more stumped by the problem than the Emir:

"We cannot force the people to give up child bearing, it is a woman's highest honor to bring children into this world."
"But the numbers are too great. Shouldn't we at least resrict the number of children the women bear."
"Then we'll face a problem like others have: too many men. We all know that every father hopes for a son to carry on the family name. It is tradition, the very root of our culture. If we restrict the number of children, parents will seek to have more sons, resulting in a crippling gender inbalance."

Then the Emir spoke up:

"There are uninhabited territories to our east. We should move some of our population there."
"An excellent solution, your excellency. But what if our neighbors object to our territorial expansion?"
"The reasons are clear: overpopulation. Thus they cannot object on any moral grounds. We are not acting aggressively towards our neighbors, only relieving population strains."

Thus it was resolved to expand to the east. Of the 30 elders (each the head of his clan), the Emir selected 8 to take their extended families to the new territories. A token force of 5000 infantry accompanied the colonists, fending off any rough bandits and ensuring no outside (or inside) force attempted to thwart the Emir's authority. The colonial families settled around a lake they dubbed Lake Suleiman and laid out the site for their new city, Tulkarm. The infantry units set up their garrison on the west side of the city, establishing an element of the Emir's control over this land.

Greetings governing body of JaN. The Pax wishes to know why you are claiming plots along ou border, plots rightfully in our sphere of influence. while you have been ranked as a class 3 nation and thereby are no threat to the mighty empire, we wish to know why our border is growing...

The Emir received the letter from the Pax. Reading it, he was puzzled by their "sphere of influence" impression. Apparently they believed any plot bordering theirs was somehow subject to them. The Emir thus composed his reply:

To the officer charged with foreign relations for Packilvania:

Greetings.  I received your message dated 14March and, having read it fully, herein respond to your query.

The population of the two cities of Jericho and Nablus has of late grown to levels which are beginning to strain our natural resources.  Thus my government has rightfully decided to expand into new territories.  As you will note from the official map of our region, the options before us were either to the northwest or to the east.  This eastward direction provided the greater potential for later expansion, and also was determined to have a greater natural resource base around which we might construct the colony.

While most of my populace find the precepts of the Hive disagreeable, I myself believe that while JaN ought not join the Hive peaceful relations with those nations which have joined is both harmless and beneficial.  I hope that we will be able to further develop a strong international friendship as neighbors on this continent.
