The police have apologised to a gardener employed by the Liang administration, for falsely arresting him outside at the fromt gates of the Presidential Office Building on suspicion of intrusion. According to a police report, two police officers apprehended 33 year old Terry Teng after they have seen him attempt to climb over the gates of the Presidential residency. Mr Teng was ordered to put down his trowel by authorities. He complied and was taken to the police station at around 1200 this afternoon. Mr Teng's manager, Roy Mak, was reportedly suprised by the sudden disappearance of Teng and phoned the police to file a report for a missing person. When informed that a Mr Terry Teng is being detained at Pyongjing Central Police Station, Mak drove to the station for an explanation for his arrest. Teng had explained to police that he is an employee of the government and simply working his usual shift. Mr Teng had denied any attempts to climb any gates to gain access to the POB but was merely cleaning the gates. Mak corroborated Teng's claim by producing past payslips containing Mr Teng's details such as social security number and address. After 5 hours of careful deliberation by the Chief Constable, Mr Teng was released without charge, followed by a personal apology from the Chief Constable and was allowed to work without incident. Mr Teng said of incident: "I hope they don't do that again! I would be the last person to intrude the POB." |

The selling of all public parks should be sold to private companies for the construction of housings is the view advocated by the highly controversial and outspoken Conservative MLA Darrell Ai Sha. In his personal blog, Mr Ai has slammed the Liang administration for taking a moderate, centrist view on the hot button issue of population in Bai Lung. The Dong Men politician has instead called for the selling of all 15,0000+ public parks on top of the 20 major parks up for sale.
His comments have been widely condemned by environmentalists as irresponsible for the public and the environment. Roy Stan Lee, the spokesperson for Save Our Beautiful Lands, has called for the Dong Men politician to be censured for his remarks. Outspoken Conservative MLA Darrell Ai Sha has been criticised by the political left after he was seen insulting a Head Teacher of a high school. Mr Ai was visiting King Wang VIII High School in Northern Dong Men as part of a rountine visit to meet constituents. Head Teacher Harold Hom began a debate with Mr Ai on how the Liang government can do to improve education standards. Mr Ai bluntly responded that it is not the government's job to provide funding for public schools. He went to say that Mr Hong should be a Head Teacher of a private school rather than that of a state run school. Mr Hong complained that the Conservative controlled Dong Men council has refused to increase funding for all schools to which Mr Ai called Mr Hong a 'Communnist agent provocateur' who dislikes free enterprise. Mr Hong protested to that insult, counteracting the claims of being a communist by pointing out that he voted conservative. Mr Ai responded by telling Mr Hong's vote does not reflect his 'Communist school of thought'. He then referred to Mr Hong as a 'leech' and a 'red parasite' before leaving the school abruptly. The entire incident was captured on tape with an unknown user posting the entire footage of the argument between him and Hong. Members of the Labour Party have called on Mr Ai to apologise for his misconduct towards a constituent.

The public sang songs and held dragon dances in honor of Chen, who died 7 years ago at the age of 87 as a result of kidney failure. Chen leaves a very controversial legacy which has left 60-100 million people dead at the hands of the oppressive 44 year regime. Others, however, have claimed that Chen did more to save the country than he did to destroy it. They have cited his willingness to offer free food rations for every citizens. Members of the Assembly of Bai Lung are attempting to ban all tributes to Chen but have been struck down by the High Court repeatedly. Marchers waved placards like the popular slogan 'Put Im in the oven' in contempt of former President Richard Im. |

A retired accountant has been arrested for throwing water bombs from his Wang Jiao flat. The man, surnamed Chen, 62, used to work as an accountant for Wang Shi Enterprise, Bai Lung's 5th largest conglomerate. He was arrested yesterday for throwing water balloons on 3 instances from Li Li Building in Dong Cai Street while police officers were investigating a noise complaint. Police had earlier received complaints of objects being thrown from a flat in Li Li. The incidents took place between 12pm and 8pm when streets hawkers take their break or closing their stalls. Chen allegedly threw several boiling water bombs on three occasions, according to Deputy Constable Terence Cho for the Greater Pyongjing Area. Cho said officers had been sent to the premises to closely inspect the area for the suspects. At 8.00pm on Wednesday, a red water balloon was thrown from a window. 2 people were treated for burns. At 11am yesterday, police confronted Chen as he was about to leave his flat. Officers found a kettle, oven mitts and uninflated balloons at his home. Bao repeatedly resisted arrest but later admitting to police that he was the culprit after a brief scuffle between him and 5 officers broke out. Officers believe Chen may have lodged complaints about the noise coming from the hawkers downstairs. There is no proof as of yet that Chen was harboring any hatred towards the hawkers. Some also suggest that Mr Chen is suffering from bipolar disorder and schizophrenia. Checks will be made to determine whether he is suffering from mental illness, although medical records did not mention any mental disorders, according to police. Sources said Bao lived in the flat with his wife and daughter for around 30 years but the couple divorced 5 years ago. He has lived alone since then. He retired from his BL$65,000 a year job last year. |

Jang Kiping has won the 2013 Port Yang Octopus Eating Competition. It is the 6th competition overall since it was held in 2008. Mr Jang, a 55 year old engineer from Port Yang, has beaten 2,500 other participants in chomping down 10 alive octopuses in the fastest time possible. He achieved this goal in 9:55. The current record for eating raw octopus in the fast time is 4:56 and was achieved by 'Spikes' Cheng of Nanshui. Despite minor protests from animal rights groups who are concerned with the welfare of the octopuses, the competition was held without disrputions and Mr Jang collected his BL$10,000 cheque. |

Opposition Labour leader Li An Ying will introduce a bill that would require major supermarkets to levy a 5 cent charge on all plastic bags. The bill, titled the Bai Lung Plastic Bags and Sustainability Act 2013 would encourage shoppers to recycle their shopping bags by re-using them for future use. Every year, 25 billion bags have been used by the entire populus but only a small portion of these bags have actually been recycled. Most of the bags have surfaced in landfill sites. The act would dramatically reduce the number of discarded plastic bags by around 33% and would raise BL$1.25 billion in revenue if each of the 25 billion bags were levied by this tax. Despite the bill having a wide range of support from the Democratic Party, the Marxist and Green Parties, it is strongly opposed by the Conservative Party. Prime Minister Lin has lambasted the plan, saying that it would hit the poor and middle class the hardest as it would require them to spend more due to the levy. Lin has also expressed his opposition to new taxes and it would result in more spending. A Conservative councillor has abruptly walked out on his constituents after one of them challenged him on climate change and the plastic bag charge. Yang Gaoing, who represents the Hyunkim district, has held a town hall meeting as part of his weekly surgery. The surgery began normally with constituents debating local issues. However, Jess Ing, asked Mr Yang if climate change was man made or a natural occurance. Mr Yang replied the latter, dismissing any claims of man made global warming. Mr Ing further challenged the councillor that the 5 cent plastic charge would be beneficial to the country as less CO2 would be emitted into the air just to produce the bags. Mr Yang angrily denounced Mr Ing as a 'communist plotter' and that he would not take further queries from constituents. He immediately left the town hall without indicating that he would hold another surgery next week. One constituent said of the incident: "He [Yang Gaoing] was plain rude to us all...he was simply imtolerant to those with a different point of view and walked out when he was challenged." The mayor of Hyunkim, Ronny Ding, did not comment on the issue. |

Based on a sample of 15,000 men, aged 18 to 65, 33% had thought that their lives is not worth living for. Of the 33% who felt suicidal, 86% expressed a desire to hang themselves followed by 10% who favoured drowning. 4% favoured other methods. Suicide is a serious social problem in Bai Lung, with 52 per 100,000 people taking their own lives. The Liang administration has considered crafting legislation which would make suicide attempts a criminal offence in an effort to tackle wide spread suicides. 64% of those surveyed believed that life is worth living for with the remaining 2% answering unsure. Despite the overwhelming positive numbers, the number of men with suicidal tendencies is at its highest since the survey was held in 1980. However, some claim that the surveys held from 1980-2006 have been manipulated as the Chenite regime intimidated suicidal individuals by forcing them to answer the survey positively. If going by the post-Chenite era surveys, the previous highest levels of suicidal males was 29% during the 2008 survey. |

Bai Lung milk company Banong bribed hospital staff to give its milk powder to newborns, The Daily Pyongjing alleged, prompting the Pyongjing based-giant to say it was shocked and would investigate. An unidentified former sales manager of Banong, said the company had paid medical staff at a city hospital in Northern Pyongjing to promote its products, BLCTV News reported. The company gave several hundred thousand dollars in "gifts" to the hospital every year, the manager said. He had a document detailing payments to doctors, with their bank card details and amounts paid. The document showed staff had received about BL$150,000 in total each month from Banong, with individual payments ranging from several hundred dollars to thousands of dollars. Mothers were also discouraged from breastfeeding, said BLCTV, which quoted a nurse at the hospital as saying that formula-milk makers had been bribing them to recommend their products to mothers. |

An accountant who threw water bombs at street hawkers from his Wang Jiao flat in Pyongjing has hanged himself whilst in police custody. Chen Dahui, who is 62, worked as an accountant for Wang Shi Enterprise but had difficulties with his personal life including a divorce from his wife 5 years ago. He has since resided alone with virtually no contact with the outside world. BLCTV News had previously reported that retired from his BL$65,000 a year job last year. Police findings show that Mr Chen was still working last year at Wang Shi Enterprise and was sacked from his job 1 week prior to the bomb throwing incident. Chen had sexually assaulted a female staff after she joked about his divorce. Police found Mr Chen hanging by a noose made from bed sheets, a common hanging method used by criminals kill themselves. Mr Chen left no note at the scene. Mr Chen was due for a medical checkup on the 23rd September for mental and physical diagnosis. |

Despite CEO Jeremiah R. Kang's public condemnation of the company paying medical staff 'gifts' in Northern Pyongjing Hospital, the company has donated heavily to 20 of 30 councillors in the Taijang area, averaging $2,000 per recipient. All of the 20 councillors are members of the Conservative Party, prompting further criticisms from left-wing activists who see them as the party of the rich. BLPIT also released an email from an accountant representing Banong. They told Conservative councillors to feed their children and grandchildren the products in return for political support. A survey held by BLCTV News shows that 60% disapproved of Banong's actions to bribe hospital staff whilst 22% approve. The remaining 18% are unsure. |

Dragoon TV has dumped Terry Yao as their CEO in the wake of his embezzlement scandal. Mr Yao was summoned to a disciplinary hearing when he transferred BL$2.5 million to his bank account over a period of 4 years from 2007-2011. It was accountants who noticed that the station's budget failed to increase during that 4 years. The transferring of that money led to the loss of 50 jobs during the same period. Harlan Wei, the depute CEO, will be caretaker of Dragoon TV until a new CEO has been appointed. |

Mr Yang insisted that no one in the room was offended and his remarks drew laughter including all of the women attending the event. When a reporter, armed with a camera, confronted Mr Yang outside of the fringe event over his latest remarks. Mr Yang simply berated the journalist and slapped him 3 times across the cheek and head with a Conservative brochure. Police have reported that a 62 year old man was arrested on suspicion of assault and gave no further details of the arrest. Simultaneously, Mayor Ronnie Ding, also a Conservative, has announced that he would remove him as a member of the Conservative Party, citing today's incident. He also condemned Mr Yang's slut comments as being 'unprofessional and demeaning to women in general'. Mr Yang's arrest would mean that he would automatically forfeit the seat as Bai Lungese law forbids suspects of crimes from running office. |

PyongCai industries has issued a formal apology to the relatives of the 20 workers who were killed and 50 seriously injured in a Chemical Factory in Tien Hoo, Northern Bai Lung. CEO Dermott Zhang spoke before the media that he seriously regrets the June 2009 incident which resulted in 20 of his employees dying from smoke inhalation and leaving 50 more workers seriously injured. 15 of those injured have ceased to work with PyongCai Industries as a result of the incident and require to breathe through oxygen tanks for the rest of their lives. The incident was caused by poor ventilation and obstruction of fire exits. The Im government has since imposed work place regulations that deal with increasing the safety of workers in chemical plants. After 4 years of resistance of giving compensation to families by predecessor Zhu Yong, Mr Zhang has formally offered BL$4 million to the families of the affected employees. Mr Zhang took over from Mr Zhu after dying from a heart attack in December 2011. |

Police had pumped odourless sleeping gas to prevent suspects from escaping promptly. Without firing a shot, the entire operation only took 30 minutes before 3 men, including Mr Zhu himself, were taken away by a gurney. Mr Zhu, 58, is Bai Lung's most infamous human trafficker, trading over 1,500 people to various clients in Bai Lung and Dannistaan. The youngest victims have been as young as 10 years old. Mr Zhu was proved to be hard to catch due to his elusive nature, employing a variety of con artist trickery such as using fake IDs and make up to conceal his identity. Both Dannistrian and Bai Lungese authorities were unable to track him down. If found guilty of 1,500 counts of human trafficking, Mr Zhu will face life imprisonment. |

Over half of the public have shown their disapproval to to pay BL$25 a month for handling household waste, an environmentalist body said. Bai Lungese Greener State recently surveyed 5,020 people, aged 18 and above, and found that 55 percent of them are not willing to pay BL$25 a month. Only 35% percent are willing to pay such a fee. The remaining 10% are unsure. 51% do not want households to be charged by any means, saying such a fee impinges the rights of private property owners even if it result in massive accumulation of waste at the expense of the environment. The survey came to light after Boswell Li, a Green councillor in Zibo, suggests the government set the waste charge at a reasonable BL$25 per month in order to tackle the rising number of wastage such and lack of recycling. |

Shamed middle-weight boxer Tyrese Yu has been handed a 10 year ban and a BL$100,000 fine for his role in a series of match fixing. In what the Bai Lungese Boxing Federation (BLBF) describes as one of the worst cases of corruption they have ever seen, Mr Li has been found guilty of fixing 8 matches between 2008 and 2011. Mr Yu, 35, has had his licence to box suspended on October last year when the Prosecution Division brought charges against him. BLBF chairman Jayson Fei said: "We take no pride in having to deal with such serious cases. However, the Yu case demonstrates our commitment to ensuring that boxing is free from corruption." The public are sharply divided in President Liang's proposals to give BL$500 in tax breaks for married couples with an income of up to $100,000. A variety of President Liang's responses range from those who believe that the tax breaks don't go far enough to those who feel that the current tax policy is fine as it is. Emphasising his family values message, President Liang believes that his proposals would incentivise younger couples to marry. He has also repeatedly insisted that this tax break would not apply to couples who earn greater than $100,000. Pundits from both sides of the political spectrum speculate that President Liang's proposals were made in response to a growing number of couples divorcing due to the complex section of the tax code that deals with married couples. Tax lawyers and accountants have reportedly informed couples that they can reduce their tax liability by terminating their marriage and change their marital status to a civil partnership, a practice recognised by past and present governments. |

Boswell Li, a Green Councillor from Zibo, has made am amendment to his advocacy of bin collection fees by calling for an exemption for families living below the poverty line. Mr Li's calls for a BL$25 a month for binmen to collect household waste should not apply to households that earn less than $10,000 a year on the grounds that they would need the BL$25 to purchase 'essential goods' such as food and to pay electricity and gas bills. In addition to exempting the poor from the waste fees, Mr Li has called on the government to provide incentives such as discount coupons to encourage the public to make less waste. Mr Li also added that there should be fairness in the charge. More people prefer fees based on quproty to reduce waste production. Mr Li said of supplying waste bags to the poorest residents.
Despite offering exemptions to lowest income families, a new poll held by Bai Lungese Greener State has the majority of those surveyed showing continuing disapproval of the waste collection fees. 54% show opposition, only a 1% drop from the previous survey. 51% of those survey still believe in the opinion in that bin collection fees promote tyranny. |

Thousands of people took to the streets of Pyongjing in a series of protests, hurling shoes at the portrait of beleaguered President Liang and demanding he step down from office immediately. The demonstrators, mostly from left wing organisations and trade unionists, asked Liang to shoulder responsibility for the increasing economic inequalities and other controversial policies that have left his approval ratings sharply divided. Thousands of protesters gathered a few blocks down from the Presidential Office Building and, at nearly the same time, thousands more vented their anger at another corner of the capital, hurling shoes toward the portraits of Liang and Prime Minister Lin. Pressure on Liang has mounted after he announced that 500 public sectors will be laid off this month in an effort to tackle the budget deficit which stands at 3.6% GDP.

Outspoken Conservative backbencher Darrell Ai Sha believes it will be impossible for a President without political party affiliation to govern Bai Lung. Ai said it is clear that 5 years since the last election, the role of political parties has been on the rise.
Whilst not making direct reference to President Liang in name, Mr Ai noted that politicians who run for the top job should not use the term Independent followed by the name of a political party. Ai feels that it cheats and confuses the public when they cast their votes since they would think the Independent candidate is a member of that particular party.
A spokesman to President Liang strongly denies using the Independent Conservative to split the vote. He advertises himself as an independent but socially conservative candidate whilst agreeing with some policies of his predecessor, Richard Im. |

More than BL$51.6 billion in tax revenue has been lost to illegal cigarette and alcohol smuggling, a coalition of tobacco and alcohol companies claims. A study commissioned by the Bai Lungese Against Illicit Alcohol and Tobacco shows nearly 33 percent of cigarettes and 48 percent of high alcohol drinks sold in the Bai Lung last year were illicit, or around 1 trillion sticks and 2 billion bottles of high sbv which are taxable for a total of BL$32 billion. Each stick of cigarette a bottle of an alcoholic drinks with a content of 25 or higher abv are taxed at 0.05 cents (or 1 cent per packet of 20) and BL$1.40 respectively. Some claim that the taxation of these products are the highest in the East Pacific and have blamed the high taxation for the steep increases in tax evasion. Pro-business groups have called President Liang to cut taxes on these products to spur economic growth. |

Prisoners jailed for the most serious crimes such as murder, rape or drug smuggling will no longer be automatically eligible for parole under President Liang's new plans. President Liang says he also wants to curtail the early release of prisoners serving extended sentences for the most serious crimes. Some 3,000 prisoners a year are expected to be affected by the proposals. Under rules created in 2007, most prisoners serving fixed-term sentences are eligible for release on a conditional licence into the community upon reaching two-thirds of their sentence, unless they have been guilty of poor behaviour in jail. Others jailed for the most serious crimes are subjected to a automatic extended jail sentence (AEJS), which means they are released on licence only after serving four-fifths of it. Under the new proposals, people convicted of the most serious offences, including those subjected to AEJS, would no longer be automatically released on licence. Instead they would have to prove to the Parole Board that they were no longer dangerous and a risk to society before they could be freed. Even under the new plans, only 1,000 applications to the board will be granted. The board will also be given greater autonomy over applications, including reject some or all applications. Conservative MLA Darrell Ai Sha said of the current system. He has called for the death penalty to be re-instated, a practice that has been abolished since 2007 when Bai Lung was under Dannistrian administration.

The nation's budget deficit will not be eliminated until 2021 at the earliest, the Bai Lungese Institute of Fiscal Studies says. Despite claims by Secretary of the Treasury Jack Liang King-Hua's claims that the budget will be balanced by the year 2017, the BLIFS strongly criticised Mr Liang for his overtly optimistic forecast. They pointed out several factors which would keep the budget in the red including a slower growth in retail sales. Last year marked a 7.5% rise in retail sales compared to the previous two years which had year on year growth of 10.1% and 10.5% in June and July respectively. The cigarette and alcohol tax evasion also play a role in tackling the deficit. BL$51.6 billion of revenue is lost as a result of the rampant tax evasion. Even if these factors have been sorted, the deficit would only drop to 1.8% by 2018. Under the current deficit reduction plans embraced by the Liang government, the BLIFS projected that the budget deficit will hover between 3.0% and 3.6% during the fiscal years 2013-2017. the sharp drop in the budget deficit would not begin until the year 2017. Annual spending will continue to grow faster than revenues during 2013-2017 despite Liang's assurances to the public that spending will be slashed. Even under conservative estimates, the BLIFF has forecasted a budget surplus of only 0.001% of GDP and may fall back into a deficit in the following year. |

New Kinmen manager Roy Cheng has strongly criticised midfielder Jacky Gao for smoking at a nightclub. Images taken at a local Pyongjing nightclub on Saturday shows the 22 year old puffing away at a cigarette whilst chatting with an unknown female patron. Mr Cheng has firmly stated that he would like to see all players from his team to follow a good example to the general public, particularly younger children who watch them play.
Mr Cheng has not ruled out a possible sacking of Mr Gao but at the same time would not assign to his usual midfielder role in the future. Jacky Gao signed up with New Kinmen in 2011 with a $1.5 million a year contract, lasting through to 2015. |

New Kinmen midfield Jacky Gao has responded to Roy Cheng's criticisms when photos show him at a nightclub smoking with a fellow clubber. The 22 year old claimed on ThrushXpress that he does not smoke at all and briefly placed a cigarette in his mouth as a prank to his friends. He also claimed that other footballers who smoked cigarettes in the past never got the same kind of scrutiny as he did. He fellowed his Birdy with a picture of former Port Sung goalkeeper Zachary Zhu smoking 5 cigarettes simultaneously with the post 'Who is the worst one now?'. The club is now reviewing their terms and conditions for all future sign ups such as the explicit ban on smoking for all players, publicly and privately. |

Ten missing cats and dogs were found dead after their bodies were apparently dumped at a refuse collection center in New Qinghai. A binman found the animal inside five cardboard boxes in the city centre at 10am yesterday. Police are investigating the cause of death of the animals, some of whom are are mixed breeds and pedigrees. Two men aged 50 and surnamed Wang said they were the owner of the animals. They said they had recently gone missing. Blood was found in the mouth of three dogs but and the rest of the animals did not have any fractures or injuries. Police said they are investigating whether the animals were poisoned but no poisonous bait was found in the area or in their excrement. Staff of the Bai Lungese Society for Animal Welfare are also investigating. Two dogs and three cats had been microchipped. Police believe the dogs did not die at the refuse center but were dumped there. Under police procedures, the two men have been arrested on suspicion of killing the animals. Their charges will be pending until the Department of Conservation will complete their necropsies on the deceased animals. |
