PM Lin has told the opposition Labour Party and allies that inundating the budget with thousands of amendments will not derail the 'People's agenda'. Avoiding associating tax cuts with Conservative ideology, he called for personal responsiblity over government dependency.
Lin's warning comes after the Conservative controlled Assembly is struggling to pass a budget proposed by President Liang. Labour, Democrats and Marxist have proposed dozens of amendments ranging from increasing spending on welfare to increasing taxation for cigarettes. One notable amendment which grabbed headlines in tabloid newspapers was the proposal to appropriate BL$5 million to build jungle gyms in Pyongjing. PM Lin and President Liang are calling for an income tax rate cut, with the top rate cut from 50% to 45% and the basic rate cut from 20% to 15%. |

Marxist leader Jonnie Ting has hit back at the PM's 'People's agenda' of the Conservative by accusing him of derailing the 'People's budget'. Mr Ting has accused the PM of favouring the rich over the working class by cutting taxes for the former.
Mr Ting proposed an alternative budget which would raise the income tax for those earning BL$500,000 or more to 65% and cut the basic tax rate from 20% to 10%. There would be a tax free allowance of BL$7,500, the rate before one could pay basic rate. |

Reports that police killed 10 protesters and injured more than 100 in Sing Ren are false, the People's Star said. Two people were injured during the demonstrations on Sunday against a sock factory plant, an investigation by the ICAC found. No one was killed. The report said a small number of "criminals" set fire to an ambulance and destroyed gates outside the factory, and that reports of armored vehicles entering the city were false. The media have reported another protest over the plant yesterday, with about 20 demonstrators also in Sing Ren taken away by police. Eight protesters were briefly held over a similar protest in Port To on Tuesday. |

The management of Ximen Zoo have agreed to put down one of the five elephants in captivity after a long period of pain. The male elephant, Bai Tien, was injured in his front legs when he and four others became aggressive unexpectedly. Bai Tien is believed to be one who started the aggression. Bai Tien has never recovered from his injuries and has been isolated from his fellow elephants. Since the announcement that Bai Tien will need to be put down, there has been an online petition that has called for the management to reconsider their decision and not kill Bai Tien. The petition has gathered 23,000 to date. |

Ximen Zoo has been hit by a series of vandalism from the front entrance to several of the facility toilets and shops. Vandals broke down the front gates at around 2300 last evening. CCTV footage showed at least 10 people breaking down the front entrance. All were wearing black overalls and balaclavas to conceal their identities. Once inside, the group used spray paint to vandalise toilets. Shops were broken into with food and merchandise scattering all over the floor. Cash registers were also destroyed but they contained no cash as the zoo policy is to inform staff that all cash must be locked away in the zoo's central safe. The vandalism of Ximen comes one day after Bai Tien, one of five elephants, was to be put down after months of pain. Gerry Hee, the site manager, has re-iterated the Zoo's intentions to put down Bai Tien and the mass vandalism will do nothing to change their course. |

Police have shut down a store that specialises in selling American clothing in Pyongjing after receiving a tip-off from an anonymous source that the store was housing half a tonne of cocaine. The 'Cowboy Store' specialised in selling American clothing such as stetson hats, jeans and cowboy boots. It was opened in 2009 by American educated 'Bobby' Wen Ho. Police busted into the store at General Yang Street on midnight today and found several bricks of cocaine in the basement of the store as well as several bags of qualudes. Owner Wen, who lived in the northern part of the capital was arrested shortly. He showed no resistance and allowed police to handcuff him. If found guilty of the charges, Mr Wen will face life imprisonment. |

A 60-year-old worker at a sock factory who was diagnosed with delusional disorder pleaded guilty to wounding his colleagues on a company bus. Ching Chao-hao took out a Bowie knife and slashed ten colleagues, all women, on his last day of work last July 31. The High Court heard Ching was bullied by his female colleagues. The attack happened while the coach was taking 48 passengers from Northern Pyongjing to work at the factory in Chi Pao. Ching, who was sitting on the back seat of the bus, attacked the women 10 minutes into the journey. The victims, aged between 20 and 65, suffered serious wounds to their heads and faces. The court was told that all ten victims were the defendant's colleagues working for the company. Chinng was the foreman of a production line in the factory. Ching told police he took revenge by slashing the women on the coach. He pleaded guilty to ten counts of wounding with intent. Chief Justice Raymond Hong asked for mental and background reports on Ching, and adjourned sentencing to May 15. |

Jockey Kerr Ai Fa has been fined BL$1,000 for damaging the windows of a tourist bus. Ai, 30, appeared at the Pyongjing District Court on one count of common assault and one of criminal damage. Ai's lawyer told the court that the defendant had been employed by the Jockey Club since 2005 and had achieved many awards since 2010. Ai admitted one of criminal damage, for which he was fined BL$1,000, but no evidence was offered in the common assault charge. The defense said Mr Ai was drinking on the night and was remorseful about his drunken behaviour. The court earlier heard that Ai took a bus after a trip to the pub on August 1st last year. Ai tried to hop onto bus route 550G to Pyongjing Central Market Place. The driver refused to let Mr Ai onboard because of his drunken state. After delivering a barrage of insults, Mr Ai angrily threw his bottle of beer at the left side of the bus, shattering the bottle and cracking two windows. Ai was also accused of assaulting the driver. |

Jockey Kerr Ai Fa has been arrested by police after he was seen urinating in public. The troubled jockey was seen hanging outside the Yu An bar in Tong-Chung Road in Pyongjing where he was seen drinking several bottles of beer. Mr Ai, 30, was fined BL$1,000 yesterday by the Pyongjing District Court for his role in vandalising a tourist bus after the driver refused to let him on board because of his drunken state. Today's incident saw Mr Ai exiting a bar before he dropped his pants and urinated on the front doors. Police were quick to notice his behaviour and took him into the police van. Indecent exposure is a serious offense and offenders will be sentenced to 6 years imprisonment. If alcohol was a factor in the offense, the punishment is raised to 8 years, |

Both men have been arrested. Mr Bin is a twice champion, winning previously in 2010 and 2012. |

Mr Bin was edged out by Gu Xiyun, who pipped past the 30 year old at the final corner on Yuping Street, touching the finishing line in 3 hr 12 minutes and 12.2 seconds. Mr Bin was 0.1 seconds slower although some pundits mistakenly announced that Mr Bin won very narrowly. After making close examination of replay footage by the top adjudicators of the marathon, they unanimously declared that Mr Gu did win the 2014 races by 0.1 seconds. Mr Gu said of his maiden victory: "It was exhausting but I am ecstatic overall!'. |

President Liang has announced plans to stop rampant tax evasion on car imports. In the same period, 20 people have been arrested for conspiracy to defraud. Two thirds of those arrested have been successfully been convicted of tax evasion but the lost revnues have yet to be recovered. President Liang has called for the Assembly to pass 'mindful' legislation which would clamp down on 'flagrant' tax evasion on the registration tax and to increase sentencing for those who conspire to defraud. |

A foreman who used to work at a sock factory and slashed co-workers, has been placed on suicide watch after attempting to take his own life. Ching Chao-hao used his bed sheets to tie a knot around his neck but police officers thwarted his attempt by cutting down the make-shift rope and injecting sedatives. Police have also noticed Mr Ching had hid a packet of sleeping pills in his cell. It is unknown who smuggled in the pills. Consuming sleeping pills are one of the most common suicide methods in the country after hanging. |

The Bai Lungese Assembly have rejected a resolution which would establish General Tso's chicken as the national dish. Voting by party lines, 260 Conservative MLAs rejected the resolution whilst 190 Labour MLAs voted for the resolution. The remainder of the MLAs abstained. Releasing a brief statement to the vote, Conservative MLA Flint Chee Anhoe said that General Tso's chicken is a Western dish inspired by Chinese cuisine and therefore is not a Bai Lungese dish. Some MLAs from both parties have also brought forward an alternative resolution which would establish budae jigae as one of the national dishes of Bai Lung but some Conservative MLAs are facing tough re-election battle in the wake of the True Conservative movement, the group of ultra-conservative Sinophones who oppose all aspects of the Korean culture. |

A Labour councillor has successfully raised BL$5,000 for charity by juggling balls for the longest time. Franklin Fei, 55, was in the city of New Hebei to promote awareness of prostate cancer. Mr Fei and 100 others also took part in the juggling contests. Mr Fei, who has learned to juggle balls since childhood, managed to perform the task for 5 straight hours with no breaks in between. Mr Fei said of the feat: 'Exhilarating, really. I am enjoying my majestic skills of juggling and I hope to carry on like this for as long as possible'. The money will go to Bai Lung Prostate Research Centre, the charity of Mr Fei's choice. |

The Chief Constable for the Zibo area has defended his plans to slash the opening hours of police station front counters to Mondays-Fridays. Chief Constable Allen Qi has repeatedly stressed the need to save money or else the public would be asked to pay more taxes to cover the opening hours if they require the 5 front counters to open all week. The changes will take place on the 5th May.
Critics or Chief Constable Qi do not regard him as a competent police officer but see him as an accountant wearing the uniform of a policeman. Qi vigourously rejects the analogy. Keep Our Children Safe Bai Lung, a Zibo based charity, has expressed strong concerns about the changes, claiming it would dramatically increase crime and delay investigations of the most serious crimes. |

The wife of a Chenite official who murdered him and grinded his remains in an industrial sized meat grinder, has been denied parole for the 3rd time. Yu Deying, 65, of Sing Ren, murdered her husband Chen Weicai with a hammer in Augudst 1990 and took his corpse to a local meat factory to grind up his remains. She wsa the Operational Manager of the factory, allowing her to gain access to the factory unchecked. When senior Chenite officials were unable to contact Mr Chen after failing to report for duty, Ms Yu was detained by police after she refused to co-operate with them over the disappearance of her husband. The following day, she was charged with murder after the meat factory reported to police that human remains were found. Forensics later confirmed that it was the remains of Mr Chen. Ms Yu was sentenced to the death penalty in August the following year but Chenite officials kept delaying her execution for reasons unknown. Ms Yu remained silent throughout court hearings and neither claimed innocence nor admit guilt. Rumours have long circulated within close circles that Ms Yu killed Mr Chen because he was seeing another woman. A Pyongjing t-shirt seller has been arrested by police after he refused to take down products that could cause offense to some people. Tien Jia, was asked by 2 police officers to take down some of the most offensive messages including 'DEATH TO ALL COMMIES' and 'PROUD RIGHT WING TERRORIST'. Declaring himself to be a True Conservtive supporter, Mr Tien verbally abused the two officers after refusing to comply with their orders. He was arrested shortly for disturbing the peace. In recent times, True Conservative activists have been critical of government in general and have employed an array of techniques to express disatisfaction towards all Presidents. Some of the True Conservative or Bird's Nest activists have sold offensive t-shirts towards left-wing activists, as well as evading tax. |

A forklift driver drowned yesterday when his vehicle fell into the sea from a container terminal in Port Sung. Fire services divers were unable to extricate the driver, who was trapped, and by the time he was brought to the surface at Po Cai Container Terminals he was dead. Police said the worker, identified as Wei De, 50, fell into the sea while reversing the forklift at Terminal No 5 shortly before 10.30am. A security guard witnessed the incident and raised the alarm. As divers searched the seabed other firefighters in boats searched the area along with police boats. Police said divers found the forklift at a depth of 25 meters with Chan strapped to the seat. But it was not until 3pm that a crane was able to lift the vehicle out of the water. In a separate incident also in Po Cai, a man died when he was crushed by a reversing container truck. The 55-year-old truck driver, surnamed Kim, was arrested for dangerous driving causing death. Police said he was reversing a medium goods vehicle at a the same freight terminal when he knocked down the terminal foreman who was helping him to park. The foreman, surnamed Li, 45, was crushed between the back of the truck and the unloading platform and sustained serious chest injuries. He was unconscious when sent to Pyongjing Central Hospital where he was certified dead around 10 PM, more than 8 hours after the drowned fork lift driver was recovered from the sea. It is the worst incident for Port Sung's terminals in 4 years when 10 were killed after a container collapsed on them at the Yu Da Container Terminals, just 2 miles south of Po Cai. |

Future celebrations of May Day must be banned in the country, a leading activist from the True Conservative movement says. Bu Daren says that May Day celebrations damage Bai Lungese society and has called for President Liang not to tolerate them any more.
Some Conservative MLAs have also called for a restriction on May Day with outspoken politician Darrell Ai Sha introducing a law which would drop May Day as a public holiday. |

Police have seized over 1 ton of tiger hide after stopping a freighter in Port To. At 2000 last night, police stopped the Gong Ma, a large freighter built around 2005 and was owned by the then-ruling Stalinist regime but it is now believed to be in the hands of a private owner. A tip off from an unknown source informed the police that a large freighter is bringing skins from endangered species. A footballer could face a lifetime ban as the Football Association of Bai Lung (FABL) what punishment he should receive. Gopyong midfielder Terry Kee, 22, assaulted referee Coleman Ko during a friendly between Gopyong and Pyongjing United on 22nd July 2013. Mr Kee argued with Ko over whether the ball Mr Kee scored was offside. Mr Ko ruled the shot as offside, leading Mr Kee to punch Mr Ko by his left cheek. Gopyong ultimately lost to Pyongjing United 1-3. Mr Kee could also face jail time of up to 10 years if the District Court convicts him of assault. |

Oil stocks have experienced a slight decline this week after a pipe line in the mainland bursted and leaked over 1 million tonnes of oil into land. The value of KM Oil have go down to 350 points compared to 360 points in the previous whilst Blazing Oil also saw their stocks dipped from 500 points to 495. There has been some panic buying of fuel from consumers who lament that gasoline will be ration in the following weeks. |

Dannistrian born film maker Marcel Chen has launched his first sculpture to the public in the Grand Arts Centre in Pyongjing. The sculpture is called 'Flying for Freedom' and shows a thinly framed woman with feathered wings on her arms whilst adopting a flying posture. Mr Chen said he it him over 2 years to create the metal sculpture as he was busy with his feature length films as well as commercials released in both Dannistaan and Bai Lung. |

A gang of youths attacked a local petrol station in Zibo, police have said. At around midnight yesterday, 6 youths caused mayhem at a local Blazing Oil station by pouring petrol on the floor and smashing up the nearby shop windows. CCTV footage shows one of the youths attempting to light the spilled petrol but all of the youths ran in different directions when police turned up. Police are appealing for witnesses on the 6 youths who vandalised the station. |
