Alvin Qi, 50, has been addicted to gambling since childhood and once bet away BL$3,000 set aside for a family wedding, Pyongjing District Court heard. Magistrate Minnie Liu adjourned sentencing to May 21 pending a background and psychiatric report and remanded Qi in custody. Mr Qi, named Best Non-Commissioned Officer at Ma Ren Police Station last year, earlier admitted stealing BL$5,000 in bail money to help pay off a BL$15,000 gambling debt. As duty officer, he had access to the safe where bail money was kept. |

General Wu Sun Police station will change its policy with regards to the station's safe, starting from the start of next month. From 1st June, their safe will be time locked and any requests to make any withdrawals will need to be approved by a local Police bail tribunal, consisting of 5 senior police officers operating in that constituency. The changes comes one day after Sergeant Alvin Qi was charged with stealing money from Ma Ren Police Station to fund a gambling habit. An amendment to a fishing cap legislation has failed to pass in the Lower House. Brought forward by Labour leader Li An Ying, the Responsible Fishing Act 2014 (Amended May 2014) would exempt fishing vessels containing a crew capacity of 6 or less from requiring a 'Supervisor' who would monitor the crew's activities. With a Conservative controlled Lower House, 260 Conservative MLAs voted against the law whilst 190 Labour MLAs voted for the law. The remaining MLAs continues to abstain. Back in January this year, President Liang slams any proposals to limit all fishing activities, claiming it would hurt the Bai Lungese economy. |

A Conservative backbencher has called for the Liang administration to consolidate all classification of drugs and replace it with a single penalty for possession or drug trafficking. Yoon Ying-shi, has argued that having 3 different categories to classify illegal drugs only encourages the usage and trafficking of the substances and that implementing a flat rate punishment would deter would-be users and dealers. Mr Yoon is proposing life imprisonment for anyone using illegal substances and the death penalty for anyone who participates in the illegal drug trade.
Critics of Mr Yoon's proposal say that it would undermine the judicial system by unnecessarily placing more people in jail. Human rights groups were also concerned in that genuinely innocent people are placed at risk under Mr Yoon's proposal as it would be harder to prove their innocence. Drug cartels are known to plant drugs into people's baggage in airports without their knowledge. Every year, 22,500 people have been charged for drug possession but 97.5% of these cases have resulted in the acquital of the accused. |

A leader trade unionist has called for the Liang government to ban anyone under the age of 18 years from working in a tobacco farm. Ma Pyongshui of the Trade 'N Trust has condemned the employment of children to pick tobacco in farms and for low pay. The call to regulate parts of the tobacco industry comes 1 day after BLCTV broadcasted a documentary titled The Truth About Tobacco Farms which chronicles two 15 year old boys working in a tobacco for 90 hours a week. Reportedly, they were only paid BL$2 per hour. Conservative MLAs have rejected plans to regulate any aspect of the tobacco industry. Some have defended what was shown in the documentary, calling farm work a cultural tradition. |

A shopkeeper has foiled a robbery after using his martial arts skills on the two men. Wang Jiehui, was approached by two men wearing black overalls who then wielded knives at him. Unfazed by their actions, Mr Wang quickly disarmed both men and performed a double head-lock until both men nearly passed out. The two men ran out of Wang's convenience store empty handed and left their knives behind. Police have said Mr Wang, who has 50 years of experience in Yongchun, will not be charged for his actions and have appealed to the public for the identity of the two men who tried to rob Mr Wang. |

Film maker Marcel Chen will attempt to restore his damaged sculpture 'Flying for Freedom' after withdrawing his latest work from the Grand Arts Centre. Last Tuesay,3 men dressed in black overalls entering the Pyongjing based arts museum via the windows and proceeded to smash the wings of the sculpture before fleeing in the same window. To date, no one has been arrested for the vandalism. Mr Chen has said that the wings took somewhere between 3 and 5 months to construct and will require the same time frame to restore. At least two people and dozen more injured after a group of Kashgars started an anti-Bai Lungese protest in the western area of the mainland. It is estimated that 500-800 Kashgars took part in a violent protest at the city of Xichuan in the most western part of Bai Lung Dalu at around 1500. The group proceeded to kick and beat up anyone who looks Bai Lungese or spoke Mandarin Chinese or Korean. 50 shops and businesses were set on fire by the protesters and dozens more sprayed with graffiti bearing anti-Bai Lungese slogans. Police spent 3 hours attempting to quell the riots. Most left the vicinity but a small group were unfazed by the police presence and proceeded to attack them. 60 people have been arrested in all. Police have found two bodies with stab wounds all over their body. It is believed that they were caught up in ysterday's riot. Political pundits have suggested that the riots are reaction to the Liang government giving the green light to frack in the gas rich areas of the mainland which includes Xichuan. A man with knee-length facial hair who spent at least five days with the body of his girlfriend at home is in critical condition after setting fire to coal and wood piled in his flat to avoid arrest. Police and firefighters had to break through the door to extinguish the flames before finding the unconscious man, apparently overcome by smoke. The body of a woman who had been dead for around five days was also found. Neighbors said they seldom saw the man, who is about 30 years old, leaving the flat and that his 'suffering' girlfriend did all the shopping and cooking. Police have intitally classified the case as arson. Around noon yesterday, police received a report that a foul smell was coming from a flat on the tenth floor of Hua Chao Building on Da Ryong Road. When no one answered the door, police and firefighters broke into the flat only to find a fire behind the door. Firefighters doused the flames within minutes. Pyongjing Central chief inspector Perry Yong Chufeng said since the small flat was filled with many items such as newspapers, wood, coal and garbage bags, firefighters spent about 30 minutes clearing the way before finding the man in the room.

Bai Lung's first sky rail moved a step closer to reality yesterday after the Liang government asked the Assembly for BL$50 million to fund a feasibility study. If approved, the study will start early next year for phased completion by 2018. If the plan is found to be feasible, the 20 kilometer elevated monorail system with 30 stations will be built at Kai Tak by 2025, at an estimated BL$35 billion. The proposed sky rail, or Pyongjing Linkage System, will form the core of an integrated multi-modal linkage system that also features improved pedestrian facilities, road-based transport and the Mass Transit Railway to serve different connectivity objectives. There has been some vocal opposition to the proposal from both Conservative and Labour politicians. Conservative MLAs criticised President Liang for his lack of committment to low government spending whilst Labour MLAs criticise the President for not considering the enviromental factors in the construction of the monorail. President Liang has addressed the criticisms from both sides, claiming spending of the monorail would be done in segments whilst being environmentally friendly. |

Kashgar activists argued that they are racially discriminated by being forced to relocat from their homes whilst Bai Lungese who live in the gas rich areas would not be relocated. The Mayor of Xichuan, Bong Jowen, has announced a curfew on all residents from 9PM to 6AM. |

Kashgar mobs raided and looted Bai Lungese owned shops as well as setting them on fire whilst Bai Lungese mobs entered Kashgar enclaves to drag out the Kashgar people amd lynched them during the night. Mayor Bong has announced that a 'strong military presence' will be in his city until the riots have been quelled. Video footage shot from a mobile phone shows 20 tanks rolling into the city centre. |

Police have identified a man who placed a nailbomb next to a shopping mall in Xichuan yesterday morning before detonating it, killing 5 people and injuring 14 others. CCTV footage shows a well built, 6 foot, ethnically Kashgar man wearing a black cap, white t-shirt and blue jeans dumping a black bag inside a bin at the front entrance of the Kimchee Shopping Centre. The footage shows the bin exploding into pieces but police did not show further footage of the carnage out of respect for the injured and relatives of the deceased. Police have appealed for the public to track down this man but are advised not to approach him as he maybe armed. The Kashgar Resistance Group released a statement online claiming responsibility for the attacks. They vow to fight 'against the foreign occupiers who wish to unceremoniously evict the Kashgar people'. |

A Pyongjing University Alumni tried to rob a computer shop where he worked in order to fund a drug addiction has been jailed. Chang Chiuwen, 25, was yesterday jailed for fifteen years and six months after pleading guilty to three counts of attempted robbery in July last year. The High Court learned that Mr Chang spent BL$10,000 a year to fund his drug habit, mostly heroin and cocaine. He studied at Pyongjing Polytechnic University for a degree in information systems 5 years ago but did not complete his course. Despite this, Mr Chang managed to apply for a job as a part-time salesman at a computer shop called TechnoGeek on Granite Road in New Jianshazui. On July 15th, Chang put on a wig, a mask and sunglasses and armed with a knife made an attempt to rob 3 shops. Chang stole BL$2,500 and BL$5,500 in the first two. When Chang robbed the shop he was working at, four of his colleagues were working in the shop at the time and Chang ordered them to open a safe-deposit box. They failed to enter the correct password several times, which set off the shop's alarm and Chang fled empty-handed. He was later arrested by police after a colleague recognised him. Police in the mainland have seized 1.5 tons of bombmaking material and detained ten people, authorities said Tuesday, following a string of deadly riots between ethnic Kashgars and Bai Lungese in Xichuan. The Liang government at the weekend vowed to intensify their crackdown on terrorism, with violence attributed to Kashgar extremists intensifying their attacks on Bai Lungese. Last week in Xichuan, over 50 people have been killed in the Xichuan riots with most of the casualties being Bai Lungese. Officers in and around Xichuan "destroyed three explosive-making dens and seized 1.5 tonnes of raw material that the gang planned to use to make explosive devices, along with a significant amount of partly finished explosive devices', reported the Xichuan council's website. The council reports also claimed that the group began making explosive devices with the aim to drive into busy areas of Bai Lung Dalu, run as many people as possible and blowing up the vehicle containing the explosives. The gang had created videos promoting terrorism and religious extremism, it added. |

The comments were instantly condemned by fellow netizens who called him 'irresponsible beyond belief' for advocating killing people like with the problems seem om the mainland. Mr Jin later claimed that he was referring to killing cockroaches outside his home rather condoning the killing of people. 24 hours after posting the message, Mr Jin was contacted by police and was arrested for aggravation charges. |

Conservative backbencher Iris Ban has called for the Lower House to change the way lawmakers use to filibuster procedures. Ms Ban has noted that filibustering has went up from an average of 1 per day in 2008 to 3 per day this year. She has called for the Prime Minister to introduce legislation which would limit filibusters to 20 minutes per MLA or Senate depending on where the legislation is being passed. Some of the filibustering lasts only 30 minutes whilst those reported in the media often last 12 hours and longer. The Labour opposition has called out on Ms Ban's hypocrisy, claiming she did nothing to stop filibusters when the then-opposition Conservative Stephen T. Ding used the tactics himself. They also pointed out that she made some of the longest filibusters in post-Stalinist Bai Lung's history including a 14 hour speech she delivered back in to 2010 oppose then-President Richard Im's plans to build 50 solar panels near the Assembly. |

Kashgars residing in Xichuan have destroyed 3 bulldozers which came to tear down their makeshift housese to make way for fracking shale gases. Despite being accompanied by a platoon, Kashgars used guerilla tactics to ambush and demobilise the 3 bulldozers. 2 of the 3 drivers were severely injured by machete wielding crowds, both of them received massive lacerations to their backs. The platoon withdrew from the area in response to the injuries. Mayor Bong Jowen has re-iterated his plans to frack the area regardless of the level of physical violence brought on by the Kashgars. |

Critics of the bill say that it is tantamount to restoring the dictatorships of the past such as the Chenite regime in which Chen Jong Sun exempted himself from many laws which would otherwise punish citizens if they breach them. The pensions were also the subject of criticisms as it would reward poor leaders with 70% of a President's annual salary. The bill was crafted by Labour and Conservative MLAs in an attempt to find common ground in the wake of a bitterly partisan chamber. |

A man has been arrested in the flats of New Anhoe for the murder of his mistress and 1 year old son almost 6 years ago. The remains of the two victims were discovered by a cleaner hired by the landlord to tidy up the flat. Their bones were found in a rotting plastic bag, BLCTV News reported. Kim Weixi, 57, had rented two flats in the General Ma area for the past 10 years, and paid for them every three months. Kim was able to make part of his payments under a government run housing scheme, first under Chen Jong Sun then under subsequent administrations. When Kim failed to make his latest payment, the landlord decided to clean the flats. In one of the rooms, which the cleaner said had obviously not been lived in for some time, there was a large plastic bag. On further investigation, she saw a number of bones and called the landlord who, in turn, informed the police. Kim admitted under police questioning that he had killed the woman and their son because he could not afford to feed them. Kim, who was married and had two children with ex-wife Yee Anjia, told police he met the woman, who was in her 20s, in 2004. He admitted to having an affair with his wife by making his mistress pregnant in 2006, giving birth the following year. The pregnancy of his mistress was the impetus for Kim's wife to divorce him in 2006. The divorce of his wife deprived him of additional income as his ex-wife worked as an accountant, providing huge salaries. Kim was working in the capital at the time and was addicted to gambling, accumulating huge debts, as well as having an alcohol addiction. He said he did not know how to raise the BL$2,500 to house and feed them every month. He allegedly decided to kill them in July 2008, after taking them out to lunch. They were taking a nap at a flat in Focihen at the time. He wrapped their bodies in plastic bags and put them in a cardboard box. According to the BLCTV, Kim told police he moved the bodies to the General Ma flat after the owner took back the flat in Fochien. The bodies were then hidden in one of the two flats he rented in New Anhoe while he lived in the other. It is believed that Kim wanted the landlord to clean the flat in which he was living but there was a misunderstanding and both flats were cleaned. Last week, Kim's ex-wife, who lives in Pyongjing working as an accountant, received two letters from the police, informing her that her ex-husband had been arrested for the murder of the pair. A woman activist has been arrested outside of the Assembly of Bai Lung after what police described her actions as a self-immolation attempt. 8,000 activists showed up at the front gates of the Assembly to continue their objections towards a piece of legislation which would give retired top officials, including past Presidents and Prime Ministers, a monthly payout that totals 70% of his/her salary and a one off grant to retiring officials. The bill was recently amended yesterdays so that the monthly payout would only total to 60% of their salary. The amended bill has not changed the overall feelings of the protesters as many have called for a total ban on all payouts to former top officials. Ren Na, a 20 year old activist, doused herself in petrol before the 8,000 crowd but security thwarted her attempts to light herself up and potentially injure or kill other people. Ms Ren has been charged with 3 counts of criminal charges: Attempted murder, failing to obtain a burning permit and indecent exposure. |

A laundromat owner could face criminal charges by police for placing an offensive sign on his front door. Wang Riguo, 59, had placed a small notice on the front door of his laundromat which read 'WE CATER ONLY TO CONSERVATIVE TRADE. LIBERAL COMMUNISTS: STAY OUT.'. A member of the public contacted the police to complain about the discriminatory nature of the notice. Mr Wang has claimed that he placed the notice for over 6 years and without formal complaints. Despite his initial protest, Mr Wang agreed to turn himself to the police for questioning. Under the Human Rights Act 2007 (Amended 2010), it is illegal to discriminate against people based on race, color, religion, political or national origin in all shops and facilities including laundromats. Mr Wang has told BLCTV News that his premise could close within 2 weeks if he is not released as the laundromat's income is reliant on his prescence. |

Wang Riguo, the laundromat owner who placed an anti-liberal notice on his premise, has been denied bailed after a rifle was found in his apartment. Last night, police raided the Sanma Apartments in the capital early morning to find a Type 56 assault rifle and 3 magazines in Mr Wang's home. Police said the raid was conduct to aid with their investigations with the discrimination case. In recent times, police have used their powers to conduct raids on suspects of 'serious cases' including those charged with murder, assault, 'political dissidents', drug dealing, arson and paedophillia. Civil libertarians have blasted the government for allowing the police exercise such powers, calling the raids 'a roll-back to the Stalinist regime'. Conservative politicians have opposed any plans to reduce the role of police search powers. Political pundits have pointed out the irony of the Conservative's criticisms of the police search powers when they have previously called to amend the Human Rights Act 2007 (Amended 2010) so it would protect citizens from abuse of power by the police. The current powers held by police were approved when a Labour President (Richard Im) was in power. |
