President Liang has dismissed a mock referendum held in the city of New Jian Sha Zui calling for greater autonomy. The city is one of 5 cities to be granted Great Autonomy Status, the other cities being Sing Ren, Port To, Port Sun and the capital Pyongjing. This status gives the council more fiscal autonomy thereby the cities would receive all taxation levied in their area instead of receiving a block grant. The cities would be responsible for most spending in their area. The mock poll showed 78% voting in favour of Greater Fiscal Autonomy whilst 22% favoured the status quo. But the President has rejected the referendum, claiming it lacks any validity.

A woman from the Bai Lungese mainland who trafficked heroin using her son's stroller was jailed for life imprisonment with no parole. The High Court handed down the sentence on Yong Haoyee, 45, who pleaded guilty to one count of trafficking BL$500,000 of heroin. Justice Raymond Hong said yesterday the seriousness of the case warranted the sentence. The court heard that on April 20 last year, Yong, her husband and their 7-year-old son were returning to the mainland after a weeks visit in Pyongjing. Yong and husband, Chen Pui, used their backpacks to smuggle the heroin hidden in children books and cans of confectionary. The family were stopped by customs and the drug was found in a can of confectionary inside the bags that were hanging from their son's stroller. When both were arrested, Yong and Chen blamed each other for the attempted trafficking of heroin and neither confessed to the crimes. Mr Chen was murdered in January this year after being granted temporary bail. The murderers have yet to be found. Ms Yong's son will be taken under foster care and will be issued with a new indentity. |

Lifeguards have threatened a mass strike if the Liang administration refuses to meet them soon to resolve a pay and manpower dispute. About 95% of the 150,000 Lifeguards' Union joined in the day-long work stoppage yesterday, forcing the closure of two hundred beaches, temporary closure of five thousand public swimming pools, and part closure of three thousand other pools, affecting thousands of summer frolickers. The union has claimed violence against Bai Lungese in beaches and pools by Kashgar insurgents has exacerbated the problem. It demands a rise in salary starting point from BL$25,000/year, the level of a Class 1 Technician, to BL$35,000/year to attract new blood. It also wants the Department of Leisure and Culture to address a shortage of about 1,000 lifeguards. Union President Alexander Dae Kim will meet President Liang on Friday to discuss the impasse.
