A Little Kangarawan History


It is only in the last eight years that truly free elections have been held in Kangarawa. Prior to that, fear and apathy kept many citizens from voting at all, and for those few who did exercise their franchise, corruption at the polling stations resulted in the re-election of the government again and again. In any event, the former government was in power for nearly thirty years, led by the same man, President Peter Gorski, leader of the extremely right-wing Conservative Alliance. No social safety nets existed, the education system was forty years out of date in both content and funding and the disparity between the rich and the poor was described by one political commentator as being “as deep as the deepest crevasse in a glacier field”. There was no middle-class. Those who were extremely vocal in their criticism of the government were arrested and found guilty of some trumped up charge. Regardless, they never returned to their homes, leading to organized pockets of a Resistance. The citizens of the country became more and more insular, while the government was suspected of entering into unholy alliances with other nations in exchange for information. Kangarawa’s Department of Scientific Affairs had received more funding than any other department save Defence and Intelligence over the years, and it was suspected that the three Level Four Laboratories were not being used simply for genetic and medical research. It was even rumoured that there were actually four such facilities, but the rumours were never substantiated.

It was not that other political parties did not exist, simply that they were powerless in the face of such corruption. Upon the death of Gorski, however, the Socialist movement gained more and more momentum. The party leader, Peter Mappins, a charismatic speaker broke through the apathy and fear of the general populace, and, aided by the Resistance, saw to it that there were at least two impartial observers at each polling station. The result was an overwhelming majority in the House of Commons for the Socialists. Mappins became the new President, and named Chantal Scythes, a well respected politician from his party, as his Vice President.

Unfortunately, Mappins still had to contend with the Upper House. Ministerial appointments are made by the President for twenty year terms, so upon his election, all of the Upper House had been appointed by his predecessor, leaving corruption rampant. To his credit, Mappins bided his time, waiting for terms to expire, and then replaced those he could not bring himself to trust with those he could. It has been a slow process.

At this point in time, basic health care is provided for all Kangarawans, the education system has been totally reworked and progressive social policies are in place. The gap between rich and poor has narrowed dramatically, with the state subsidizing those on lower and middle incomes to different degrees resulting in the middle class now forming the majority of the population. Kangarawa has started to open its doors to other nations, and is welcoming contact in return. The move toward total socialism is a slow one, but one that Mappins is committed to, provided that he can maintain a high level of both civil and political freedoms for the people. He believes they have been oppressed for long enough.

There is no doubt that the corruption still exists in the highest levels of government. It is doubtful however, that every Minister who was appointed during Gorski’s “reign” is part of that corruption. Knowing just how widespread and how powerful the old faction is has proved to be Mappins biggest challenge. At this point in time, he truly trusts only those that he himself has appointed, although there are two or three Ministers he has been forced to put some faith in simply because of their positions. He also needs the support of the Upper House for final approval of every bill passed by the Commons.
