Government History In 1953, the populations of the seven members of the Alliance of Free Pacific States (AFPS), by way of a general plebiscite, voted to permanently unify the Alliance. This, officially, marked the establishment of the Federated Alliance of Free Pacific States (FAFPS/FPS). In no way was this sudden or unexpected. Since its inception in 1921, the alliance had served as a forum for the unification of the seven states that had spent nearly a century attempting to kill one another after gaining independence from Packilvania in 1819. With the 1IL invasion in 1937, the unification had been jump started, and by the time of 1953, it would have been difficult if not impossible to re-establish seven sovereign states. Today, the Federated Alliance is recognized as one of the East Pacific's most successful (if inefficient) governments. Each of the seven nations that formally made up the AFPS now acts as a territory (similar to a US state or Canadian territory). Additionally, the Federated Alliance currently occupies the Port Lyon Federation and a portion of the collapsed nation of Bai Lung. The government itself is split into three branches: the executive, legislative, and judiciary. Each branch is charged with a number of responsibilities; on top of this, each branch serves to counteract one another's power. The Legislative Branch Though in recent years Matthew Terrus has transformed the Spherical Office into the command center of the Federated Alliance, it is in fact the National Forum (FPS' legislative body) that is designed to lead the nation. For the most part, in fact, the National Forum has not changed from the days when it was the primary body of the Alliance of Free Pacific States. It consists of two houses: the Council of the Alliance and the Representative Assembly. The Council of the Alliance (CA) serves as the upper house of the National Forum. Based off of the old Alliance's Security Council, the CA is headed by the Vice-President (who holds only a vote in a deadlock) and is made up of two representatives from each of the seven territories (who are elected every six years). The CA is charged with approving legislation proposed in the Representative Assembly, approving executive appointments, and approving foreign policy decisions. The Representative Assembly (RA) serves as the lower house of the National Forum. Based off the old Alliance's General Assembly, the RA is made up of a total of 1235 representatives, who are elected every two years. Each representative serves a district of 500,000 constituents. The RA is charged with proposing and passing legislation. In general, it is designed to serve as the policy-making body of the Federated Alliance (with the executive executing the policies created by the RA and the CA overseeing this execution). It should be noted that a 2/3 vote of the National Forum can overrule a President Veto and that a simple majority vote can overrule any presidential decision. The Executive Branch In theory, the Executive Branch is supposed to serve merely as the operating hand of the FPS Government, enforcing the laws passed and implementing the policies of the National Forum. However, in recent years, the executive branch has come to take the head of the FPS Government, specifically due to the national popularity of President Matthew Terrus. Headed by the President, the Executive Branch oversees all actual government operation. This operation is split up among a number of departments, offices, administrations, agencies, bureaus, and services, which are listed below. Department of the Interior -Public Education Service -Public Health Service -Public Welfare Service -Public Transport Service -Public Elections Service -Public Crisis Management Service Department of State -Federal Bureau of Records -Federal Bureau of Liscensing -Federal Bureau of Vehicles -Federal Bureau of Structures -Federal Bureau of Government Contracts -Federal Bureau of Labor -Federal Bureau of Commerce -Federal Bureau of Industry -Federal Bureau of Science -Federal Bureau of Oversight Department of International Relations -Diplomatic Service -Foreign Service -Humanitarian Service -Free Pacific Intelligence Agency Department of Defense -Office of Strategic Defense -Office of Armed Defense -Office of Civil Defense -Office of Veterans' Affairs Department of the Treasury -Federal Budget Administration -Federal Tax Administration Department of Justice -National Law Enforcement Agency -National Protection Agency -National Legal Agency The Judicial Branch Of course, things do not always go as planned in FPS, and thus enters the Judicial System. The Federal Judicial System consists of three different divisions: civil, criminal, and constitutional. By far the largest judicial division, the criminal division consists of four circuits: the capital circuit, the felony circuit, the family circuit, and the misdemeanor circuit. Each circuit, excluding the capital circuit, consists of a number of jury-based courts throughout FPS which rule on the guilt of criminals charged with federal crimes. As their names suggest, the felony circuit and misdemeanor circuit each handle felony and misdemeanor crimes (respectively). The family circuit deals with criminal matters involving children (including the prosecution of children). The capital circuit consists of only one court: the Supreme Court of FPS, which rules on the few cases (about one per year) in which the prosecution has asked for the death penalty. Perhaps the least useful judicial division is the civil division. Consisting of one circuit of around ten jury-based courts, the Federal Judicial Court Division deals with civil cases that involve federal legislation or multiple territorial laws. For the most part, it is corporations that see cases in these court rooms. The final and most powerful division of the Judicial Branch is the constitutional division. In total, the constitutional division consists of twelve different circuits: four criminal appeals circuits, one separate capital appeals circuit, three civil appeals circuits, and finally the Constitutional Court (which is counted as it's own circuit). As their names suggest, the first eight circuits each serve as appeals courts for the other two divisions. All Constitutional Courts are judge-based, most courts having 5 or 7 judges (the Constitutional Court of FPS having 7). Constitutional Division Judges are appointed by the President with approval from the National Legislature. Each of these courts has the ability to overturn any legislative, executive or judicial action (made by a lesser judicial body), and as such each of these courts serve as the final check and balance of the FPS Government. |
