Risk, TEP style?

So, I've gotten idea, and with my love of Risk style games, and games such as 'Rise of Nations', which has grown considerably as of late, I've come up with a suggestion for a game/minigame/whatever, for TEP.

I have to consult Pack/Kand/Loop to even get permission for it, as it'd probably require it's own subboard here in the OOC section for discussions, but it'd work something like this.

We'd use the same level of plots that current TEP has, and each player, would pick one plot or two plots. Each plot would be given 'ratings' (either decided by the players, the referee, or the owner of the plot in Real TEP), and the players would be allowed to either focus their strength in one plot, or in several, with 'stars' representing the strength, and ratings being given for the nations/plots (Or perhaps better referred to as 'states' for purposes of this game), and their star. IE, Veikayku could have a 2 defensibility, 1 in strength, and 1 in industry, with 2 'star', but if a player (say, wanted 1 Infinite Loop), and focused all of it's beginning 'stars' on Loop, Loop could have much better 'ratings' at the beginning than the states of the player who picked Veyakiu and other states.

Only adjacent plots would be attackable without an 'alliance' with another player, and each player would get a turn before the next player group. The turns and intentions of the players would be declared OOCly, and then played out in a thread in TEP's RP Ic section(perferably one thread) with a 'gamemaster' or 'referee' keeping those who read up to date with the current happenings, prior to this. The referee/gamemaster would also roll the die for the players to tell them the results.

I'm thinking that the plots would each begin with a '1' in their rating, with each additional 'star' giving the plots an extra boost.

Defensibility would be the nation's score for national character to 'defend the homeland', and the natural boundaries and patritans and such.
Strength would be military strength (and thus the strength of it's armies/ability to muster armies).
Industry would be the score for generation of stars. It would cost double stars to give more rating in industry.

If anyone is interested, I'll reveal my ideas for plot.
