Here's a draft based on discussions on chatzy ... Any comments or suggestions?

Proposed Delegate Election Procedures:
(1) Only citizens can vote.
(2) A citizen is defined as:
a. Anyone who already has the citizen mask on the forum
b. Anyone who voted on the ratification of Concordat, regardless of their vote. Participation equals citizenship.
c. Anyone who endorses the Concordat after ratification.
(3) Delegate candidates may self-identify, by posting in a forum created for this purpose.
a. Nomination period begins on January 11 and lasts for 72 hours.
b. A nomination needs to be seconded by another citizen.
(4) The campaign starts on January 14 and lasts for 72 hours.
a. Citizens may post questions in the forum.
b. Candidates should post answers in the forum.
c. There is a possibility of a live debate on chatzy.
(5) Voting starts on January 17 and lasts for 72 hours.
(6) Citizens vote in the forum, publicly stating their support for their candidate.
(7) At the conclusion of the election, WA nations are informed to endorse the delegate.

Proposed Magister Election Procedures:
(1) Magister candidates may self-identify, by posting in a forum.
a. Nomination period begins on January 20 and lasts for 72 hours.
b. A nomination needs to be seconded by another citizen.
c. There is no limit on the number of magister candidates.
(2) The campaign starts on January 23 and lasts for 72 hours.
(3) Voting starts on January 26 and lasts for 72 hours.
a. Citizens vote yes or no on each candidate.
b. A magister is elected if he/she receives greater than 50% of the votes cast in his/her election.
(4) The Magisterium will be seated on January 29 and will elect a Provost from amongst their membership.

If possible, the Delegate should have identified Viziers and Arbiters to be submitted to the Magisterium, so that those appointments may be completed as soon as possible.

Although its a generally good proposal, there is one change I'd recommend. Allow solely citizens (as defined by the Concordat) to vote. The Concordat is now in effect -- that seems only logical.

We did discuss this at length and I think I've represented the general conclusion of the 5 or 6 of us who debated it. I posted this in this restricted area and invited many of you to comment on it because I wanted to make sure all opinions are heard.

The Concordat is specific, as FPS notes. I think our concern was potentially limiting long time TEP citizens from the vote because they overlooked ratifying the Concordat.

We believed older citizens and those citizens who are upstanding but did not ratify should still be allowed to vote, essentially "grandfathered" in.

I like it but I would like to suggest some changes. [Opinion in RED]

[^I do know that some of it is intened for older members to be "grandfathered" in but why not just publically announce that you may vote on the first election but after a X-Date you have to endorse/ratify the Concordat?]

[^Like it, yes...but on #5, is that needed as a procedures? It's not exactly in the process...well IMO]

I like the suggestion of breaking it up into three sections, creating a general section.

For the citizens grandfathered in, do you propose all may vote, or only those who have ratified / have the citizen mask? answered

Point five isn't necessarily a forum process, but it should be stressed, even if we decide to drop it.

Although I appreciate the "grandfathered" concept, I've got to stress that the Concordat doesn't provide for anything of the sort, and I really don't think its a good idea to be going around the Concordat this early after its implementation.

What's more, older members are going to have to ratify after awhile anyway, why not just make it so that everyone has reason to do it immediately?
