Not sure yet on this, but before I say anything decisive, other than my basic goals and beliefs, I'd like to hear any questions the public might have.

For those who don't know me, I'm Warr, the Player of the Imperial Kingdom of Warre. I've been on NS for about a year, and TEP was my birth region ans is the only region I've really ever settled in.


It's a place I loved so much that even when the Phedre regime came to be and there were disputes and fights between the confederates and the empire, instead of doing as I would normally do, siding with my friends without qualm, I chose to be a mediator, knowing from the way she acted, and the fact we had few if any strong delegate candidates to unseat her, that she'd be there for a while and it was better to negoatiate, and to mediate things, giving forth ideas to help the region as a whole, regardless of who was the 'big boss'.

When Phedre continued her stranglehold, and made clear to me that there would be no democracy within her regime's rendition of the region, only masks, shadows, and the facade of democracy and caring for the people, I left. I left, and stayed inactive, focusing on RL stuff, until I heard that she had finally gave up.

I came back immediately, and helped where I could with the new government, and with RPing. That's what's brought me here. While I trust the other candidates, I think that I could do a good job as a delegate.

My platform is fairly simple, and that is that for the region to be active, we have to promote a community. As delegate, I will be posting in the RMB multiple times a day, and any person who I place in a position of being a minister will be expected to do the same. I will be TGing the populace of TEP often, and will be promoting the forums, because it's the easiest place to hear the people's wills.

Forum side, I will be promoting activity in helping new members get adjusted, and helping things move along. I will be suggesting, and for those who ask, helping, anyone who wants to learn to RP or who wants to get used to what 'position' they might fit within the RP section.

I'll be listening to the people and to my ministers, and this is more so on regards to security. I'll also likely be suggesting that TEP begin 'home growing' its self an army or more truthfully, a militia (being their purpose will be for defense.)

A set of questions for all of you. I’ll post them in all three threads. I apologize if your initial statements already cover some of this.


1. The Empire. Is it still around? Do we need to worry? What should we do to prevent their return?

2. Where were you when the Empire invaded? Is there anything you wish you had done differently?

3. NationStates is a game played at many levels. Some nations prefer to respond to a daily issue and nothing more. Some get involved in World Assembly. Some prefer to focus on role play in the forums. Others think the only real game involves invading and raiding. As Delegate, you have impact on all of these levels. How will you manage all these competing demands?

4. NationStates and The East Pacific are shrinking. NS2 is taking some of the players away. I suspect The Empire did not have a very positive effect on feeder regions. (It might be safer to be in a region with a Founder.) What are you going to do slow the region’s population loss, or better, what are you going to do to reverse the trend?

5. Foreign Relations. Historically, TEP seems more inward focused than other regions. Are you going to involve TEP in a broader outreach program? Will we have Ambassadors?

6. Does TEP need a military? Should we enter into alliances to defend other regions from The Empire or other invaders?

7. What are your plans for an endorsement cap? How different will the Vizier endorsement limit be from the Delegate?

Well, pretty straight forward questions, and yes, I've answered some of them, but I figure it never hurts to answer them again, to reiterate.

1) The Empire is still around, for sure. It isn't as much of a threat as it was before, but might be necessary to watch lest they see a resurgence we become the seat of another Gatesville and other extra-regional puppet delegate it. They left in my belief because they realized the people didn't want them, and no matter how much they harped, the people as a whole would not bow down. To prevent them from coming back, simply watching suspected Imperial nations should be enough. More importantly, we should strive to keep our community active. Telegramming members of the region, keeping them up to date with things such as the current WA voting within the region, and helping them find a place within it.

2)I was in TEP, not as active as I would've liked to have been, but here. When they invaded and it did not see like the confederates would through off their rule, I moved to consolidate things. To bring peace to the region and keep my friends (those who had been here in the first place, and whom were a huge reason why I even joined the region), from being banned as was the way of Phedre. I was also for a time apart of the Empire's 'upper assembly', which twas apart of their facade at democracy. If I could change anything during their regime about what I personally did, it would likely be the 'giving up and leaving' when it seemed impossible for us to throw off their tyranny.

3+4)I personally have always focused on issues within my nation, the WA, and RP. I've never raided or defended, but recently I've seen the need for defending. I will stride my hardest to keep the nations of the region informed on the voting in the WA in regards to TEP, and I will lead, and if necessarily man by myself, a movement to bring more players to the forums for the purposes of Roleplaying, voting on WA more properly, and coordinating and manning an army for the defense of TEP.

This movement will be aimed to welcoming members to the forum, helping protect the RMB, and will in all hopefulness, help reverse the trend of migration of TEPers to NS. I say reverse because I hope it will bring -more- populace to TEP. I understand full and well while people migrate to NS2, it's got more to do without community interaction, and forces it. Where as in NS, aside from answering issues, there's not much to do if the community isn't outreached to to help make it more cohesive. Smaller regions are naturally cohesive, because players -move- to them, and here many are only born. We need to make sure they are brought within our community and tied to it.

5) TEP will have ambassadors, and will have a forum within it to help promote community interaction in news brought to other regions. It will have more over than this, suggested ties to regions both feeder and not, for things such as combined roleplays and other combined efforts.

6) TEP needs a military. It needs a military, and on a case by case situation, if her legislatures and people see that it is a right move, it should move to protect others from the threat of the Empire and those which it is tied with.

7) My plans for the Endorsement cap are much the same as interim delegate ASBS's actions have. 50% Endo cap for normal citizens, with 85% for viziers.

How will you aim to keeping things interesting in the region. The recent crisis has caused increased activity and thats been great but we need to keep things moving now and show the world that The East Pacific is a place to enjoy. How would you propose to do that?

One of the best ways for feeders to recruit is image and international doubters have painted a very poor image of us in the recent past. How can we address this?

It is my opinion that the only way to promote ourselves and our image within the other regions of NS is to promote ourselves and our image within our region. This is why I believe we should up the anty for bringing nations which reside into the fold of the region's community, and strengthing her activities. A region such as our's, with at least 1,500 semi-active players in it, or at least nations, should have no problem mustering 30 plus people online in a day, nor should it have problem mustering active posts up near the same amount or more in a day.

We've focused on threats within our region, and those without, focusing on people, rather than ideals, or circumstances. Inactivity and lack of cohesion within our region's community are far larger threats than simple dislike by other regions.

Our focus should be to retain, and as we grow more cohesive, and our image as a stable and cohesive region grows, it'll be easier for us to recruit.

A good answer!

The Empire did many things we shouldn't praise and made many mistakes. It aimed to try new things in our region though. What lessons can we learn from the Empire's time in power about what doesn't work, but also what can work?

The answer to what we've learned about the region from the Empire's tenure as the ruling regime in TEP is simple. Regardless of how much a ruler or group of rulers harp about the region and their plans, without communicating with the region's populace, -and doing so in a matter that is friendly and exciting them to take part at that-, they're not governing or representing the region.

We've learned from them that TEP can hold an army, and that TEP isn't protected from invasion just because of its size and it's status as a 'feeder'. We've learned that on the contrary, it makes us need to be even more vigilant, and even more willing to discuss things with the other feeders, and to make sure our region has close ties.

Many of those who brought about the success of the invasion by Phedre were extra-regional, but some were natives, and they endorsed her, in my belief, because we were not 'unified' as a community, even so much as to have discussions with each other, even if we thought differently.

The East Pacific has traditionally always been a region strong on RP but weak in terms of regional governance. The importance of an active regional government have been made clear in recent months and the Concordat is clearly a step in the right direction.

My question is then, what do you intend do with the executive? What positions (ministers, etc) do you intend to have and have you any thoughts who you would have in those positions?

Unlike the other two candidates, you explicitly support a formal military for the region. As the Concordat does not address the issue of a military save for Article D, Section I - This Concordat does hereby invest the power of regional defense to the Viziers - what would you suggest, as Delegate, in terms of the formation, structure, and perhaps most importantly control of such a military?

Well, I can answer both of your questions at once, and if you don't mind, that's how I'll answer them. It's easier for me to explain my answers that way, and if you'd like me to answer your questions individually, I'll answer them.

I've explored other regions in my time on NS, even if TEP's always been my home. I've noticed their actions, and I've also heard from many people (thrice I've gotten offers to join the various military orders in the governments about joining them), about how things are run in governments other than TEP's. I've taken a note from some, but considered things in regards to others.

In regards to ministers, I will not be seeking to make things more bureaucratic than they have to be, and I will be simply making things as a result. In regards to positions I will have, there will be the a minister who runs the 'welcoming' program I have spoken of, both on forum and in-game, and there's not an -exact- decision on who'd make the best minister for that yet, but Todd McCloud might do well, as would A Slanted Black Stripe, if he wished to.

It's necessary with the lack of security we have to have a minister of intell, who's job will be exactly that, gathering intell and if they so wish using agents to gather it. The intell will be posted clearly, much like our current 'endo-watch'.

The government will have a non-Vizier [or any other governmental position] minister who is confirmed by the magistrate, and who's duty is 'overseeing' the region's military. Our region's military forces, -which I think is better to call 'the East Pacific Defense Force', as in my view and administration that's the primary use it will have-, will be.

Every member of the Defense Forces will of course be a volunteer [with the TEP government reserving the right to deny any particular member membership because of any number of reasons, the primary being a security or intell threat], and will be trained to work in squads of three [or five], and each squad will be in turn given to one of the viziers for direct commands and communiques. No more than one squad will be allowed per Vizier until every Vizier has been given a squad, and no Vizier shall command a squad not given to his command by the region's Magisterium.

I will be moving for the military to defend the region both by supporting delegates with endorsements, and assisting in 'don't endo' campaigns on those who are breaking the endo cap or nearly breaking it, but also for it to do so fairly openly. I'd like to see the military posting on the RMB, and assisting in keeping it clean. This will help us keep a strong image amongst our people, and lead to less chance of the Empire -ever- taking over again, and if they do, make their likelihood for keeping the seat for long next to null.

In any case where a Vizier must take a leave of absence, or there are suddenly more forces [who as individuals don't get along with each other] than we can place in squads to divide amongst the Viziers, I will take control of them. Not allowing myself to have any more than 10 more than the Viziers in numbers of soldiers. The civilian oversight will be reported to, and then be responsible for reporting in to the magisterium on any action we take, and for fingering any possible threat within the armed forces to the region, if it is not obvious. That is one of the biggest reasons why I don't want the civilian oversight to have any governmental position aside from his 'minister' position.

Likewise, for the Ministry of Foreign Affairs, I will be moving for civilian oversight, but not in the form of a simple person. We will have a 'news board', and we will have access granted to it for any citizen. The news board will be a place to collect the news we'd like to give, in-game, roleplay, and forum wise to our fellow nations, and the agents of the ministry, one placed per region, preferably via volunteers. The ministry of foreign affairs will also be responsible for with the help of Kandarin, coming up with possible intra-regional events to participate in with our region. If no one volunteers at all to be our 'agents of the ministry', I will deliver -myself- messages and the like to any region which recognizes TEP and it's concordant as legitimate, feeder or not.
