Well, since this is the judiciary, and I'm the representative of the legislature, I'd like to seek the judicial opinion of the Conclave as to whether the laws on the books passed prior to the new Concordat are still valid. If not, we would need to pass them again, and in that case it would be necessary for the Conclave to consider the previous laws valid until formally re-enacted by the Assembly and assented to by the Delegate. |

That depends on whether the government created under the Concordat is considered a natural continuation of the pre-Empire government. If we're just the Confederacy with a new face, then old laws might still apply. If we're starting from scratch, they do not. It is my opinion that the government created by the Concordat is not directly related to the Confederacy but instead something new and different, as evidenced by the radically different government structure and largely non-overlapping membership. |
