==Article E: Citizenship==

Section 1) A Citizen of the East Pacific is a resident of the East Pacific that has ratified this Concordat.

Section 2) Section 1 notwithstanding, the Magisterium may by majority vote grant honorable Citizenship to any individual, and that individual shall be considered a Citizen thereafter.

Section 3) The Viceroy shall be charged with overseeing the naturalization process and the Viceroy shall maintain a record of all citizens.

As per the Concordat above, I have gone through the list of accounts masked as citizens and created a record of their status. I'm not going to post all the data here unless asked (it's quite tedious) but some patterns and tidbits about the information stood out for me.

  • Excluding puppets, there are 33 players listed as Citizens who have a nation in the East Pacific. All of these have had some degree of forum activity in the last six months.

  • A fair number of active people who you would expect to have a nation in the EP due to time here or position either have timed out or have their nations somewhere else. I'm not going into details here unless asked, but would be interested in a campaign to get these folks to restore their nations and/or bring them back. This would be a useful task for the Magisterium once it is elected.

  • I had expected to find a fair number of nations who became Citizens long ago, lost interest in the forum, and still lurk around the EP incommunicado. There are in fact no such nations, although a substantial number did so and moved to other regions instead.

  • Quite a lot of interregional figures with no real participation here have Citizen masks and so have the ability to vote here despite inactivity. Whether this should persist is, again, an issue I would like to put to the next Magisterium.

  • The overwhelming majority of all forum accounts with Citizen masks are years inactive and no longer exist in NS. There are of course some past participants idled as well, but most in this group never contributed anything significant to the region. This great mass makes assembling data on citizens, as Viceroys are required to do, extremely difficult. I believe it would be wise to remove Citizen masks from most of these and assign Historical Protection masks to those who contributed. Again, this is something I would like to put to the next Magisterium.

An interesting assessment - I agree with your last point as well. There are some good citizens here that haven't been active in a while. Might be time to update the 'historical protection' category.

I really have noting to add to this discussion other than my vote of support into what you are planning on doing. I thought i just sound off on it if you were looking for other ideas or something.

Most people do that, which is okay. I do like to respond to people's posts though, lol.

I'm wondering if this might fit in nicely with the newspaper, such that a citizenship is also a (TGed) newspaper subscription. I'd have to ask the mods about whether it'd be okay to send to the Citizens outside of our region, though.

Hmm, now that is a good idea in of itself. It'll require a little bit of work, but now that [Violet] has decreased the TG wait time in between telegrams, it would be an easier task now, lol. I'll sit and watch as this develops, but I do believe this is a good idea that would give us a more 'personal' touch.
