After discussion in this thread http://z1.invisionfree.com/forums/The_East...?showtopic=7624 I would like to ask for a clarification. Is Todd currently serving his second or third term? Thanks. ~Dyr Nasad~ Provost |

No Delegate can run a term in which he was not elected by Citizens, as according to the Concordat. Todd has only been granted a few extra months as Delegate until the elections can take place. Delegate elections, to my understanding, were put on hold for the Magisterium elections due to the more immediate need to get a new law making body in place. |

Elections were delayed because of a (correct, as it turned out) belief that there was a dearth of candidates, with efforts taken to correct this problem. For one candidate to run unopposed would be more harmful in a growing democracy than a delayed election. This is not a criticism of any candidate and would be the case regardless of who ran unopposed. There is no way to vote for an indispensable man (or woman) and a region that believes there is suffers as a democracy*. Even Washington and Ataturk insisted on running opposed, after all. We now think there's a solution to be found, and elections should be announced very soon. As to the issue of the delayed election 'counting as' an unopposed election of the present Delegate, we are in a quandary. Either the delegate was re-elected unopposed (in which case the Concordat is violated, for it says that a delegate must be elected) or the delegate has served an unusually long term (in which case the Concordat is again violated, for it says that the term shall be six months). In either case the Concordat is not being followed to the letter, but I think we can agree that the region's top elected position being appointed without election is a much bigger problem than a small term irregularity. In response to this, rather than declaring Todd to be serving a third term, I would recommend (and soon will, barring serious objections) hold an election ASAP, either for a staggered 6-month term or for a reduced term if we wish to stay on the usual schedule. *For those who have no doubt wondered about this: I am aware of the irony of the eldest of feeder dictators making such an argument. However, the RR never claimed to be democratic, whereas the EP needs to be. |

Alright, thank you for your clarification as well, Kandarin. I agree that TEP needs to be democratic, and will wait for the Conclave to sort it all out. Thank you for your response. |
