WHEREAS It is the desire of the Viceroy to encourage citizens of TEP to remain active; and The Viceroy has conducted a thorough review of all nations seeking citizenship in the last six months and found eleven citizens for whom no nation exists and sent each a friendly PM asking them to please repost their ratification of the Concordat with an existing nation name; and The Citizenship Suspension Act states: Any one who is a citizen of the East Pacific and whose NationStates nation account has ceased to exist may have their citizenship and all rights and privileges pertaining thereunto suspended.; and The previous Viceroy has firmly established the citizenship status of forum accounts that have been inactive longer than six months; and It is the duty of the Viceroy to keep a list of citizens (lucky me!), THEREFORE The Viceroy hereby authorizes Arbiter Kandarin as Forum Admin to acknowledge the status of forum accounts who do not qualify as citizens by suspending their citizenship status in their forum grouping pursuant to the law of the region; and Any player whose citizenship status is suspended may seek reinstatement of citizenship in The Citizenship Thread at any time - and is encouraged to do so; and Any citizen displeased by this activity, which shall remain ongoing through the end of this term of this Viceroy, make seek relief from the Conclave in this thread. ... Fellow Arbiters: I reviewed threads previous to my election and this authorization seems to be consistent with a practice previously discussed and deemed reasonable. Your feedback in Chambers would be appreciated if you have any. No one is on trial and no one is losing citizenship. It's being suspended pursuant to The Citizenship Suspension Act until the players who fall under the act set their affairs straight. I gave every player who applied in the last six months - and faces suspension - the courtesy of a personal PM from me inviting them to set the record straight and how to do it. |

To clarify: I'm basically talking about suspending the citizen masks of the people who joined the forum in 2006, signed the governing document at the time and made three posts, and then disappeared. I'm exaggerating a bit and a lot of cases I'm thinking of are less extreme, but you get the general idea - there are some identifying characteristics that demonstrate with very little error which Citizens are never coming back. That said, there are also a lot of citizens who are never coming back but did make meaningful contributions while they were there. We have a seperate user mask for those - Historical Protection. They shouldn't be kept on the citizen mask any more than the ephemeral citizens should, at least not if we want the Viceroy to be able to send out election bulletins without a massive headache. |

Arbiter Kandarin has my deepest gratitude for helping me on this less than sexy housekeeping duty. If you would please PM me with your progress on Saturday at the latest, with your help I can post a current list of citizens before Magisterium elections begin. It is important to the stability, security, and the fun of the region that we keep track of this. To be VERY CLEAR to anyone who is accidentally caught up in this pinsweeping - and to anyone who returns to find their name removed from the list of citizens: no one is LOSING citizenship. The law requires that we restore the citizenship of anyone whose citizenship in TEP is lawfully (or accidentally) suspended if you are now eligible to be a citizen. We WANT you here and we welcome anyone back who has been inactive for any reason and for any period of time. |

I suppose I'm entitled to HP there too, then! :lol: And methink there's AirbusUK, somewhere... surely it has editing abilities. Not sure of the mask, though! EDIT... uhm... it seems AirbusUK has no more editing powers. Mind checking? It's ratherv useful for me, indeed...

Thanks. I just didn't want people trying to use those accounts and being unable to edit, but since you know you're not going to use it again, I'll take it off.
The HP is for people who made a meaningful enough contribution to the region that I hold out some hope that maybe, someday, they might remember us and check back in. If they do, I want them to know that they were remembered. I don't care what Kurd thinks, so he goes in the Member group.

I've cleared up some gray areas, done a little more investigation, and hammered out some kinks. I've also added a list of nation names to the lists of active citizens with either active nations or CTEd but identified nations, so the list can be used for TG campaigns to citizens as well as PM campaigns. And with that, I think the record is in good enough shape that the Viceroy can maintain it from here on out, although some investigation may be in order for the few remaining citizens with absent/unknown nations. The Ambassador thing is still a gray area, so I'm going over to the Magisterium to see if they can come up with criteria for user registration for an edit-capable ambassador usergroup and (hopefully) transfer of the rather large number of obvious ambassador-types to that group. I realize that many of the people I've categorized as "ambassadors" probably really are internal, just low-key, but if one is going to act only as an ambassador one shouldn't have to go through naturalization for it. |

I owe Kandarin a big hug. I never could have done this level of citizen list maintenance without his knowledge of TEP history. I agree that Ambassadors who don't have a nation here ought to have their own group. Anyone who applied for citizenship in the last 6 months whose nation was not found anywhere in NS received a PM from me at the beginning of the week asking them to clear that up. Last I checked, one of the eleven I contacted did. Please correct me if I'm wrong. In review of past election practices, the Concordat, and laws, it is my understanding that: 1. Not having a nation in NS suspends citizenship on two counts: - Concordat grants citizenship rights like voting to nations, not players - Citizenship Suspension Act 2. Not having a nation in TEP (being an expat) means you can't hold office, which implies that you can't run for it. 3. During elections, citizens continue to be naturalized, but moving to TEP during an election does not grant voting rights to new arrivals for half a dozen obvious reasons. I will post a list of Citizens tonight or tomorrow. It will not include players whose nations have not been found or are known to be CTE'd. If anyone previously granted citizenship feels unfairly excluded, they can post that complaint here or simply re-establish their ratification of Concordat and point to their nation in the Citizenship thread. Any errors or omissions will be corrected, and the list will be amended. Hopefully this major housecleaning will encourage activity and promote active and fair elections. EDIT: As a courtesy to older citizens whose nations are unknown, I sent a PM to all of them today asking for them to simply PM me their nation name. I will add them to the Citizenship list when they do. |

List updated - thank you for clarifications. :lol: Topoid, you may move your nations around as you please. It's a right in TEP. It also makes it more of a chore for us to keep track of Citizenship - but it's our duty and you may do as you please. But when we have an election and the rights of TEP citizens are an issue, it would be nice if veteran citizens just PM'd the Viceroy (me at this moment) if you have moved your chess pieces around and have a new resident nation in TEP so we don't have to "run you through security" again. Thanks! |

May I recommend an updated citizen list posted in the citizenship sub-forum? Maybe have it updated for elections and any other important events (or just say 'updated as of (some date)'). |
