In response to a post by Provost in Citizen Hotline, which read:

I posted:

Concordat states, "Each nation shall have the right to free speech and the government shall take no action to limit this except when a nation is determined to be acting deliberately to cause a public nuisance by the Conclave."

I can recall no determination by Conclave that a citizen posting in Magisterium regarding proposed legislation is public nuisance. Citizens may post in Conclave or Executive unless they are being nuisance - like interrupting a trial."

A review of these rules could be appropriate. Truly, it's up to them how they handle such things, but yeah. As far as this rule goes, for the time being, I just stick around the citizen hotline.

They, like us, have closed quarters to discuss things in private. I don't know the extent by which they use it, though. I don't want to know. But that option is available to them and it is a foolproof solution to keeping non-Magisters out of discussions. As in here, though, I think voting should be done out in the open. *shrugs*

There is no provision in the Concordat, laws of the East Pacific, or rules of the Magisterium that prohibits regular citizens from participating in debate in the Magisterium. I assumed such was the case (given the existence of a citizen hotline thread in the past) but have since determined such not to be the case.

Given that fact, I've archived the citizen hotline thread, and will not take any action in the future against non-Magisters participating in debate on the floor of the Magisterium. Then again, I wasn't enforcing the rule previously, so I'm not sure it'll have much of an effect.

I liked the idea of a citizen hotline post, for citizens to talk about stuff, but I didn't know if it should be the only place that citizens should be allowed to speak. Personally, I'd ope the hotline thread, but just have it such that citizens can post wherever, unless there are restrictions explicitly written. It's up to you guys in the Magisterium, though.

Provost has now posted in Magisterium the following:

"That does indeed appear to be correct. The Rules of the Magisterium do not, in fact, prohibit debate by non-Magisters. I can see no reason, as such, to continue the previous policy of preventing such."

I therefore consider this issue resolved at present.
