Why should convince you that I do when I proved that I can do?

I agree with the Concordat, is well made, but the problem is with limit endorsement.

I agree with the Concordat, is well made, but the problem is with limit endorsement.

You haven't convinced anyone at all. The fact that you're provoking us with "you're afraid of me?" isn't particularly helping your argument either. You're basically telling us that the endorsement cap be raised just because you want more endorsements. Please come up with a better excuse.

Our rules are very cut-and-dry. Just don't go over the cap. If you can't, we have to eject you. It's nothing personal, and I personally don't want to see you ejected, but that's our policy. If you don't agree with it, that's fine, but that doesn't stop the law from being enforced.

Now is the limit with endorsements, let's talk to change the rule, you afraid of me?

Once you become a citizen, you may propose we change the cap. But until that changes, you need to stay below eighty. Has nothing to do with fear or whatever. Just make your endorsements below eighty.

There is, so far as I can see, no reason to change the rule. 80 is a high endorsement cap, compared to many other regions, and an endorsement cap is necessary to ensure the survival of the regional government.

But, if you want to change the rules, I'd suggest getting involved. The next legislative elections are in a couple months; if you get involved here on the forums until then, you'll have a good chance of getting elected.

You can have up to eighty.

Really, all that could be said, has been said. Get below eighty, and things are fine. Remain above eighty, and you'll be ejected. That's all there is to say.

If I may ask, the only real point of endorsements is to become delegate, and to gain influence. Gaining influence takes forever in this region (I've had about 70-75 for a while now, still Minnow). If you don't want to be delegate, why do you care if you can't have more endorsements than 80?

Because the only reason to have that many endorsements is to become delegate. That is all endorsements do.

I do not want to be a delegate, I get along well with other nations, and with endorsements to prove that is friend with other nations, nothing more.

But having more endorsements than the WA delegate puts you in a position to take over the position, which cannot be allowed without consent of all involved.

It doesn't matter whether or not you want to be delegate; the fact that you can be put into a position where it threatens the security of the region is grounds enough for the endorsement cap.

What part of that do you not understand? Or are you just playing stupid?

I'm careful not to get delegate, this is not the problem. If we constantly communicate with each case when I have a much endorsements to take steps with endorsements.

I'm just curious, since endorsements seem to mean something very important to you - is there a specific number you're trying to go for? Or are you just trying to endorse every single WA nation in the region?

It is important for me = it important to you.

I just try endorsements for nations which gave me endorsements. If we have not received endorsement, do not give endorsement.

These are all nations you endorsed which did not endorse you first.

I have every WA in the region dossiered, and I can see all the endo-trading that goes on by looking at my reports page. Taking a look at what went on two weeks ago makes it very obvious that you are endorsing nations that aren't endorsing you.

Now, there is nothing wrong with endorsing nations that aren't endorsing you, but, that means you were lying when you said you weren't doing that. You will of course understand if I don't take your word for complete truth when you say you do not wish to be delegate.

....... Wow I had this same conversation with him over TG i don't think there is much else to do. I thought having other people also explain it to you other than me would help you understand but I was wrong in that regard..

It's simple... 80 and below you are good to go.

80 and above and you are banned after a warning.

It's also not my job to go and inform everyone one of our rules. I don't have that kind of time in my day. It's assumed that you will do so yourself and if you don't then you will be told when you break it. Stop being so militant about this and just take what we told you here and learn. These are our rules, they don't change because they work.

I gave endorsements and expect to receive endorsements, if not receiving, I will withdraw my endorsements... is simple! I waited a few days that may be inactive for some reason.

You have tried to understand me? I think not. Here is the problem. The motto is in contradiction with the rule by limiting endorsements.

Section 5) The Delegate may appoint Ministers to perform any of the duties of the Delegate or to advise the Delegate

Section 6) The Delegate of the East Pacific shall not serve concurrently as a Magister, Arbiter, or Vizier.

Section 7) The Delegate of the East Pacific may order a Vizier to assume the Delegacy temporarily in order to provide for the security of the region. The Delegate may retake the Delegacy at any time after that point.

Section 8) An individual that has assumed the Delegacy through a means other than that provided for by this Concordat shall not be recognized by the government as Delegate.

==Article B: Legislative==

Section 1) This Concordat does hereby invest legislative authority in a Magisterium, which shall be the sole legislature in the region.

Section 2) The Magisterium shall be composed of Magisters elected every 3 months by the Citizens.

Section 3) The Magisters shall elect a Magister as Provost, who shall preside over the Magisterium's meetings, represent it to the Executive and Judicial, and keep a record of the laws of the East Pacific.

Section 4) The Magisterium shall pass laws by majority vote.

Section 5) The Delegate shall have the power to veto any law passed by the Magisterium.

Section 6) The Magisterium shall have the power to override a veto by a 3/4 vote.

Section 7) If the Delegate does not veto a law passed by the Magisterium within ten days, it shall be enacted.

Section 8) The Magisterium may ratify by majority vote a declaration of war or treaty submitted by the Delegate.

Section 9) The Magisterium may appoint Arbiters nominated by the Delegate by majority vote.

Section 10) The Magisterium may appoint for a life term Viziers nominated by the Delegate by a 2/3 vote.

Section 11) The Magisterium may remove an Arbiter by a 3/4 vote, or the Delegate or a Magister by a 2/3 vote for absence or high crimes.

Section 12) If the Delegate is removed, the Magisterium shall then select a Vizier as Acting Delegate until a new election for Delegate has been held.

Section 13) A Magister may not serve concurrently as Delegate or Arbiter.

Section 14) The Magisterium shall meet in open session except when it is agreed by majority vote that a closed session is necessary.

==Article C: Judicial==

Section 1) This Concordat does hereby invest judicial power in the Conclave, which shall be the sole interpreter of this Concordat.

Section 2) The Conclave shall be composed of an odd number of Arbiters but there shall not be more than seven Arbiters at any one time.

Section 3) An Arbiter shall not serve concurrently as a Magister or the Delegate.

Section 4) The Arbiters shall elect from amongst themselves for a term of six months a Viceroy, who shall oversee the proceedings of the Conclave and administrate all elections in the East Pacific and represent the Conclave to the Magisterium and the Delegate.

Section 5) The Conclave may rule on the actions of the Delegate or laws passed by the Magisterium and nullify and prohibit any which are contrary to this Concordat.

Section 6) The Conclave may judge the actions of any nation in the East Pacific for violation of this Concordat and the laws of the East Pacific and sentence those found guilty.

Section 7) Trials in the Conclave shall be in open session.

Section 8) The Conclave may remove a Vizier by 2/3 vote for absence or high crimes.

==Article D: Viziers==

Section 1) This Concordat does hereby invest the power of regional defense to the Viziers.

Section 2) The Viziers shall be charged with removing from power any Delegate removed by the Magisterium or any individual that has illegally seized the Delegacy.

Section 3) The Viziers may temporarily remove the Delegate if the majority of Viziers believe beyond a reasonable doubt that the Delegate has acted to destroy this Concordat. This removal must be confirmed within seventy-two hours by a 2/3 vote of the Magisterium or a decision by the Conclave or the Delegate shall be reinstated.

==Article E: Citizenship==

Section 1) A Citizen of the East Pacific is a resident of the East Pacific that has ratified this Concordat.

Section 2) Section 1 notwithstanding, the Magisterium may by majority vote grant honorable Citizenship to any individual, and that individual shall be considered a Citizen thereafter.

Section 3) The Viceroy shall be charged with overseeing the naturalization process and the Viceroy shall maintain a record of all citizens.

==Article F: Rights of Citizens==

Section 1) Each nation shall have the right to free speech and the government shall take no action to limit this except when a nation is determined to be acting deliberately to cause a public nuisance by the Conclave.

Section 2) Each nation shall have the power to make such alliances as it sees fit, so long as these alliances do not act against the East Pacific, nor violate this Concordat.

Section 3) Each nation shall have the right to a swift and impartial trial by the Conclave if action is taken against them by the regional authorities.

Section 4) No nation shall be tried twice for the same offense.

Section 5) No nation shall be forced to incriminate itself.

Section 6) Each nation shall have the right to legal counsel in a trial before the Conclave.

Section 7) Each nation may enter and leave the region freely, unless that nation is convicted of a crime by the Conclave. Citizens shall upon leaving the region surrender any governmental roles outlined in this Concordat and unless granted honorable citizenship may not hold such roles until they return.

Section 8) Each nation that is a citizen shall be free to serve in any office in the East Pacific but no nation shall be granted a title of nobility by the government of the East Pacific and no citizen shall accept a title of nobility from a foreign government.

Section 9) All rights not in this Concordat described or reserved to the government shall remain in the hands of the individual nations.

==Article G: Enactment and Amendment==

Section 1) This Concordat shall take effect following a simple majority ratification vote of nations of The East Pacific publicly on the offsite forums, to be overseen by the Elders.

Section 2) The East Pacific Elders shall oversee the first elections for Delegate and Magisterium following the successful completion of the ratification process. This voting shall take place publicly on the offsite forums. The Elders shall cease to function thereafter.

Section 3) The Magisterium shall have the authority to propose an amendment to this Concordat by a 2/3 vote; such an amendment must receive the support of 3/4 of those Citizens voting in a referendum administered by the Conclave.


You rights are clearly outlined here along with the the ability for the government to impose laws upon you.. read it carefully.

It doesn't have to because of these. The endorsement cap is a law that was passed by the magisterium.

Recommend this thread be closed. We've kind of beaten the dead horse out of this one, I don't think much will be accomplished that already hasn't been said. Just IMO.

My legislative proposal:

- The Delegate of the East Pacific shall be with minimum of 75% of total endorsements.
- The Viziers of the East Pacific to have up to 65% of total endorsements.
- Citizen/Member of the East Pacific to have up to 50% of total endorsements.

Region's statistics by Romania and Moldova:
(statistics generated today: 25 octomber 2005, 04:00 AM)

Members (with Members WA) of region are: 2425
Members (without Members WA) of region are: 2170
Members WA of region are: 255

And now to calculate:

- The Delegate should have (minimum): 191 endorsements
- The Viziers should have (maximum): 166 endorsements
- Citizen/Member should have (maximum): 140 endorsements

Hint:
Calculation to be done once a day or week
