A nation banned by a previous Conclave was found to have been deliberately a public nuisance and returned to request a new trial on the grounds that the previous trial was a "popularity contest." A majority of current Arbiters do not see it that way. We are loathe to consider questioning the precedent of Conclave. A matter would have to be so manifestly unfair and the probability of having it overturned by new evidence would need to be both reasonable and convincing for this Viceroy to contemplate that. There is no new evidence. The ruling stands. No new trial. |
