As some of you may know, the Concordat currently provides for the Delegate to enact passed legislation by signing it, or to prevent the implementation of passed legislation by vetoing it. But the Concordat does not specify how this procedure should occur. To address this serious shortcoming, I propose the following amendment to the Concordat.

I would like to have the Provost sign legislation in the event of Delegate absence. It's just a personal preference. The potential lack of any signature after seven days feels incomplete. |

I thought that was what we've done, in all honesty. Unless the delegate vetoes it, the bill passes over to the Conclave, right? |

Not exactly, no. The Conclave holds the authority to declare legislation in violation of the Concordat -- but it doesn't have to approve legislation for that legislation to be enacted. The bill enactment procedure is completely independent of the Conclave -- the Conclave merely holds the right, at any point after its enactment, to declare a law in violation of the Concordat. Right now, the Concordat provides for the vetoing of a bill but not for the signing of the bill and the Concordat fails to address what happens if the Delegate neither signs nor vetoes legislation. That seems like a pretty big hole. BGP, I'll edit that in. |

Ah. Actually, I did miss that passage, so this is not necessary. I apologize for wasting everyone's time. On the one hand, Barb, you have my thanks for pointing this out. On the other hand, Barb, I ask that you try to remain more respectful in the future. While I know that we have our differences, I am not the only one that believed this problem to exist, and either way, the insulting attitude displayed in your post was unnecessary. You could simply have stated "this is actually unnecessary because..." You didn't need to mock me and then demand explanation for my proposal as though its some sort of evil. I withdraw the proposal. |
