Tightening the Adspum Limit

It appears once this bug is worked out, the century theme will indeed be the new look for NS. If you look at the new format, as it stands now, you'll notice it allows for much more text. An ad that would be thirteen lines could be ten lines under this new format change. Therefore, I believe we should prepare ourselves for such a change.

I propose the following change. The colored text is the change, strikethrough text is basically what would be replaced.

I got the numbers from doing this simple study.
I'm pretty much good with lowering this number to 5, personally. But in the spirit of congruency, 10=8, minus any spaces and such. Second change, well, we've been doing that anyway, so it just changes the law and not what we've been doing.

If the proposed change does go through and regardless of whether or not people have the option of opting in or out of it, perhaps it is time to suggest a word limit as well as has been suggested in another thread.

I'm really not keen on spending more time than I have to with regional ads, so I'm against using the word count thing. Also, restricting them to the format mentioned above would just give us headaches, because any recruiting nation would probably get a first warning off the bat since I doubt any of them take the time to read are adspum rules before we warn them in the first place.

I think the line limit is the best to go. For the new format, 10 lines of text now = 8 lines of text for the new format. But then again as Topid pointed out in another thread, if we're possibly going to have this interchanged between the two, we can still keep our ten line rule. So long as the old format is being used, I don't see a need to change the rule: we don't need to worry about how it comes off on the new format then. Which is kind of why I added the qualifying remark to the first change, lol.

Second change is essential though, in my opinion, since we all do it anyway.

While it would be nice to not have spum but we also have to realize that we are a feeder region and one of the lifebloods in a way to the rest of NS. Are we always going to get RMB spum? Yes, no matter how you look at it, but we can still only be but so restrictive.

Am I saying I agree with RMB spum? No: because TG recruiting is more efficient.

Now when it comes to a word limit or a line limit... I'm going to have to pick the line limit because personally when we start to count down the words... That's um well how do I say it... crazy; a line limit is more realistic IMHO.

With that said, I am in support of the suggested changes.

In all seriousness, I like the changes by Todd. Nothing is drastically changed. It's just an evolution of game-play and appears to be fair to both region and recruiter.

Given that there is a general consensus on this matter, I propose the following specific language.

Section 2. Title and Enactment.

(a) This act shall be known and cited as the 'Regional Message Board Regulation Act'.

(b) This bill shall be enacted whenever both of the following terms are met:
1. The Delegate signs this bill or the Magisterium passes a resolution to overturn Delegate veto.
2. NationStates fully adopts the century theme.

© Upon the enactment of this bill, the regional message board regulations in effect prior to the enactment of this bill shall stand repealed.

That's... what we're not so sure on. Basically, I want the line limit change to go into effect *if* the century theme is the only theme we have to choose from, otherwise we'd just go by what we have written already and use the old theme as a reference.

Also, I hate to be 'that guy', but it seems to me the law didn't really need a complete re-write - only the first point really needed an additional qualifier to it, and the final statement needed to be edited. Also, that law becomes enacted when and if we adopt to the century theme fully, which sort of nullifies the one thing we need to change in the law (the point that any nation can warn an offending recruiter nation) until such changes go into effect.

No, I asked on the NS forums, Violet said the other would be available also as long as it was technically possible.

But that doesn't make as much of a difference now. When Violet originally showed us Century the RMB lines were MUCH longer. The newest version of the century theme is has shorter lines. I just looked at a post 9 lines long in current version and it was 8 lines long in the century version. So the difference between the two isn't as radical.

I don't think the themes are really an issue anymore, the question is just do we want to tighten the restrictions?

If the final version of the century theme has a RMB line difference of 9=8, I think it becomes too trivial an issue to change adspum regulations.

Noted and agreed. With that respect, no, I don't think we should tighten the adspum restrictions: it would be a headache to re-educate advertisers that we've changed our rules, especially since I doubt they're checking on how we're updating our laws. Yeah, I don't like adspum either, and wouldn't have a problem with making it shorter. But I also want to avoid the drama that comes with suddenly changing our restrictions, dramatically.

The laws in place right now are good enough. 10 lines is very fair, and it doesn't rely on a word count (like I said I'm not going to spend the time counting words or inputting the spum into MSword and have it count the words, as that sort of defeats the whole purpose with trying to get people to spend as little time as possible with those ads, lol)

The other stuff is fine too. Bold, excessive punctuation, etc. Really these are not tough rules to follow.

However, I do recommend that we change the last part to allow for any citizen to warn a spummer, as outlined in the OP.

Can we go further and say any ad over 5 lines is violating our rules? Really....I have done advertising and I have done ad-spum cleanup.....there is no reason why the line limit should be over five. There really is nothing "new" you can put in an ad that requires anything over five lines to say.

Feeders set the bar for NS accepted behaviors a lot of times. We are the first region's new members come to and therefore, should hold the highest standards of conduct. Five lines is my suggestion. Keep it below five, short and sweet.

I know....this is coming from ME of all people. :lol:

It is in bold how I think it is suppose to read. It's already at 10.

We're keeping it at 10 because the RMB changes in the new Century theme are too trivial to warrant a reduction. I think the testing came out to something like 8 new lines equals 9 old lines. The only change is the addition of Section 2 to bring the law in-line with current TEP practices.
