Counter Admiral Emelia Aleksandra Borislavia nodded. "That sounds reasonable. We are currently building another Admiral Kuznetsov-class aircraft carrier, and we have some extra Rajput-class guided-missile destroyers, Moskva-class carriers, and one Los Angeles-class attack submarine. It might be best to have several fleets working together, patrolling the Gulf. Simply having one fleet doing all of the work would be defeating the purpose of this alliance, as all the pirates and smugglers have to do is avoid that one fleet. Other than that, the idea seems sound."

The Congressman nodded as well. "I see no problem in working together to reap the benefits of such an alliance. Tariffs shouldn't be any problem since Vulshain has already abolished all tariffs upon the election and crowning of King Samuil Rainard last year in August."

Serj nodded. "I agree. One fleet isn't enough to patrol the entire Gulf. We could divide the Gulf into sectors, and each fleet provided would cover a sector. If each fleet works cooperatively, they could come to each other's assistance and relay locations of possible pirates or terrorists. Tariffs should not be an issue, as we currently have no tariffs against any possible member nation."

Imanov took in the information the two delegates provided with regards to trading policies abroad to their nation. He leaned back in his chair as he listened to those in charge of war machines divy up responsibilities.

"Hold on," Evesuni said after setting his glass down. "Listonia does not have an adequate navy. And our nation has already been attacked by Dveria. We stood down one attack for the good of the Listonian nation and the region around us. We can't be expected to donate ships to this alliance when we need all the defense we can muster against hostile nations around us."

"Your nation has already been taken into consideration, Lithe-" Lebivistre replied, his eyes looking directly into Evesuni's. "Premier Evesuni."

"Lithe?" Imanov asked.

"I sometimes speak faster than I think," the Ler Commodore replied with a chuckle. "My apologies. But Premier Evesuni does have a point. While I do agree the combined efforts of Southern Yugoslavia, Vekaiyu, and Vulshain would be sufficient to guard against attacks, Listonia does not have as developed of a naval program." He looked back at Evesuni. "Vekaiyu will shelve Listonian responsibilities. But we will still need continuous funding to maintain our fleet."

While the other Vulshainian delegates did not give the mistake a second thought, Podpolkovnik Burkhard Vladilen, Jr. was. He raised an eyebrow, wondering what was almost spoken.

The Congressman thought for a moment. "The funding could be drawn from the increased trade, especially since this trading alliance will help bring in more revenue for all of our nations."

Counter Admiral Emelia Aleksandra Borislavia then added, "Vulshain might be able to assist. We could have half of the Southern Fleet reinforce Listonia in case of future Dverian attacks. Although, I'm curious. You have to excuse me, but our military intelligence on Dveria is very limited. It might be a good idea if Vulshain knew what we are up against."

Evesuni grimaced. "They have warheads and are either a part of the Warreic empire or are a subsidiary. I don't care about the technical jargon but if they could probably use their whole fleet if they wanted to. They shot off some chemical warheads at us. Oh sure, there have been conferences to limit chemical weapons and their effects on nations, but when it comes to Listonia nations turn a blind eye. Did anyone offer to protect us? No. Did anyone offer to fight back? No, no. Not even Vekaiyu." He turned to Lebivistre.

"It is not our position to entice a continent-wide war," he replied. "We have sent aid among other helpful pieces."

"And that's been the problem. We're the weakest state. We're behind everyone else in the continent when it comes to military strength. Rykkovaa has been picking fights on our borders too. Look, a sea alliance is fine for me, but we need border protection from these bastards."

Imanov nodded. "I see his point. But I thought it's been rumored Listonia and Vekaiyu were talking about some kind of economic and military union?"

"It's been talked about," Evesuni replied. "Listonia is having problems maintaining itself. And when we have three hostile nations bordering us when you include Elephana, we're quickly becoming the pincushion of the continent."

"Actually," General-Major Jiesama Manond said in response to Evesuni's statement about the incident involving the Dverian attack on Listonia, "Vulshain tried to intervene on your behalf. When we detected the missiles, we attempted to intercept them, but unfortunately, the Southern Fleet was busy trying to combat the Maxist insurgents in Vekaiyu during Vekaiyu's Civil War last year. That doesn't mean we didn't try to intercept the missiles. We scrambled several fighters to try to reach them in time, but no such luck. After the attack, the Southern Fleet put every single fighter and bomber on high alert, so should Dveria attacked again, we would be ready."

The Congressman spoke next, "And the Ministry of Foreign Affairs and Relations tried to find out what was going on by contacting the Warreic government, but we never did get a response. And speaking of Rykkovaa, after the conflict between Listonia and Rykkovaa began, Vulshain immediately contacted Rykkovaa to see if we could mediate the situation. No luck, although we did mention that King Rainard would be visiting Listonia and well, it doesn't take a genius to know that trying to invade another country when the leader of a third country is visiting usually results in a huge diplomatic fiscaco. King Rainard may even visit Rykkovaa to see if he could convince the government of Rykkovaa to settle the matters between your two nations peacefully. And before you say it, yes, Vulshain doesn't have a say in the matter and probably doesn't have a right to intervene, but in the interests of regional peace, I can probably say that we all here would like such situations resolved peacefully and quickly with little bloodshed if possible."

Counter Admiral Emelia Aleksandra Borislavia then asked, "You mentioned chemical weapons were used by Dveria. What exactly were the chemical weapons? Nerve gas? Chlorine? If Vulshain can provide medical assistance, it might be useful to know what we are dealing with."

"...And Vekaiyu has monitored the Dveria missile shield and the border clashes with Rykkovaa, not to mention fighting for your state's independence years ago," Lebivistre added. "I understand your frustration, Premier Evesuni, but one must also be careful in what one says." The old Ler Commodore eyed the premier.

"It doesn't change our position," Evesuni replied. "We are a relatively flat nation of agriculture. Armies could sweep right through us if they wanted."

"You underestimate your support group," Imanov said. "I think it's within everyone here's best interests to keep Listonia productive. Your state feeds millions upon millions of people each day, and to scorch your lands would only harm those around it." He folded his hands in front of him.

"With regards to the chemical weapons, that's unknown," Evesuni replied. "Vekaiyu seems to deal with nerve agents and they haven't launched those off. Just hallucinatory ones, I've been told. I've personally not seen them, but I believe it is quite potent."

"They used such weapons on Vekaiyun troops when they entered Dveria," Lebivistre added. "We still aren't clear of the effectiveness of their weapons, or how the effects seemed to wear off."

The Vulshainians listened closely to conversation. "Hallucinatory," the admiral asked. "That's kind of broad. When Merrill Rivers was in power, he had a lot of WMDs produced. Took us awhile to get rid of them all. Has your military given any reports of what the chemicals do? Rage, fear, terror, uncontrollable laughter?"

Lebivistre nodded. "That sounds like a fair assessment from what I have heard. It seems to be difficult to describe."

"The missile hit Elephana didn't? Is there any word from them?" The congressman asked.

"None," Evesuni immediately replied. "The relationship between that country and Listonia has been frigid at best. It's not like they have the resources to combat such a thing either."

"Is it being contained?" Imanov asked.

"For the time being. Our Eastern Army Group is working to fix the problem, but between that and our Southern Army Group that is maintaining a front on the border of Rykkovaa, our forces are exhausted."

Lebivistre shifted his eyes over to Evesuni's screen. "It may be helpful for Vekaiyu to provide military assistance." He sighed. "Even a General knows the best way to strengthen an economy is to join a winnable war."

"It will be considered," Evesuni replied. "It's not much of a secret these days that Listonia is in dire straits and Vekaiyu wants the territory."

"That is up to our Kivreskov to decide. Even as we speak they are assessing the situation. Their decision will be influenced by the current state of Listonia, including military fears."

The congressman sighed. "It might be best to try to resolve the situation with Elephana diplomatically before using military force. We don't want to give Rygard something to use against us. Vulshain will try and see if we can talk to Rykkovaa to back off."

"Are there any nations near Rykkovaa that might help," the congressman asked.

Might give everyone time to think about the details." He and the General-Major smiled at each other (OOC: Judging from what I know of Vekaiyun customs, Vulpines don't sleep with non-vulpines ;) ).

Ezekiel rt2 waited nervously outside the Yvesilesi building. His vulpine disguise has already started to give his real skin an almighty itch. The weather did not help either.
As he scratched his fur, he wondered why he was suddenly given the order to gather information from a supposedly insignificant meeting. He knew the Vekaiyun language and customs enough to be suitable for such task, but to make him work just after he escaped the hellhole in the sea... that pushed the limits of even his hyperactive self. Furthermore, probably he'd need to update the people at the headquarters that knowing a custom is not the same as being proficient at it. He noticed how the building guards seemed to give him the dirty look as he tried to mingle in with the crowd. He thought that sniffing one's own tail is a vulpine way of showing meekness and ignorance, but with all the eyes looking strangely at him when he did exactly that, he's not so sure after all.

As he ranted ceaselessly to himself, a vulpine urchin ran out excitedly of the building. He passed by the guards effortlessly and with the least suspicion, judging by one of the guards' big yawn as the boy walked out into the street. The boy paused and looked around for a while, until he spotted E-rt2 brooding in a dark corner of the street. The kid calmly walked towards him and stepped on E-rt2's tail, sending the daydreaming agent yowling back into sense, even though the tail isn't even real. E-rt2 glared at the boy through the pain, and found out that it was the boy he sent into the building several minutes earlier to do... something.

After E-rt2's bout of pain ceased, the boy handed out what appeared to be two crayon sticks to him. E-rt2 looked at the sticks, and asked if the boy had done what he was supposed to do in the building. The boy nodded, saying that he scrawled something on the almost every doors of the building, right until the interior guards chased him out. He started scrawling some words on the ground with the crayon to show what he did.
It's a sentence written in Vekaiyun script that proudly said 'Lebishia wz ere'. E-rt2 shook his head in disbelief after the boy finished writing. Well, at least it's normal enough, he thought.
The boy demanded that he be given some sort of compensation in return for all his trouble. Although E-rt2 didn't recall about promising the boy anything, he gave the boy a Fyrdowsi 20 deenar coin anyway. The boy smirked with glee, dropped the crayon sticks and left the place right away, all the while showing the coin he got to every random strangers on the street.

E-rt2 quickly picked up the crayon sticks and went into a dark alley further away, where he could still see the building and be hidden from sight at the same time. After making sure that his venture point is safe, E-rt2 took out a big piece of brownish paper out of his pocket and placed the two crayon sticks right in the center of the paper. He put both thumbs of his hands overlapping the two bottom corners of the paper, and calmed his mind before uttering the enchantment for the Stenographic Scryer power word.

[Arabasque]"In the name of the Creator who created everything, let the inanimate be the witness for thy servants..."

Immediately, the crayon sticks began moving by themselves, hastily scurrying about on the paper as they jotted down many words that formed a series of seemingly incoherent sentences. These crayon sticks are just normal everyday kids' accessory easily bought anywhere, but they were enchanted with the Scryer's ability to memorize voices and sounds into its material. Used properly, the technique could bypass even the heaviest military scrutiny.
E-rt2 studiously investigated each words as they materialized onto the paper. There are lots of noises in the building, but fortunately the enchantment was locked in by a specialist cleric with good experience in differentiating human voices from background noises.

"Mwah... mwah... umhh...mwah.. more.. don't stop...grunt? "

Baffled by the strange messages, E-rt2 checked the locations where the enchantments are inscribed, and found out that not only were the words scrawled on the doors, they were also scrawled on other inappropriate places like kitchen walls, corridor floors and even toilet bowls. He groaned, and swore that it would be the last time he would ask a kid to do something.
He rigorously went through all the sentences, skipping the unintelligible groans and grunts and senseless monologues. Finally, he found what he was looking for right near the end of the whole text. It was a series of conversation by several high-ranking officials, tapped near some kind of meeting room. The lecture went on and on and on with several deviations from the main topic, but E-rt2 could guess what was going on.

"Hmm, so the nations are mobilizing their naval fleet now eh? The Fleet Admiral would love to hear this."

Using his mediocre origami skill, E-rt2 managed to fold the paper into something that resembled a bird with bloated beak. He then dusted the paper bird with bits of earth and dust he scooped up from the alley's surface. He held the origami bird on the palm of his hand, and whispered to it the coordinates of the Privateer Fleet's control center.
Immediately the paper bird came to life, flapping its paper wings and tumbling down to the ground as it struggled to beat its paper-light wings against the thick air. Like a baby bird learning to fly, it jumped up and down on the ground before finally lifting its body off into the air.
E-rt2 watched as the bird flew off into the distance. He hoped that no real birds would see his messenger origami as a food source. The InstaPost brown postal paper is not easy to come by, and he only had a few sheets with him in this distant land. Some of the more amiable residents here had shown him how to communicate using a device called a telephone, but the dials and the buttons confused him too much, he decided to give up trying to use it.
In the meanwhile, E-rt2 figured it'd be better for him to just enjoy the city-life.. and the itchy feeling of wearing a vulpine's disguise suit. The boat back to Fyrdowsi can wait.

As soon as E-rt2 returned from the alleyway, a Vekaiyun guard toting a well-polished assault rifle approached him. Most people around the area didn't pay too much attention - they were used to paranoid guards by now. Whole generations had been exposed to them, as Vekaiyu was in some ways overly suspicious of odd behaviors. This was one of such circumstances.

"We have been getting reports of a man that fits your description doing some uncharacteristic and improper actions near this governmental property. We also have witnesses who claimed to see you interact with a child who had drawn markings on some of the doors inside." He looked him up and down. "Present identification." He then looked past him. "And what business did you have doing back here?"

As soon as E-rt2 returned from the alleyway, a Vekaiyun guard toting a well-polished assault rifle approached him. Most people around the area didn't pay too much attention - they were used to paranoid guards by now. "Uh.. mister... I didn't do anything! I swear! I was just looking for a decent booze!", E-rt2 countered in defense. He fumbled to find the fake identity card given to him just for this purpose. He pulled out almost every paraphernalia he had in his pockets; lint, rocks, convenience store's receipts, breakfast leftovers, anything but an identity card.
He felt a rectangular thing in one of his many pockets. Feeling that he got the right thing, he confidently pulled it out and showed it to the guard.

It was his official Fyrdowsi Oversea Operatives badge.

"Oh crap..", E-rt2 groaned.

The guard arched an eyebrow and forced him against a wall. He motioned for other guards to come toward them. "Are you familiar with this identification?" he asked.

"No," one guard said.

"It has the Fyrdowsi flag on it," another one commented.

The guard from before grimaced. "Well, we will get to the bottom of this. Come with me, you're going to answer some questions."

E-rt2 cringed as he was pushed snout-first onto the wall. Only one of his hand was free now, and it's not possible for him to create any good invocation without forming any hand seal. If there's ever a time when he regretted sleeping in the Stilled Invocation class, it's definitely now.

As they tried to drag him away for unknown reason, he gesticulated wildly and told the guards every single excuse that came across his mind.

"Hey, dude, I got this from the trash can. It's exotic, y'know. Could sell well. When does anything ever comes out of that hermit state? Hey, you want some pot?"

"Do not resist or we will be forced to take action to subdue you!" one of the guards remarked. They continued walking the man to a corner where a police car had pulled up. Inside were officers who awaited the deliverance of the man, dressed in the common Calesu province officer uniform of black with green and yellow trim. The people around didn't really seem to take much note of the scene before them - such scenes had been common for generations and, while not nearly as common as it had been in the past, Vekaiyun police forces worked hand-in-hand with the military, and the threat of spies and potential Maxist sympathizers kept their paranoia in check.

Another guard looked at his badge, unable to make much of anything out of it. "You are being held under suspicion and will be required to answer questions."

E-rt2 threw up his hand to surrender. He could already saw more of the guards pointing their metal sticks straight at his face. He did not think getting the metal poles repeatedly bashed onto his face was a good thing to have. Then again, he's definitely sure those metal sticks were not meant as big bashing weapons..
As he was paraded through the streets, he could hear some of the people in the crowds chanting something like "Maxist... Maxist...". He figured that it must be some kind of hero in this vulpine state, so he faced the crowd and waved excitedly to them. The crowd replied by throwing fruits of every kind at him, all of which he gratefully caught with his jaw at lightning speed and put into his pockets.

Wow, this Maxist guy must be a real deal, he thought, as he loudly thanked the angry crowd.

He saw the kid he 'employed' earlier waving excitedly from among the crowd, but some elderly vulpine roughly hushed the little urchin and pulled him deeper into the crowd. Behind him, the security guys continued to push him towards a vehicle filled with their sullen-faced kins who looked as if they were born with permanently furrowed brows.
As they shoved him through the thick street crowds, he managed to pluck several strands of his captors' hair. He hid the differently-shaded hairs inside his own fur coat. It would be useless right now, but it would be a boon later on. His superiors would be furious if they knew he had been caught, but he thought that it would be an experience of a lifetime.
Besides, he's sure there'd be plenty of shady characters in the prison for him to get more information from.

The police car pulled into the station. Officers were quick to remove those stowed into the back of the vehicle and run them inside. The treatment this bunch was receiving was quite unusual - usually crowds simply didn't get involved in the affairs of the police. This caused the steadfastness of the officers to increase as they quickly moved them into the precinct and booked them accordingly. For the accused Maxist, they simply moved him into a holding tank. Nothing was really exciting about the room - just cinderblock walls, a metal table in the middle of the room, two chairs on either side of the table, and a flourescent light humming above.

In a moment, another officer entered the room. He took one look at the accused and grimaced slightly, as if he's done this one hundred times over and could see the guilt shining right through them. Normally most accused persons who went into this room were scared or cautiously pissed at their disposition. This one was different. He seemed more curious than anything else. Clearly he wasn't a Maxist. He wasn't aware of the hangings or the past problems of work camps or dropping them off in the wasteland areas of Yishevyu, thousands of miles away in another region altogether, never to be heard from again. No, he was a little different.

"So you're not a Maxist," he replied. He adjusted the cufflinks to his shirt but kept his gaze fixed on him. "But the question is, who are you?"

"This was found on his person," the officer from before informed. He held out the badge and the new officer took it.

"Explain this," he commanded.
"Your uniform doesn't seem to fit. You're much too alive in it."

E-rt2 looked all around him. The room was purposefully made dark except for a single light source above him, but his acute senses could detect several guys hiding in the darkness, and several others outside the room, probably for security reasons. He could also sense several electronic eyeing devices comfortably set in the corners of the room.
The officer sitting in front of him was one of the most grim-faced guy he'd ever met. He looked like he's just lost his mother or something. He'd met dirt-eating peasants who looked even happier than this guy. The officer squeaked in hurried low-pitched Vekaiyun grunts while pointing frequently to the badge he held in his hand. E-rt2 nodded, acknowledging that he got the idea and motioned for the officer to cool down.

"I'm just a vagabond out of that... urh... whatchamacallit city... you know, that civil war city? I don't have anything on myself save for this smelly jacket of mine. The rest of my stuff, I traded them for food."

E-rt2 then tapped his finger on his badge. "This, my friend, is my ticket out to get out of my misery. I found it on the ground during the war. Beats me where that came from, but I hear lots of those fat cats out there will pay a fortune for these kind of stuffs. You don't get anything from that miser state just popping out of nowhere, trust me."

He stood up, crept closer to the officer, and whispered. "You know what, I also hear they got eyes everywhere. Maybe in your army. Maybe ... around you as well."

E-rt2 didn't wait for any response from the officer, and instead calmly returned to his chair. He pulled out an apple out of his pocket and cheerfully munched on them. He paused for a while to scratch his hind-side. Using the very same hand he used to scratch at the itch, he pulled out one more apple and put it on the table in front of the officer.

"Heh, no worry dude. Them are mostly humans anyway, and you can smell them from far away. Here, have one. On the house."

The inquisitive officer from before studied the man carefully. He remained quiet, allowing him to speak whatever it was he had to say before making his next move.

"Let's see... homeless, doesn't remember where his former place of residency was, full of conspiracy theories..." he wrinkled his nose. "Smells bad too. Seems to me like we have someone shellshocked from Iruk, which caused him to lose his mind." He suddenly slammed his hands onto the table. "Is that it? You're crazy?"

"Can't do that anymore," the officer from before warned. "If he's indeed crazy he has rights. More rights than a prisoner."

"Depends on what we decide upon," he replied, grimacing and pacing around the suspect. "If he's crazy he goes into an asylum. If he's guilty he becomes property of the state."

"That's for the courts to decide."

"We could extradite him to a local court in Iruk... seeing as he has stated he's from there." He watched as the other officer nodded. Both knew the Irukian provincial courts almost always convicted supposed Maxists as guilty. Spies, however, were generally guilty all around.

"So tell us then, what were you doing in Calesu? And what were you doing by that building?"

Lebivistre looked around the room, pausing only for a moment at the momentary disturbance outside. "What does the delegation from Southern Yugoslavia think?"

The officers seemed to be fidgeting a lot more than what was stated in the Iruk conflict reconnaissance report back home, E-rt2 thought. The recent conflicts seemed to have changed the way these conservative vulpines work. Even the way they slammed the table seemed meek. The way the officers did their stuffs seemed to show... restraint. Or was it because of the delegates in the city?

E-rt2 quietly stopped munching on his apple, threw the soggy remains to one corner of the room and yawned before answering the officer's question.

"I heard there's a group of rich-looking foreigners in that building. Figured that they might be collectors, or just a bunch of rich men with too much money to spare. They might be interested in trinkets like that, them rich guys, ..."
He paused for a while, and muttered, "... or they might as well be spies.."

He then stood up and cheerfully patted one of the officers on the back. "But hey, you know what? I think prison life might be better for me. A roof over my head and foodstuffs other than boiled rats? I'm all for it!"
