For our next trick, I propose legislation to formalise executive authority to deal with the in-game "embassies" (the ones on the region page). Discuss? |

Yep. Since they put the ability to create embassies on Nationstates, it would be wise to have such legislation. |

Could we perhaps hear out what it's going to say, then? Should we simply grant the Delegate discretion? Do we want some kind of approval process? |

I'd say to just grant the delegate discretion. |

That sounds like a plan. Any objections from our new delegate? |

Well since I've been asked to speak, I'll do so. But I want to be clear that I'm not going to make a habit of this: I personally like having our three branches separate when all three branches are healthy. That in mind, my main concern is what to do with regions that want embassies but don't publish newspapers. Nationstates the region comes to mind. Mikeswill is a respected player who has been in this game for ages now, and his region has collected many-a embassy in-game. But his region remains dormant on the newspaper front. As it stands currently with following the old protocol outlined by the previous delegate, their region would be required to have an embassy on the forums, which seems like a waste to me. Why have a forum set up for them knowing ahead of time it will never receive updates? But then again, as someone pointed out earlier: are we creating embassies, or in-game regional high-fives? That's not for me to decide. This is your turf and I'm not going to impede on it, unless you want me to, because I'm an opinionated dork .I'm just giving you some things to think about. Another pressing issue I would like you all to ponder over is the issue regarding the out-of-game embassies. If you've checked the embassy authority forum, we're quite backlogged with requests. I'd like to see a return to us extending our hands in NS and getting more active in the community, for our region is not a single body but a body of many in this game. We could use a body to approve / deny embassies and to occasionally prune embassies. EM, the current nation in charge of embassies has said he'll support whatever becomes majority consensus (his exact words are in the post). Maintaining the embassies is tough work for one person to handle. This could be good for the Magisterium, I think, as embassy tend to come and go often and could help to maintain activity here. But that's really up to you guys. As I said earlier, just giving you ideas to think about. So back to the initial inquiry, I think this all depends on how you guys will handle out of game embassies too, or if you will not touch them. I feel if you handle the out of game you should be entitled to handle the in-game. Having the delegate do it is the fastest and easiest but has the least amount of involvement from you all. Magisterium would take longer and might get hard to do with missed votes, long votes, etc. Maybe a different procedure would need to be developed for approving / denying embassies then? Up to you. I'll go with whatever you all decide, but I like regional involvement. |

Here's a quick draft: --- 9th Assembly, Bill MA-3 Citation 1. This Act may be cited as the Embassies Act. Authority over in-game embassies 2. The authority to grant in-game embassies shall be at the discretion of the Delegate. Authority over forum embassies 3. The Delegate, or one assigned the authority by the Delegate, shall have the authority to approve or deny requests for embassies on the East Pacific forums. |

Uhm... personally I think it could still do with refinement, as I'm certain there's some angles not covered. But under the rules, we have to proceed. The question is on the motion. Does the Magisterium adopt this bill? Voting will end at 16:00 UTC, 15 April 2011. |

The vote is considered to have failed, however, we can still pursue this if the Magisterium deems it necessary. |
