A member of the forums (Assasins Grace) has expressed concern about RMB spam. Would the Magisterium consider this suggested proposal, which I table on their behalf?

From what I can see it appears f. is the only change to the existing regulations. In this case the bill should just be an amendment to the existing Act, adding in that provision, but I'd like to see if there's any agreement in principle before I go about drafting a bill. |

I'd prefer a time-based rather than a RMB-based limit. The RMB can get posted on a lot or a little in a day -- which can impact the implementation of this act. But twelve hours is always twelve hours. Also, is this enforceable? |

What I was trying to resolve was the annoyance of haveing a spam filled board.This often ends good conversations/debated/RP's on the RMB.Maybe a consecutive spam ban, revision:f.No more than two consecutive region-linked posts more like this? |

Unfortunately, no. Citizens and people who are waiting to become citizens can't vote. The Magisters can. However, that doesn't mean you can't take part. For example, citizens and people waiting to become citizens (aka as members) can bring issues that they feel important to the Magisterium's attention. For instance, you just did by bringing this matter to our attention. The East Pacific can only function properly if everyone works together, and that includes citizens and members too. |

Assassins Grace, I don't want to dampen your enthusiasm to get involved, but your concern has been brought up and we're now seeing what should or can be done. If you wish to introduce and/or debate legislation, please run and be elected as a Magister next time around. I always welcome public input, as I have done by bringing up your concerns, however, it is not proper for those who have not been elected to the Magisterium, whoever they are, to be influencing proceedings here. |

Here is how we could implement the proposed addition: --- 9th Magisterium, Bill MA-4 An Act to amend the Regional Message Board Regulation Act 1. The Regional Message Board Regulation Act is hereby amended: (1) In section 1, by adding a paragraph f, which shall read: "No message containing a link to another region may be posted if at least three of the ten newest posts already contain a link to another region." --- But is simply adding that line going to work, or should we just repeal and rewrite the existing law? |

That's good question. We could simply add the line in, but then again, it might be better to just start from the beginning and rewrite the entire law over. Maybe we should look at all of the pros and cons of both paths before we make a final decision. |

9th Magisterium, Bill MA-4 An Act to replace the Regional Message Board Regulation Act Citation 1. This Act may be cited as the Regional Message Board Regulation Act, 2011. Regulations on region advertisements 2. (1) Recruiters shall abide by the following provisions in posting advertisements for regions on the regional message board. (2) No messages shall be posted which: a) Are over ten lines in length; b) Use excessive capital letters; c) Use excessive bolded, underlined, or italicised letters; d) Use excessive punctuation marks; or e) Are insulting or offensive towards other nations or regions. (3) No message containing a link to another region may be posted if at least three of the ten newest posts already contain a link to another region. Enforcement and reporting 3. (1) Any member of the East Pacific may issue a warning for the contravention of these regulations by sending an in-game telegram to the offender. (2) The member must also notify the Delegate of the offence immediately. Punishment 4. The Delegate may eject and permanently ban the individual upon the second violation of these regulations. General 5. The Regional Message Board Regulation Act is hereby repealed. |

Should we also require the member reporting to include a copy of the message, so the Delegate can judge if it is a contravention? Also, note that I used 'member', not 'citizen', so more people could be allowed to report. |
