The Delegate requested that the Magisterium pass legislation regulating the embassy process last term. The Magisterium failed to do so. I feel this is a good project for this Magisterium.

Personally, I'd prefer to pass a resolution supporting the Delegate's authority over foreign affairs, including embassies. But I'm open to ideas.

I actually agree. It might be better if the Delegate decides on foreign affairs. However, I think the Delegate and the Magisterium should work together on this. The only problem is that if not a majority of everyone can't agree things might get stuck.

How much of your time have I just wasted?
I think that the Embassy Authority have that power to accept and deny forum embassies by themselves, but acting in accordance with the delegates wishes. The Authority can then advise the delegate on in-game forums aswell.

It is also my belief that there should be requirements that a region should meet before having their embassy accepted, to filter out smaller, embassy-grabbing regions.

I like a system where the Delegate is in charge of foreign policy. But I do think we should provide a sphere for the chief diplomat to operate within, providing a limited, restrictive yet flexible infrastructure. This gives the Delegate a lot of room to work with and do his or her own thing while maintaining a system of checks and balances.
