Voting tally for the Bai Lung Mainland Borders Act: 232-319 The bill is officially defeated. All but 1 Conservative MLAs (Prime Minister Lin abstained) voted against with 30 Labour MLAs also voting against. Most Labour, all Marxist, Democratic and Greens voted for. The Kashgar MLA did not take his seat and therefore abstained. |

What was even more embarassing for President Im, the 2012-2013 budget was flatly rejected by the Conservative dominated Assembly. Some of the spending proposals include BL$2m of foreign aid to Listonia are the main objections made by the Conservatve Party. They are calling for those aids to the scrapped and to prioritise spending on other key items such as military spending. The Conservative proposed an alternative budget which consists of tax cuts, military spending increases and welfare reduction. |

As Ikrisia was mulling over the invites, she noticed an odd number appear on her phone. "Who is this?" she answered. "I suppose you already know," the familiar voice on the other end spoke. "Look, I don't have much time to talk." "You have a lot of explaining to do," Ikrisia remarked. Quickly, she rifled through her drawer and attached a device on it as she continued to speak. "And I demand answers, because you have turned Listonia into a mess that once again requires an international conference to solve." She connected the device to her computer and waited for it catch the signal. "Then cancel it, because I have your solution." She scoffed. "You couldn't possibly offer a solution." A sigh was heard on the other end. "Entirely predictable. I know you're triangulating my call as I speak, so I'll make it easy for you: I know you, and I know you won't turn me in because of what I have to say. I've been in prison for some time now - Leon betrayed me and put a double in for me. Your men will soon find the evidence they need to reveal the truth in my words." "I heard about those reports of a double," she replied. "But I can't seem to pinpoint a distinct transition from yourself to a double. Strange." "Right, do you really think they wouldn't do their homework? The man only saw me every day of his life. Plus he had a crime organization working for him. The entire thing was a fix, and I can prove it." "Shocking." "Your emotions are thick." Another pause came from the receiver. "Have you forgotten it was me who saved your life nearly one year ago?" "And the same person would suddenly be betrayed by a friend and put in prison?" "Yeah, because I was too busy trying to fix your life to worry about mine! Look. Listen. I've read the news reports. You've scheduled a conference to determine the fate of Listonia. Once again my people-" "Your people?" she interrupted. "Your people. A people who were basically instructed to worship you for nearly a year, who were sent to camps for being disobedient to the state, who had to listen to the senseless drivel your state media pumped out... that's your people, eh? Your people?" "No. That was them under a group who tried to use my name for their own devices. I fought too long and too hard to see them enslaved. You know that." "So what do you want me to do about it?" she asked. "I'll entertain your theory. What do you want me to do about it?" "Meet me in Skendia and I will give you everything you want." "You'll be crossing into Vekaiyu." "Your nation already controls Listonia, what difference does it make?" "You will come unarmed." "And the same with you." Ikrisia paused. The triangulator pinpointed him in Ye'leli. "Two days from now. Skendia. I will text you the address." "Fair enough. Until then." She waited for the phone to hang up. "Until then." ((OOC: all delegations have been contacted and their accommodations have been made with respect to cultural implications. Trying to rp all of that can be long and tedious, so I just skipped ahead.)) Vekaiyun Adjucation Officer Ivo Nyeslavestre hopped out of his government-issued limousine provided by the Provincial Overseer in Skendia. All delegation members would receive a similar limousine from the Fregole Airport to take them to the Ylameri Hall. As he stepped up the marble treads to the hall, he had a particular active gate, not even the light morning rain could dampen his mood. After all, he was given the task of settling an international dispute, something that was definitely more possible these days than in the days of Max Venavle when he first started his job. He'd seen it all in Vekaiyu - from harsh dictators, to particularly hamfisted dictators, to one that seemed to be fairly reasonable. "It cannot be raining because the Almighty believes it to be a sad day," he chortled as he passed through a metal detector to enter the hall. He continued on his journey, passed the murals displaying a Skendian wheat field in the midst of being plowed by hard workers, and passed the large bronze Vekaiyun star. He paid little heed to the Vekaiyun classical music that played in the background for the grand entrance. When he arrived at the particular conference room, as directed by staff workers, he was quick to crack his neck from side to side and stepped in. "You must be Solike General Yiisu Ulebiskori," he said as he extended a hand to a middle-aged Vekaiyun wearing a dress uniform who stood rigid against the back of his seat. His blue Yskavirge showed his rank and that he was in the navy. The solike general hesitated at first, but then shook the VAO's hand. "Charmed," he said. "Has your department briefed you on the terms and conditions of the current meeting?" "Of course," he said as he tapped his briefcase. "Most excellent. I assume you got the briefing from myself?" "Yes, as long as you got mine." He accepted the cup of tea prepared for him by the room barista. "Do you not drink tea, Yiisu?" "Kivo Ulebiskori," he corrected. "And no. A real navy man drinks salt water." He waited until Ivo's face changed before putting an arm around him. "Come now. You're too high-strung. I was only joking." "Right," he said. "I assume you will do most of the talking," Yiisu guessed. "Military tends to keep out of discussions these days. I'm basically here to see how the meeting progresses." "Naturally. I will do most of the talking but refrain from discussing military issues." "That's the way it should be," he said with a smile. |

OOC: Because of restrictions in the mainlands, it was unsurprising that President Im did not go to Vekaiyu. Defending the restrictions in the mainland, the Labour Presidential hopeful Berty He has tried to make a convincing case as to why the restrictions are necessary. The interview with the reporter didn't last very long... Berty He: 'These restrictions are necessary for the security of the Bai Lungese people. The President at the time is making sure that everyone in the mainland is adequately protected from incoming danger. The...' Protester: 'FREE THE MAINLAND! FREE THE MAINLAND! TORIES FOR EVER!' The Labour MLA was then hit in the chest with blue coloured powder, the colour of the Conservative Party. The Tory supporting protestor only managed to run past a few of He's entourage until he was subdued heavily by the more heavier boys. Protester: 'NEVER!!!!!!!!!!!!!!!!!!' |

A single lobo ambassador exited the limousine as it pulled up to the Hall. Ambassador Yuri Kolpatsenko, the ambassador to Listonia, calmly walked up the stairs in the light rain to a second, lobo leaning on the wall of the Hall with a black, leather briefcase to the left of him. Kolpatsenko quickly looked over the lobo, assessing him. He was roughly five foot ten, green eyes and slightly grayed beige fur. Kolpatsenko guessed the lobo was probably in his late forties or early fifties, give or take a few years. The lobo wore a suit similar to Kolpatsenko, black in color with a white collared shirt and a tie. He left the suit coat unbuttoned, like Kolpatsenko, a common practice among businessmen and politicians in Laiatan. The lobo picked up the briefcase next to him and approached Kolpatsenko, hand extended and smiling. Kolpatsenko shook the lobo's hand firmly, and greeted him. "You must be Ambassador Sergei Gilov." Gilov's eyes glistened, revealing a still youthful spirit inside the older lobo. "And you must be Ambassador Yuri Kolpatsenko." The two broke the handshake and began walking towards the door of the Hall. "You'd think we'd have met each other before this moment," Kolpatsenko said as he opened the door for the senior member of the pair. "Listonia wasn't overrun by the Vekaiyuns until this moment," Gilov replied with a grin. Their shined shoes squeaked on the floor of the Hall as they waited to be directed to the conference room. |

He turned to the solike general who had stood from his seat to properly address the attendees. "This is Solike General Yiisu Ulebiskori, a representative from the Vekaiyun navy charged by the Vekaiyun military to attend and contribute to the meeting." "I do hope your stay in our nation will be more than satisfactory." He motioned to the chairs huddled around the round table in the room. "Please, have a seat. Servers will be around to provide tea and other refreshments at your request. We will begin momentarily." |

"I am Vice Admiral Julia Mariannette of the Vulshainian Confederate Navy. And this is Ambassador Garl Mohammad of Elephana." The gnome had a nicely trimmed beard. He straighted his turban as he walked in front of the admiral with the armored Vulshainian marine following behind him. "It is an honor to meet all of you," he said as he reached up to shake the hand of the Lazlowian representative. (OOC: Remember gnomes are short, about say 3 feet tall. Garl is 3 ft 9 inches tall by the way.) |

Ambassadors Sergei Gilov and Yuri Kolpatsenko entered the room after the Vulshainian and Elephana representatives. Gilov spoke for both of the lobo men, in a thick Lobonese accent. "I am Sergei Ivanov Gilov, ambassador to Vekaiyu. This is Yuri Vladimirovich Kolpatsenko, ambassador to Listonia. We're representing Laiatan in these talks." The two lobo ambassadors shook hands with each of the representatives and took a seat next to each other, the briefcase resting on the table in front of Gilov. |

"Normally I would be up for some more pleasantries, but my government has informed me of how pressing the matter is at hand." He paused. "We're all representatives here from respectable nations, nations that I believe wish to obtain a common goal of peace in the gulf and peace in The East Pacific realm in general. I think this is an honorable goal, and I consider it a privilege to attempt to realize that goal with esteemed individuals such as yourself." He removed some papers from a briefcase and tapped them on the hard wooden surface of the black round table. "Ladies and gentlemen, Vekaiyu convened this meeting for the purposes of establishing peace and good feelings between interested parties. We have outlined conditions for this meeting, conditions that have been met, one of which being Listonia remaining independent but within the Vekaiyun sphere of influence. They will be guided until such time they are able to self-govern themselves. We consider this issue already address and will therefore move to more pressing concerns." "We currently have a more pressing situation here. There are no less than four navies positioned in our waters or the waters of Listonia. All parties have agreed Listonia is securely in Vekaiyu's influence. It presents difficulties to supply the nation with aid by sea, especially with hostilities engaged in the waters around us. Therefore, we will focus the efforts of this meeting with the removal of these direct hostilities from our region. It is to this end that Vekaiyu first demands all unauthorized naval craft to be removed from Listonian waters within 24 hours and for non-gulf nations to remove their naval craft from the Gulf of Itur." Ivo leaned back in his chair. "We do not wish to do this by force. We believe that with adequate communication, we can establish strong understandings between all nations present, and promote peace and goodwill to a region that sorely needs it." |

"-Look, let's cut to the chase, instead of just politely dancing around the real issues. Listonia has been under the influence of Vekiayu for the last three years, and it has been demonstrated several time, like during the Second Listonian Crisis, that Vekiayu considers Listonia nothing more, than a forward outpost for their warmongering intentions. And despite the fact, that Listonia was essentially a puppet state of Vekiayu, something that the Treaty of San Remy wanted to avoid, I might add, Vekiayu has been completely oblivious of the atrocities the corrupt government of Listonia. So, today the only reason Vekiayu might consider Listonia to be under it's influence is the fact, that Vekiayun forces are in Listonia. Which brings us to the second point: the reason why the Lazlowian Navy is present near the Listonian waters. First of all, I have to stress, that the Lazlowians ships are not actually in Listonian waters, they are just outside them. Therefore, the demand to withdraw them is pointless. So far everything points to the fact, that Vekiayu intends to annex Listonia, and therefore, our navy was mobilized to act, if Vekiayu does indeed make any move, that would be considered hostile. Also, I would like to remind you, that the Gulf of Itur is international territory, and thus you have no legal right to decide who can and who can't enter it. And another point, as I mentioned earlier to the Vulshianinan government, there are other ways to deliver humanitarian aid, not just to sea. Not to mention, that the question of humanitarian aid should be an issue for the International Red Cross and WHO. The first and foremost issue, gentlemen, at the moment is, that the nations present at this table send troops to Listonia to restore peace, the prevent the deposed regime from returning to power, the capture Stapen Evesuni and his criminal gang and most importantly to ensure and protect Listonias neutrality. Also, this international force must be under the command of a joint committee. After the international military presence in Listonia has been established, the next issue would be the revision of Listonia's national borders, and creation of the foundation of true democracy in Listonia." |

"I agree with the representative from Lazlowia," the Admiral said. "We have sent our forces due to the Gulf alliance treaty with Listonia. However, if Lazlowia is willing to cooperate in an interregional coalition force made up of Lazlowia, Elephania, Vulshain, and Laiatan, I think that would be suitable. And His Majesty wants this coalition to be in charge of defending all humanitarian aid workers and sites. Besides, the relief aid vessels are actually part of the Red Cross and WHO. We were merely escorting them safely to Listonia. Vulshain is a very strong supporter of the Red Cross and WHO." She took some papers from a briefcase. "Now, His Majesty understands the possibility that Stapen Evesuni may not have been in charge when Listonia went straight to hell, but he believes that does not excuse him from any prior crimes. Vulshain wants the filthy cesspool of crime in Listonia cleaned out. For too long, crime syndicates have turned Listonia into a safe haven for criminal activity in the Gulf. This ends now. Of course, we also have to worry about the revision of the borders." "Actually, ladies and gentlemen, if I may," the gnome ambassador from Elephana said. "I believe that the current borders of Listonia should not be changed in anyway." The Admiral and the other Vulshainians were surprised by this, which was clearly shown on their faces, well, except for the one soldier with the helmet on. "Let me explain. The Prime Minister of Elephana believes that changing the borders will do more harm than good, and should be left alone. Changes to the borders will result in nothing more than hardship and tension among the displaced peoples of those areas." The Admiral cleared her throat. "Um...That is...well...I guess understandable." Clearly no one had thought the Elephanian government would take this path. |

For, it is Vekaiyu who has championed itself with the task of restoring order to its neighbor and friend Listonia. Vekaiyu moved in and overthrew the corrupt regime that was in place and had openly attacked the Vekaiyun province of Skendia, thus announcing to the world it wished to engage in confrontation with our state. We have tasked ourselves with stabilizing our neighbor." "You see, Vekaiyu wishes to give the Listonians another chance. We believe they are integrity-driven people who can recover from the scars of regimes past." He looked around the table. "Vekaiyu will not submit to any border changes. It has been well-documented that Listonians regard Vekaiyuns as liberators and believe themselves to be Vekaiyun by decent. A border re-draw left up to the Listonians will most likely see the majority, if not all, Listonian land return to Vekaiyu. We... don't want this to happen. It's simply not feasible on a variety of fronts. What we want is a Listonia that can stand on its own two feet. A Listonia that can contribute to the realm for many nations. While it is true Vekaiyu had been in the past Listonia's chief trading partner, we are hoping a more people-driven regime will open the state up. But that is for the people to decide." "What Vekaiyu intends to establish in Listonia is a government that can reflect the goals and ideals of the people. We wish to remove all WMD's present in the nation - nuclear and biological. We wish to aid them in re-establishing their Useil, a legislative body that is still functional, but could use some help with producing an effective leader. We demand Listonia recognize the independence of Elephana and work on relations with its neighbors. And, finally, we want the Listonians to feel pride. Pride for their people, and pride for their potential. Vekaiyu believes with adequate leadership, the nation can return as a strong farming and manufacturing basket. This will all take time, of course." He turned to the Lazlowian delegate. "We are wary of help from nations that have been very hostile in the past, though. A nation that has been hostile toward predominantly non-human nations. A nation that has refused to recognize Listonia's independence in the past. A nation that has occupied another nation, Algasia, yet has never returned it to a self-governing status. A nation that, when Listonia was crying for help, did not send aid but instead sent warships to patrol its borders, awaiting orders to strike it. Yes, Lazlowian warships have been spotted off the coast of Listonia, so we can remove the illusion of said craft not being in Listonian waters right now. We know this to be true. So while we are willing to have other nations aid Listonia in returning our neighbor to a more respectable state, we will do so with a very clear understanding of the past." "It is to this end, we must remove the hostilities and allow the state to grow. The state cannot grow with hostile vessels parked in its waters. However, the state can grow if nations and international organizations are able to help where help is due." |

Of course, while we sit here and debate, relief aid ships carrying desperately needed supplies, like food, medicine, and clothes, are forced to sit by and wait. I believe that our first order of business is to allow the relief aid ships to reach Listonia unharmed. If we have to, we will plow right through any ship that bars their way." The gnome folded his hands into a steeple, curious to see how this would turn out. "I agree that Elephana be recognized as a nation. Vulshain and others have already done so. Attempts to re-open the mainland for trade amongst other things have been scuppered by the relentless fillibustering by the opposition Labour party at the Lower House of Bai Lung. Had the bill been introduced in the Upper Senate, the Labour party would do exactly the same. Their goal right now is to simply embarass the President as much as they can. Liang is closely aligned with the Conservative Party but he is willing to work with the Labour party to find consensus. For now, the mainland reforms have been shelved. |

If they believe that he can be trusted and sincere in rebuilding and reforming Listonia, then His Majesty and Lady Premier will accept Evesuni's return to power. But," she made sure to stress an important point, "Listonia must give up all WMDs at once." "I have to disagree though. Having just Vekaiyu deal with the task of handling the workload is not okay with us. We need to make sure that Listonia doesn't become a puppet state of Vekaiyu. Shortly after the fillibuster of the Mainland reforms, the Conservative controlled Lower House decided to move onto security at the Vekaiyun-Bai Lungese border. An extra $25 million appropriated towards an extra layer of fencing, ones that have been electrified. It was passed using the reconcilliation process with only needs a 50+1 vote to pass any legislation. It is, however, fairly unpopular due to its nature and is perceived to be like ramming something unpleasant down somebody's throat. Once again, the opposition Labour Party are doing their best to humilate the Independent Conservative in every way possible. The opposition, spearheaded by the defacto leader Berty He (Li An Ying is still the officially elected leader of the party) who made a case against the extra funding. The bill was ultimately passed 290-215 with 49 abstentions. All Conservatives voted for and all Labour voted against. |

We can't force a leader on a people that doesn't support him or her." Kolpatsenko nodded. "We still feel that zones of occupation would best suit all players. It would help keep workload off any one nation, and Listonians would be free to move about each occupation zone. We wouldn't be dividing the nation, but instead dividing the amount of troops needed inside the country from each occupation force. We also agree that, more than likely, Listonia isn't crawling with criminals. We would assist with arresting and finding criminals, but leave the sentencing and trials to the Listonians. On the matter of zones of occupation, we suggest that Vekaiyu would occupy the area around the border, Vulshain occupies the land bordering Elephana, and Laiatan would take the area in the north and the rest of the coast. On the subject of WMDs, each nation would root out WMDs in their zone of occupation." |
