Nay. We need to actually elect a Provost, what you need to do is hold legitimate Provost elections then whoever is Provost holds the vote. Am I not right Mr. Viceroy Kurogasa? EDIT: I am only voting against because this isn't the right procedure. |

Generally, parliamentary procedure allows for rules of order to be set aside with unanimous consent. There also isn't actually anything that requires a Provost to have been elected first. However, when a session is over an a new Magisterium elected, if we are to ape the norms of Parliament, all unfinished business from the previous session dies, ends, kaput, ex-parrot. The Viceroy has no power over the Magisterium. Absolutely none. If you read the Concordat you'll see this is a divided powers system, and the Viceroy is an agent of the executive - that is, the delegate. Even the notion that the Viceroy can have any say on the election of the Provost, which is entirely an internal Magisterium matter, is a grave and incorrect overstep of the bounds. And we most certainly should not be appealing to the Viceroy to clarify internal matters. All that said, with the absolute dog's breakfast this has become, we ought to leave this thread aside now and have a proper ratification vote in the new and current session. |

Kelssek is absolutely right, this is an internal matter, Viceroy (currently me) has no saying. |

The one thing that I would like to hear is if Southern Yugoslavia accepts the position. I will send them a PM to post here in clarification. And, Kelssek, the Conclave overturned the clause of the Standing Orders that is based upon unanimous concent. |

That has solely to do with the passing of legislation. As a matter of rules of order, unanimous consent to avoid pointless procedure is an integral and well accepted part of parliamentary proceedings. |
