Objection. There are two methods to add an Amendment: 1, the author of the bill allows it. 2, a 48 hour vote is held on wether to allow the Amendment. We cannot vote on it with that Amendment in place as neither of those steps have occurred. I motioned the amendment, the addition of Section 4, to vote. |

Authority over in-game embassies 2. The authority to grant in-game embassies shall be at the discretion of the Delegate. Authority over forum embassies 3. (1) The Delegate shall have the authority to approve or deny requests for embassies on the East Pacific forums. (2) The Delegate may appoint a person to assume this authority, but retains the power to overrule that person's decisions. ____ |

Nay. While it might be understood, I believe there needs to be a section specifically allowing the Delegate to temporarily/permanently close an embassy. |

Negative, sir. That refers back to this... "3. (1) The Delegate shall have the authority to approve or deny requests for embassies on the East Pacific forums." ...which does not specify the closing of any embassies; just the approving or denying of their requests/openings. EDIT: And while the act of overruling may involve shutting down an embassy that was granted under the Delegate's authority to his or or her appointee, it still does not specify a provision to allow the shutting down of embassies altogether; just under this one "overrule" loophole, as it were. There needs to be a specific clause for the Delegate to be able to close down an embassy for another reason other than simply "overruling" it's original request/creation under his or her appointee. |

If the delegate wants to completely stop embassies, he/she would unappoint said person, right? you know, divert the power of embassies back to themselves |

YES Do you really think that without this law, the Delegate isn't allowed to approve or deny embassies? All this is doing is writing down a matter of fact. Now why this objection wasn't raised earlier... I'm voting to pass it for now, but amendments can always be made. |

No, I don't, Kelssek. But if we're going to pass into law legislation stating a matter of fact, it ought to have both sides to it. That's all I'm saying. EDIT: And as it stands, you got your law passed by majority vote. But keep in mind that I, as an independent individual of this group, have the right to vote against something on principle, even though I do like the integrity of this proposal. I just feel it fell short. When it's more complete, then I'll fully support it. Until then, my vote stands, despite its passing by majority. Oh, and why it wasn't raised earlier doesn't matter. The fact is, I can raise a point when it darn well comes to me, regardless of whether or not it's in development, voting or after it's already been passed. |

It's fine. As I said, I'm in favor of the bill. I'm okay with it having been passed. I just wished I had caught it sooner. Now we just need to make haste in amending that one minor thing and it'll be golden. My apologies for the abrasiveness. |

As a matter of practice, TEP Delegates don't sign anything. They veto an act of Magisterium after it is passed or it becomes law. As a matter of practice, any embassy idle for an extended period of time is closed and archived. The region can reclaim them and ask that they be re-opened if they become active. Forum pruning is a matter of keeping it lively and navigable. That's just an admin thing. This tends to be at the behest of the Delegate or whomever the Delegate wants to track this stuff. |
