A citizen is a nation in the region. A Magister is a citizen elected to serve the region. Government officials may not be in government and have have no nation in the region. That's Concordat. That's fine, no big deal. Where this started isn't the issue. For the record, the person to ask for legal interpretations in the Viceroy. The citizenship thread is for naturalization. The place for questions about law is Conclave. I doubt anyone would have noticed if the Magister had just moved out and slipped back in. Or asked Viceroy and waited for an answer. If the Magister left any nation in the region, then it's really no issue at all. Any government official can create a puppet and give it WA status if they want to raid or defend. Government officials must be citizens and citizens must have a nation in the region. That doesn't require anyone's interpretation - there is no other conceivable interpretation. It's not controversial. What would be controversial is that one or more government officials use their official TEP nation for either raiding or defending and that identification with TEP government threatens our region status as neutral and seriously pisses off some of the raiders or defenders we welcome here in their embassies. It only became an issue because the Magister posted the question followed by a "never mind I'm back." A simple announcement (I'm a government official and my nation is leaving this region) and a question (is that legal?) was followed by "scratch that - I'm back" (which sounds a lot like: never mind if it's legal). It's that last one that has me scratching my head. Actually the whole thing has me thoroughly perplexed. |

As a bit of a side-note, Viceroys do check to see if people still do have legal citizenship prior to elections. Since they alone control the elections and their time frames, it is best to always let them know where you're at (I believe this actually happened a while ago if I'm not mistaken, someone became an expat but their nation was in another region). |

It's kk, I was kinda worried this would happen anyway... It was at 11:00 PM when I agreed to this, and I was already beat from the day... It was mostly me acting out of my extremely tired and slow impulses... I won't do it again
