It'd be better to keep the job descriptions general and simple. For example: The [Officer of the Media(?)] shall be responsible for creating and publishing an informational bulletin covering news and occurrences in the East Pacific. The [Officer of Tourism] shall be responsible for promoting the region and shall assist the Delegate in encouraging members of the region to use the forums. |

---- Preamble In order to provide for the better promotion of the region and the retention of members in the East Pacific, the Magisterium enacts as follows: Citation 1. This Act may be cited as the Regional Promotion Officers Act. Media officer 2. The Media Officer shall be responsible for creating and publishing an informational bulletin covering news and occurrences in the East Pacific. Tourism officer 3. The Tourism Officer shall be responsible for promoting the region and shall assist the Delegate in encouraging members of the region to use the forums. ---- So that's a base I think we can work on. And now, the tricky bits: Election 4. (1) Positions within this Act shall publicly announce their candidacy and be elected by the citizens of the East Pacific under a process to be conducted by the Viceroy. (2) Officials shall be elected to a term not exceeding six months and there shall be no limit on the number of terms an officer may serve. (3) Any one may be eligible to be elected as an official under this act. Removal from office 5. (1) The officers created under this Act shall hold their positions during good behaviour. (2) Where the Delegate considers an official to be derelict in their responsibilites or to be acting in a manner contrary to the region's interests, the Delegate may petition the Magisterium for their removal and they may be removed by a majority vote. |

*Todd McCloud reads Section 4 in the current draft I thought people were keen on the public approval process outlined (kind of) here, so we didn't have to do more elections and make our beloved viceroys work harder? |

In light of concerns that have been expressed about the bill, I would like to move that we withdraw the bill from being sent for the delegate's signature and instead see if there is any support for passing an open applications process instead of having elections for the posts. In other words, replacing section 4 with wording like: 4. (1) Those wishing to serve in the positions described in this Act shall declare their candidacy and be subject to a public consultation process, afterwhich the Delegate shall select the candidate the Delegate considers most suitable for the position. (2) Any one may be eligible to be appointed to a position described under this Act. |

To be absolutely clear: I'm asking Magisters for unanimous consent to return the bill to drafting stage, so we can put in what I suggested above and then vote on a version that does not have elections. If any Magister objects to this they must pipe up in the next 72 hours, and I hope the Provost will then go along with this request. |

Honestly? I think we might want to make sure we all read it and completely understand what it entails, and make sure it follows what we debated. Just don't want to have to bring it back to the drafting stage again... And, I like it how it currently stands |
