As one may have noticed, our Conclave has been getting really inactive.. One Arbiter that stands out to me though, is Really Nice Hats (Appointed 11/27/2010).. RNH has been inactive on the forum since the beginning of November(the 4th I believe) To help build activity in the Conclave, I believe it's best to vote out those who go inactive, and vote in members who will remain active.. *edit* In addition I'd like to note that the Conclave is currently in violation of Article C: Section 2 of the TEP Concordat

This is not about the current removal, as that appears to be a done deal. Just two points: 1. Conclave doesn't meet, except to elect a Viceroy, unless there is judicial activity. Conclave doesn't "need to be active" if there is no business to conduct. It needs to be available. 2. To that end, long before Kuro became Viceroy, all Arbiters have been told to subscribe to the Calendar thread, which send them an e-mail if anything is scheduled. I haven't gotten an e-mail from that thread since November. It's certainly not required but it would be NICE if the Magisterium would formally invite members of any government body to explain their apparent lack of activity before removing them. Maybe you did and I didn't see that. If so, I apologize. In my rarely humble opinion, any player who volunteers to contribute should be invited to return to activity before being removed from office. Conclave has been without a 7th Arbiter for a LONG time and that's the responsibility of Magisterium, not Conclave. That's not finger pointing, it's really hard to get people to volunteer and it's easy to get by with less when there's less work to do. Removing an Arbiter because there's an even number is NOT a reason: we have long had a mechanism to create an odd number of active Arbiters in any matter in our Standing Orders so there's never a tie vote. That mechanism was created because since I have been in TEP, Magisterium has failed to fill all seven Arbiter chairs most of the time - not infrequently because Conclave simply had no business to conduct so it lacked urgency to fill it. Or the Delegate is his or her infinite wisdom (not being snarky, being serious) felt that there were no citizens of judicial demeanor who would accept the task at the time. As for Magisterium's activity regarding nominees for Arbiter, the record more recently has been better but in the past it could take weeks or months for a willing candidate to be approved. We couldn't sit on our flippers (or thumbs) when a matter was presented, so we ensured by means of recusal there would be an odd number when the gavel came down even if the majority of Magisters were AWOL and a nominee's consideration was languishing. |

The vote should still stand, in my opinion. I believe the motion has already passed, as an absolute majority has been reached. |

As a personal idea, I think: For removal of any government official, I think the vote's outcome should be from the possible votes (6), having stated that, we have a 66% Vote, whilst a 75% is required |

Okay, so... I didn't find a specific procedure to follow for this kind of thing... so I'll just follow the procedure used to pass laws: Does the Delegate, Todd, veto this? |
