![]() Good day, everyone. I’m Todd McCloud and I’m running for the delegacy of TEP. I believe my experience, my creativity, and my ethics would be a good combination for the position over the next six months. Let me promise not to write too big of a book and instead explain why I’d like to be your choice for TEP delegate. What should a delegate do in TEP? Well, they should maintain the World Factbook entry, maintain security and safeguard against threats, represent our region well both at home and abroad, handle our WA vote, oversee foreign affairs, and work with the other bodies of TEP government to ensure a type of synchronicity exists between all three branches. There are other duties of course, but I decided to sum the main ones up in eight points. That aside, let me go over each point one-by-one in no particular order. ![]() Our government has been an interesting case of late. Much work has been done in the Magisterium. The Magisterium Reform Act has really invigorated that body, and really gives it a chance to do all we had hoped it’d do – make changes to our government that better our region. Many good players have joined their ranks and have done their part to make it successful. Should I be elected, I will interact with the Magisterium, but it won’t be invasive. That’s a body I helped grow, and if I respect it, I’ll let it grow on its own as a delegate. So I will be looking forward to some bills passed on to me by the provost! That being said, I may propose a few things for the body to look over, and may offer input if I’m asked to provide it. I don’t want to waste your time and veto a bill I don’t like – if I don’t like something enough to veto it, I’ll tell you ahead of time. We are lucky to have a few people in the Conclave as dedicated members. But unfortunately, that body has been neglected for a long time now. I plan on helping them whenever needed, but, as with the Magisterium, they are a separate entity from the delegacy. Indeed, the delegate is supposed to help replenish their numbers, but my philosophy is to act as a tie-in between the two. The Magisterium does its job and creates laws / reform. The Conclave does its job and monitors / interprets laws. The Executive enforces / carries out laws. And the three keep each other accountable for activity and their work. I’d like to re-start this process in TEP with all three bodies working in synchronicity. Only then will our government be realized to its fullest potential. ![]() One thing that I think has fallen by the wayside has been our culture, what we’ve historically stood for and identified as a region. Luckily we have a lot of old members here mixed with a lot of capable and energetic new people. I love it. What better way to connect the old with the new than to share on our culture, to reach back a little and display more of an East Pacific identity? Otherwise we’d be in danger of just looking like any old feeder. But we’re not just any old feeder, we’re The East Pacific! Let’s keep roleplay as a forefront in the region. I feel our roleplay has fallen off of late, and I’d like to get that going again and especially connect new nations to that side of our region. I see a lot of potential for improvement there. Yes, we’ve had people get on the map. But we need to get people into storylines, get them integrated and shaping our in-character region. We’re too good of a region to let something as important as that fade. During my term I would like to get the roleplay department fun and exciting again. Let’s make some better connections between old and new. Let’s look into our history. With our old culture of being the “confederated” east pacific, we could take what we want to keep, leave the rest behind, then make it into something new, creating a modern Creole of old and new with a firm identity and a firm grasp on the uniqueness of our region! ![]() How would I keep this region secure from foreign threats? Well for one, my nation has the most in-game influence in the region. Even if we were to be overrun by a foreign group, it wouldn’t last long – it’d be pretty simple to overcome a sudden push. And even if someone with high influence decides to make a run for it, they’d be stopped easily. But I like to keep things from ever amounting to that. Historically I’ve had a firm approach to endorsement cap violators. We’ve had one nation over the cap for over two weeks. Multiple telegrams have been sent to this nation, but it still remains above the cap. Not only that, but some believe he might be a candidate for a vizier later on. I don’t subscribe to that point of view. That tells me that if a nation wants to cause problems, said nation can just hover around or above the cap and wait to be called to be a vizier. After that, increasing his or her endorsement count is a non-issue. Viziers, in my opinion, should be dedicated members of the community who we can trust if we need them in an emergency. There’s no question anyone can work up to be a vizier, which is the beauty of our community, but at the same time we need to protect the community and be cognizant of those in the region. As I am currently a vizier, I will select a dedicated and active nation who has good influence to take my place. The Magisterium will then vote on it. ![]() I like this relatively new feature of watching the votes in your region during a particular vote. Since the delegate is to represent the popular will of The East Pacific in the World Assembly (according to the Concordat), what better way to do that then to check and see how the rest of the region has voted on it, and vote according to how the majority voted? That seems to be the best option to me. Discussions on the WA and SC resolutions will of course still exist, but my vote will be on how the WA’s in TEP vote in the region. ![]() I do believe the delegate of TEP must carry himself or herself well in foreign affairs. Anytime a nation from TEP steps into another region, they are in their own way representing our region abroad. How much more of a responsibility is it for the delegate? I plan on being active in foreign affairs, seeking regions for us to establish relations in, and negotiating with other regions to make sensible treaties / alliances where I believe they’re needed. I’ll present any of these agreements to the Magisterium for them to vote on via a majority vote. I’ll also look around NS and glean what I like from regions, bring them up with the people here, and implement good ideas. In short, we’ll be connected. As for the No Frontiers Project that’s been started, I like how it’s shaping up so far. I plan to use my Concordat-given powers and appoint AMOM as the head of that project, pending his acceptance. That’ll give me more time to head up the newspaper project. After all, we can’t have a good foreign affairs department if we don’t have an update to keep things active. So, let’s get that going. Let’s be bold and show other regions what they’re missing here – one of the best regions in all of NationStates! The delegate, by definition of what we have in law, is the Field Marshall of the army. This position is in place to basically oversee and make judgment calls on the movements of the army as dictated by the general. That’s all very well. But I see some problems here. First, we as a region are indecisive about what our army should actually do. Older members are more resistant to even having an army. Newer members who haven’t been in an actual gameplay-type battle might liken this type of war to an RP-war, which it definitely is not. We need to get on the same page here. I will initiate a region-wide talk on the army to make sure what we’re doing is congruent with what the region wants. During this time, I will be hosting a “mock” run in a barren region to show new individuals what an army does what this type of gameplay involves. From there, we will get organized and form something that will be representative of The East Pacific. Don’t take that as we’re suddenly going to be war-mongering. I am very neutral when it comes to having an army in TEP and have been for a while now. This region is to be a place where defenders, raiders, and neutral people can come and contribute if they want to. I don’t want to lose that. Under my delegacy, we will use our army only in the event that our region is threatened or an ally is threatened. We will have drills to ensure we’re efficient. We will have stickers for participation, because everyone likes stickers. We will have a system of rewarding / correcting good / bad behavior. And we will choose a flag for our army based on the entries in the flag contest, so get some entries up! This army won’t be used as a show of force. We will keep TEP as a neutral entity. That I cannot stress enough. This army is a tool for us to use, not a means of picking sides in some conflict or an excuse to go looking for a fight. I will use my experience to ensure we choose our battles carefully. ![]() I’ve been known to have some pretty creative and informative World Factbook Entries in the past. I plan to get that going, and to shake things up a bit from time to time. In short, the WFE to this region won’t be stale. These World Factbook Entries will have a topic at the bottom, chosen either by me or another person in the region (a topic will be created in the delegate forum for suggestions). This is my region as much as it is yours, so you should be able to pick the topic too. This will lead to a more lively and guided regional message board, and a place that will be monitored for any badspam, as outlined in our laws. We will also attempt to establish more connectivity between the in-game region and the forums. We will continue the in-game telegram script, which will be altered in the beginning of my term to message everyone in the region, taking advantage of the delegate switch when people will probably be most active in trying to find out what’s going on in our region (as long as it can be done). After that, we’ll switch it back to simply welcoming new nations only. ![]() Above all, we as a region should be fresh and creative. While this is a point in of itself, I’ll say it’s needed in between all of these points. A creative World Factbook Entry can be inspiring and get regionmates talking. A good and updated Regional FAQ would help integrate new nations here. I’d like to complete that, add to it, and especially get a program going to help connect people to roleplay. Getting our debate contest off the ground and going would be another thing to get people from here and abroad excited. A creative newspaper can convince the common NSer to take a peek at what we’re about and get hooked. We need this creativity. We need this excitement. The region and its people deserve it. And I think we have a great crop of people here who can make this into something very special. ![]() With all those points considered, I hope I can count on your vote. I’d like to take us to another level in TEP history – another revival period where we reach for things that other regions say, “no, we can’t go there.” I plan to work and do my part as your delegate through the entirety of the six months of my term. This is not something I take lightly; I take delegate work seriously. But I like to have a bit of fun in between the serious stuff, of course. I’m active and ready to serve the region. I’ll now field any questions, comments, kiss babies (or maybe just stand next to them and pretend to not smell them), etc.

I'd like to ask you a question Todd under your Delegacy what will you do to try and get new RPer's into the whole role playing world. I know that when I started out I was super lost and felt left out and excluded because the other RPer's already knew the story line and the history. So I was left feeling out of the loop. What do you plan to do to change that? | |

Good question. I get questions on roleplay from time to time, especially from folks who feel a little intimidated by the nations who have "been there" so to speak. I think the first thing I'll do is work on the FAQ section to try and answer some common RP questions within TEP. I tried to answer some of the broader ones, but I'm sure I missed some common questions. I'd like other seasoned Rpers to help me with that, too. Perhaps we could begin a mentor program like they have over on the NS forums to guide new members, should they want said guidance. Maybe we could do things like have an RP week where we see some new topics up, encourage new members from the region to get involved (or those from other regions via a foreign update), perhaps even have a competition. Above all, some encouragement doesn't hurt. I think many people want to get involved, they just don't know where to start. A push in the right direction could be the best solution. |

I'd like to see the whole FAQ updated. As for the University, I have a few ideas for it. We could turn it into a sort of lecture hall where we invite other people from NS around to give talks, such as in roleplay or in gameplay. Perhaps one of the talks could be on the army... it would need to be organized, of course. A university is only effective when there's people teaching and others learning. So, we're going to have to streamline that. Some of the older members here could teach on TEP history, working with that culture aspect to help us connect to our past, for instance. As for the NSwiki... it's pretty out-of-date and disorganized. I'd like to see that article remedied, because anyone who reads it has the potential to be pretty confused about our region. |

I don't want to have anything else in NS distract me from my duties here - being a delegate of TEP should mean that's in the forefront of my time spent here. So, if it becomes a distraction, yes I will resign. As it stands now, we're coming up on elections there soon, and I do not believe I will run. |

Well, treaties need to be presented by the delegate to the Magisterium for them to be valid. The delegate and whoever's in charge of handling treaties in the other region get together and draft one up, then they send it over to the Magisterium. As it stands now, procedurally, the treaty is invalid, but I do appreciate the thoughtfulness that went into yours and Westwind's draftings. Looking over the treaty, it's fairly rudimentary. Embassies kept going, security info, mutual defense, the works. I like the idea of cultural events - that's something we can build on. This is something I'd like to personally work on with Westwind, find out what's going on in TWP, then present it to the Magisterium. The thing with treaties is they need to be calculating. In other words, we can't just make treaties with a dozen regions or so - that'll bog us down. Ie, if we give promises to five regions for military support, we'll be in over our heads because as it stands now, we don't really have an army other than some legislation that's been passed. Before any mutual defense is signed, we need to figure out what kind of an army we can have and then make it. I'm not going to put us in military debt, so to speak, if we don't have the abilities we claim to have. This makes getting the region on the same page with the army, getting a drill going, then organizing our numbers all the more important. There's a few thing we should do before offering mutual defense, because as it stands now, if a region we had a treaty with were to fall under attack, we'd have nothing to offer them other than moral support and maybe a couple WA nations we can move throughout the day. So, yeah. I appreciate the work that's been done on this. Perhaps we could build on it, but that remains to be seen. We need to do other things first to figure out just what we can bring to the table, and what we'd want in return. |

Just to point out that a delegate has alot of responsibilities and if he cannot effective use ambassadors to lessen the burden of the grunt work of foreign relations, TEP without borders is not goin to work. If you want an effective foreign policy a delegate is gonna have to delegate authority. This is not to say i don't feel the delegate should be the final one responsible for presenting the FINAL draft of the treaty to the magistrate. I just cant see it being a bad thing to have ambassadors laying the groundwork. There is a nice side effect to this, it allows the delegate to "shadow" propose different treaty concepts without committing himself thus feel out the mood and interest of the Magistrate. Your thoughts on the limit of effective treaties we can actually maintain is something to consider. WHat regions do you feel TEP should ally with? |

Indeed the delegate has many responsibilities, perhaps more than just one person can handle adequately. That's why in the Concordat it's written that "The Delegate may appoint Ministers to perform any of the duties of the Delegate or to advise the Delegate" (Section 5, Article A). I plan to use that when it is needed. This may include treaties, but I believe the delegate, who is essential in dealing with things like regional security and negotiating treaties, should be an integral part in forming these types of agreements. So either way, somewhere along the line, the delegate needs to be a part of the process, I believe.
That would depend on what other regions have to offer, what we could offer them, and what state the region is in. I've traditionally not been a big treaty guy, so I'm going to be careful in selecting treaties that we can follow and we're sure the other region can follow as well. |
