OMG LOOK BULLET POINTS for those who hate reading!![]() TOPDOP (A MEAN OLD MAN) for DELEGATE THE ENTRANCE The loyal members of The East Pacific and of its united regional government had amassed over the course of several hours in the enormous Kelssek Arena, a facility which hosted many of TEP's community events and which had been named in honor of one of the region's long-serving Viziers. The beating of a massive drum echoed slowly and methodically through the dark stadium as the air filled with excited, nervous murmuring. The mumbling continued and the ominous sound of the drum throbbed for another few minutes until a final, louder drumbeat was struck and startled the anxious crowd. The onlookers fell silent. They waited, hearing only the cool Eastern breeze rustling the firs outside the stadium walls and the drone of distant assault helicopters. Suddenly, as the tension hit its peak and the silence its greatest depth, the stadium exploded into light: horns blared, symbols clashed, and heavily armored soldiers carrying submachine guns and boasting the emblem of the East Pacific Sovereign Army marched onto either side of the makeshift stage erected in the center of the facility. A militant fanfare announced the arrival of The East Pacific's fabled leader, Field Marshal Topdop - widely known by his nickname, "Top Dog." He was a tall and wiry man with a short, bristly beard, defined cheekbones, slightly sunken eyes hidden behind a pair of black aviators, and an extremely eminent stage presence. He strolled across the center of the stadium with his arms raised to the audience which was now applauding him wildly. His entrance was grandiose and perhaps melodramatic (though rousing and engaging), though after a fashionable pause to grin and be adored by the spectators, the Field Marshal immediately snatched up the microphone onstage and got down to business. THE SPEECH BEGINS Topdop shouted into the microphone. "Welcome, East Pacificans! Thank you for attending!" He threw his fist into the air. "Hail the Sovereign East!" The audience roared. "Please! Please. I'm flattered. Your overwhelming support is the reason for which I stand here before you." His face curled into a toothy, glimmering smile as he scanned the surrounding assembly. "I am glad to see so many of you present. This is exactly the sort of attendance and enthusiasm I have worked to achieve. You make me so proud." He paused. "...but it is not enough!" He snapped. The microphone cracked loudly and the applause died down. "It is a fantastic start. You are all invaluable assets to this community. Your insightful input, your familiar presences, your willingness to work and to sacrifice in order to improve your great region - it is what has brought us this far. The Sovereign East was dead in the water not too long ago, and I know some of you among us tonight who remember this sad state as well as I do." The Field Marshal cast an expecting glance at his Viziers. His friend and closest colleague within the government, Todd McCloud, nodded gravely. "I will admit that many of the earliest months of my term were unproductive and disillusioning, though I did as much as I could in this time to revive our stunted regional government. I wrote the EPSA Act, organized multiple mass-TG campaigns (including the one attached to my ongoing endorsement campaign), negotiated with friendly foreign powers to find a trainer for our new military, and pressed the government to stay active and complete necessary reform during its most depleted state in Eastern history. It seemed that we were almost defeated by the apathy of the populace until, suddenly and miraculously, the Lull simply ended." THE REVIVAL AND THE STATE OF THE UNION Topdop paced to one side of the stage slowly. "New blood arrived in TEP. Many of these newcomers, unlike most of the jaded victims of the Lull (who have, for the most part, ceased to exist by now), actually expressed an interest in the functions of this region. I decided to draw these new East Pacificans to the government with my invigorating orations and through my one-on-one interactions with TEP's denizens. I worked to understand what each of them wanted to see in a region and how to best teach them about our systems and about this world. Why would our government appeal to this member? How well does this member already understand the world of NationStates? What basics do I need to explain to this new member and what would be the best way to explain these to him? These are the questions I ask myself when I engage in conversations with new and interested denizens of the East." He smiled fondly. "Yes, that's right. A number of you know exactly what I'm talking about. Some of you have been around for quite some time by now, but I'm sure you remember some of those early interactions with me." "I'll avoid redundancy by sparing you the complete story of our revival, as most of you know how it goes. We are currently much better off than we previously were. The government once again functions. Emergency measures have been taken to push citizenship applications through during the absence of our Viceroy. The Magisterium's membership is soaring and its discussions are productive and engaging. The Conclave has received new members and its activity as a branch of this government will hopefully pick up again in the near future. This has all been achieved through your work and with the help of my guidance and constant nagging." He waited as the audience chuckled slightly. "As I said: we're better off than we were. We're rebuilding, but we have not rebuilt." WHY TOPDOP? "A fully reconstructed East Pacific is one in which each governmental body should not need to be active during every spare second of its time. Right now we need as much activity as possible in every branch of the government, since each body has urgent issues to address (foreign affairs, citizenship, the legislature's standing orders and organization, etc.), but I believe that each regional government eventually reaches a point where it no longer requires constant reform and perpetual activity. It should always be able to function and should always be ready to address current issues, but were it chronically trying to alter itself this would hint at some unending and serious problems within its region's community. I will discuss my ideas for this future, as I know that it will arrive before next summer, after I make an important point here. " Straightening his upper back, the field marshal boomed his next sentence into the microphone: "I would like to finish the job I started." His finger shot into the air. "This region needs a loud, heavily involved, meticulous, guiding figurehead to lead it through the rest of its revival. I'm not saying that these virtues are lacking in my colleague, but he is certainly softer-spoken than I and harbors some more ... lax views on local development versus foreign involvement and on military activity. What we desperately need right now is a government with goals and an East Pacifican identity - an identity that can only emerge through as much local involvement in our government as forums as possible. It has been my goal to find and attract this involvement, and I believe I have been doing this successfully so far." "This brings me to another point: our army. As Todd McCloud said, the army must never be used as a force for irrelevant endeavors and for simple noisemaking - but it must be used. There are many East Pacificans among us. Why is it that not all of them are involved in our forums and government? Why is it that many of them, who initially express an interest in the workings of this region, simply cease to exist? Allow me to digress for a moment: please note the size of my current EPSA entourage." The field marshal gestured to the small group of soldiers around him. "It is not impressive. We may be a large region with a stable and uncontested government, but we do not have teeth when it comes to foreign conflict. If our allies were drowning, we wouldn't have even the smallest and most pitiful rope to toss their way." "Our government caters to bureaucrats. Most of us in the government are exactly that: bureaucrats. It has become quite obvious that most members of The East Pacific are not bureaucrats. A number of you may feel it is some sort of duty as a neutral power to be docile and forgiving, but you need to remember that, for every opportunity to prove our strength against those who insult it that we decide not to pursue, we are losing East Pacificans. There are soldiers among us going astray. It is our duty not to be docile, but to put arms in our soldiers' hands and give them pride in their homeland. Our region must cater to the entire East Pacific audience; not solely to its bureaucrats." A rowdy applause roared from a section of the audience. "Todd seeks to train our soldiers. Good. But he does not support war in regions like Bon Devons, which have more than earned their future destruction at our hands. Training is good, but a real conflict is meaningful, and meaning in this world is what many of our soldiers seek. I ask the members of this government and of the Magisterium in particular to bear this in mind as they vote, as they legislate, and especially as they choose an opinion on the declaration of war on Bon Devons." "On a different note: our foreign affairs program is in a far better state than it was over the summer due to my recent reforms and efforts. I am glad that Todd would put me in charge of the No Frontiers Project should he win this election, but as I said: I would like to finish the job I started. I would prefer being the figurehead of this government as I built this FA system, as it would be far easier and more appropriate for our potential allies to interact directly with our region's delegate rather than with an associate as they began to build their relations with us." "I have more to say, though I will allow you a brief recess and time for questions before I continue. " The Field Marshal put the microphone back in its stand and gestured to his soldiers, who proceeded to enter the audience to relay questions from them to Topdop. ![]() TOPDOP (A MEAN OLD MAN) for DELEGATE Part 2 THE SPEECH RESUMES The Field Marshal's armed guards returned to the stage one by one and the audience slowly became hushed as the delegate prepared to speak. Topdop received a note from one of his EPSA personnel, read it, thanked the officer, and placed it in his pocket. Slowly lifting the microphone from its perch this time, the delegate began again: "Thank you for waiting. There appear to be very few questions, which evidently means that I've made myself perfectly clear and that my flawless leadership is loved by all and completely uncontested." He stole a glance at Todd. "Allow me to address the single question that has been posed by Provost Devont before I continue. I will read the question aloud:"
"I personally, as most of you know, would prefer an army comprised solely of local East Pacific locals which foreign militants could aid in a foreign capacity if they so wished. That being said, the Magisterium obviously disagrees with this to an extent, and I suppose I shall ultimately have to accept a system which allows foreign militants into our ranks while keeping them somewhat separated from the local forces. Ideally the General I assign should be able to run the army with little direct interference from myself, but if I have to exercise my supreme authority in this department in order to keep it running by organizing and commanding missions, I will." "Now that we've got that question answered, I'll continue with the rest of my speech. I quickly mentioned the idea of TEP's future earlier. As I said, I project that our government will be fully rebuilt and functional before the end of the next six months. Once a region reaches this stable point it can be subject to stagnation - I believe that TEP's government was once active and fully functional and, ironically, the dullness of its government at this stage and the failure of its government to appeal to new members of the region was what caused the decline we are currently pulling ourselves out of. How do we avoid this happening again? Quite simply, really. We must continue to seek out loyal and local members of TEP as we are doing now to populate our government and must be open to new ideas, even if they might rock the boat. We must look for foreign friends and strengthen our ties with them." "I believe that TEP declined because people were afraid of new ideas. Two years ago I would have been laughed at had I suggested building an army in TEP. People shrugged off my idea of banning RMB advertisement. The Magisterium was elected and it seemed as if it would always stay that way. The prevailing ideology here was isolationist when it came to foreign conflict and seemed to be generally opposed to change within the region and within its government (I suppose this sort of nervous caution would be somewhat appropriate after the clash with the Empire). The current attitude is similarly opposed to radical change but reasonable while doing so; people are willing to discuss potential changes at length and willing to implement the ones that appear to be necessary. While some of my more radical ideas are still not accepted, I'm pleased to see that the government is willing to consider their merit and think them through very thoroughly before deciding whether or not to implement them." "This sort of open attitude is one we must maintain. TEP must not involve itself in irrelevant conflicts or radically change its government when there would be no reason to do so, but it must be willing to exit its comfort zone for the sake of progress." The Field Marshal paced impatiently. "I believe I will have to cut this short here. You will all receive a flier as you leave the stadium outlining my main ideas and addressing some points that I did not have time to discuss during this gathering. I am a very busy man, as you all know, and only made this speech because it was a necessary diversion from my other duties. I really must return to my other activities in this region now, as every moment I spend away from them is, essentially, a moment wasted." He placed the microphone back in its stand and threw his fist into the air. "Hail the Sovereign East!" THE EXIT The standing ovation which followed as the delegate left the stage was deafening. The delegate promptly exited the stadium through an inconspicuous door and found himself in the company of several cloaked figures. "Krulltopia, Feux, and Haor Chall. It is good to see you here. I'm aware of the need you to return to your respective regions as quickly as possible, so let's make this quick." The delegate locked the door through which he had entered. "Is Todd's indefinite vacation planned in case things don't end up going my way?" Feux produced a folder and a plane ticket from beneath his robes. "Here's everything you'll need, except for the chloroform. I'm sure you have plenty of that handy for the job, so we didn't bother bringing any. Where did you say he was going to be sent again?" Topdop took the papers and said, "Antarctic Oasis." Feux raised an eyebrow. "Why there?" "Because it's an awful place. Krull, I'm going to need any help the Pacific Army can spare when my takeover is underway. Also, you and Chall had better be working on this little Bon Devons problem; this Newellington character is trying to expose me as a dictator, which is not helping forward our cause. We can't feed Unibot any more fuel for his GCR-wide NPO takeover conspiracy; if he goes loud with that, it could put all of us in hot water." Krulltopia gravely stated, "The Pacific Army is in similar condition to your EPSA. We can work on this Newellington assassination easily enough. Topdop, it has been over six months since you became delegate there. We were expecting this shift to have happened faster." The Emperor of the New Pacific Order paused momentarily. "Are you wearing a microphone?" Topdop looked down at the microphone which was still recording the conversation for the general public. "Oh, fuck! What the fuck!? Fuck me sideways!" *click* OOC: Disclaimer: Everything written after "THE EXIT" is not to be taken seriously whatsoever. No, I am not a dictator and the NPO is not taking over the GCRs. Also, Newellington is a joke who wouldn't deserve an assassination attempt. And I'm probably not shipping Todd off to AO if he seems to be winning. |

I'm curious as to how strictly this one is expected to be followed. If it would be "possible" for TEP to participate in an operation of TWP's though generally viewed as irrelevant to TEP's politics and policy, would TEP still be expected to participate in such a mission? |

May seems to be the oprative word in that clause, thus i would assume its at the discretion of the government of TEP whether to get involved in military actions with TWP. I will ask westwind how he feels about it if you want? | |
