The East Pacific's government is divided into three sections: The Magisterium, which acts as our region's legislature and drafts bills, declares war, ratifies treaties, etc; The Delegate, who handles the executive processes, handles World Assembly issues in the region, the WFE, among other duties, and The Conclave who interprets laws, conducts trials, etc.

The three bodies are separate but work together to get things done in the region. They have their own duties, but are held in tow by a series of checks-and-balances put into play by our Concordate to make sure one body doesn't have too much power over the other.

Below is a very brief synopsis of each body, what it does, and who comprises it. Don't worry about being overwhelmed; you don't need to know all of this to make an impact in our region. Just take some time to learn our language so to speak, and it'll make things go smoother.

The Magisterium

Purpose
The Magisterium is more or less the legislature of The East Pacific. It's comprised of citizens of The East Pacific who join upon applying to the body. They generally suggest changes to The East Pacific laws in the form of bills, but they have other duties as well.

Who makes up this body?
Magisters. They are citizens who submit an application here and are either approved or denied by the Provost or someone appointed by the Provost. The Provost is pretty much the nation elected by the Magisterium to be a moderator over any discussions or votes that occur.

The current list of Magisters is located here. Look for the newest post for the most up-to-date list.

What are some important documents the Magisterium follows?
All Magisters are sworn to uphold the Concordat, so The Concordat is among their important documents, in addition to all the Laws passed. Within their body, Magisters follow their Standing Orders as a means of handling protocol. Magisters may also use Legislation Templates to draft bills.

What are some of the duties of the Magisterium?
Briefly, some of their duties are as follows:

  • Pass laws by a majority vote
  • Declare war and / or ratify treaties
  • Appoint arbiters and viziers
For a more specific list of their duties, please view Article B in the Concordat.

The Executive

Purpose
The executive ties in the forum government with the in-game region, more or less. We have a delegate, who is the head of the executive, and his or her main job is to make sure the popular will of The East Pacific is represented both in the World Assembly, the region itself, and abroad. This branch is most concerned with in-game security.

Who makes up this body?
The delegate is the head of The Executive branch. He or she is a citizen elected to a six-month term held as a vote among citizens in the region. Within the Executive are other ministers that are appointed by the delegate to aid with duties. Among those are the Viziers, who are selected members appointed by the delegate, then approved by the Magisterium, to be there in case a matter of regional security comes up. More on the viziers can be found here.

Unless stated otherwise by the government, the official delegate is the recognized delegate on the forums. Viziers can typically be found on the World Factbook Entry, instructing a World Assembly member to please endorse them.

What are some important documents the Executive follows?
The most important document for the Executive branch is The Concordat and the various laws that have been passed by the Magisterium and written into law by the Conclave. As the Executive branch must represent the popular will of the people, the Executive branch will routinely watch the World Assembly Vote in the region to make sure his or her vote goes in line with that of the region.

What are some of the duties of the Executive?
Briefly, some of the duties of the Delegate are as follows:

  • Represent the popular will of the people in the World Assembly
  • Nominate any viziers or arbiters for the Magisterium to approve / disapprove of
  • Protect the region from any in-game threats
  • Negotiate treaties with foreign bodies
  • Represent The East Pacific abroad
For a more specific list of their duties of the delegate, please view Article A in the Concordat.
Alternatively, Viziers are mainly charged with these two duties:

  • Remove a delegate who has illegally seized the delegacy, or a delegate who has acted beyond a reasonable doubt to destroy the Concordat
  • Step in place of the delegate should he or she be unable to do his or her job.
More duties of the Viziers can be found in Article D of the Concordat.

The Conclave

Purpose
The Conclave's main purpose is to interpret bills passed by the Magisterium (and by the delegate) into law. They make sure these laws are in good standing with the Concordat. They also hold trials and make sure all other bodies are doing their jobs.

Who makes up this body?
Arbiters make up this body. These arbiters are a select few citizens of The East Pacific who have been nominated by the delegate, then voted in via the Magisterium. Their terms are for life or until they have been removed or simply resign from the position. Among them is a Viceroy, who is an arbiter elected to a six-month term to moderate discussion in the conclave, head trials, and handle citizenship. These people are to be well-versed in the Concordat and the laws of The East Pacific.

A list of the current Arbiters can be found here. Look for the newest post for the current list.

What are some important documents the Conclave follows?
The most important document for the Conclave is The Concordat and the laws of The East Pacific. Their job is to uphold these laws. In addition, their Standing Orders establish protocol for things like handling trials, electing viceroys, and other procedures arbiters follow.

What are some of the duties of the Conclave?
Briefly, some of their duties of the Conclave are as follows:

  • Elect a viceroy to administer elections in The East Pacific
  • Rule on actions performed by the Magisterium and/or delegate and prohibit any that are contrary to the Concordat
  • Judge on the actions of any nation in The East Pacific
For a more specific list of their duties of the Conclave, please view Article C in the Concordat.
