2026 Delegate Election

Hi all!! This is probably the last time you’re hearing from me as Grand Vizier, and from any Grand Vizier whatsoever, since the time has come now to appoint our first HOGS Delegate. Following the procedure set in our recently-amended Concordat and SOP, on 1st July I began the procedure to elect the upcoming Delegate, with a nomination and voting weeks, respectively. That process has now come to its end, and the candidate the Praesidium has convened to nominate for Magisterium confirmation is… Myself. Which means that now I will stop speaking as outgoing Grand Vizier, and address you all as nominee to the Delegacy.

As my Vizier colleagues will already know, my year as Grand Vizier has had a very clear focus: dialogue. Our region has several loci of activity, both regarding our three main branches (Government, RMB RP and Urth RP) but also inside the Government itself, and both in in-character and out-of-character terms. From the beginning of my tenure, this intention became alive most clearly in the midst of the RMB crisis from last summer, which, by my own initiative among others’, as well as the support of the parts involved, was solved via inter-community dialogue, leading to the creation of the RMB Council. I’ve followed this philosophy both inside and outside the Praesidium, in a region where consensus is difficult to reach, but generally achievable in my 7 years in the government. By postulating myself to the Delegate office I don’t intend to lead, but to be a tool for this consensus to be sustained and sustainable, now as a general figure for the entire region rather than just in security terms. It’s how I envisioned my time as GV, and how I see it now, more emphatically if possible. In a region of strong —yet great— opinions, I see myself in the Delegate role as a guarantor of dialogue and stability.

We have defined the HOGS Amendment as the split between the in-game Delegate and the actual Head of Government. If the Archon is equivalent to a Head of Government, I consider the new definition of Delegate as akin to that of a Head of State: the highest representative and responsible of the state/region in matters of security and cohesion. While de iure and de facto the Archon is still our highest diplomatic representative, the Delegate ultimately will hold the “button of power” in WA affairs. Even when legally I can’t but obey the Executive’s will in clicking that button, I will do so by my own belief too: I will be constantly coordinated with the Archon and the responsible people for WA affairs to follow whatever plans they have, as well as any insights I can provide from my ends.

Regarding the Praesidium, my fellow Viziers are already informed, but I intend to conduct a review of our SOP, since the HOGS Implementation revealed it is in need of it. We’re currently exploring a language simplification, and we will also revise our general procedures to provide more consistency after our latest amendments. You can also check our most recent amendment to the SOP here Standing Orders of the Praesidium - #9 by Sammy23, named “HOGS Implementation”. Other than what HOGS required us to do, we limited the Delegate’s absences to a maximum of one week, the time WA votes are open for: that way we make sure that our WA policy is affected by the Delegate to the least extent possible. This and all our security actions will of course be a collaborative work of the entire Praesidium, driven, despite our diverse opinions, by dialogue and consensus, just in the same way as the Praesidium has functioned under my tenure. I think it’s also important to consider that, if I am confirmed, the transition between Dremaur and I will be short and easy, considering I sit only 12 endorsements away from him. I am a very consistent endotarter, as many of you will know already, and I will do nothing but increase my activity in this regard, helping boost both my own numbers and TEP’s general WA numbers and weight thereafter.

In general, I don’t intend my role to carry any other weight than that of a high bureaucrat that enables TEP’s well-functioning, in this case by the means of staying as head of security, but with a more visible role from now on. Keeping TEP safe and strong is the same reason why I joined the Government back in 2019 after Fedele’s coup, and why I later was elected Vizier and Grand Vizier. I want this region to be a safe space where the several, very different people that compose it are able to stay creative, grow and make us grow. I love to be a guardian of that, being Grand Vizier has been a privilege just for that reason. I won’t be here forever, however, and I intend my time as Delegate to serve both as a transition from my GV role as well as an example for future Delegates to follow. I dearly hope the Magisterium shares this vision, and I offer myself to your confirmatory vote.

Just for the sake of bumping this, I have no questions to ask or issues to raise with Sammy regarding their nomination as Delegate.

I’ve found them to be communicative, and very responsive to questions and notifications/requests for action raised out of the Magisterium. So rather than throwing softball questions, I’ll just come out and state that, barring the sky falling down, I fully support this nomination.

Do you see yourself holding the position for the entirety of the year-long term? Full support, in any case.

Yes. Stuff can always happen and I will act accordingly ofc, I’m not gonna hold on just for the sake of it and never have, but I already have a year of experience leading the Praesidium through an incredibly tough year irl and also ic, and my impression (and the Praesidium’s, by choosing me again) and prospective are looking good.

How would you handle a situation where the Archon would have viewpoint in regards to a WA voting position and you have another?

If I have a strong opinion about a WA topic that contradicts the Archon’s, I would explain my view and engage in some dialogue about it, just like any other citizen or member of the WA team would do and have done up to this point. However, the Archon’s view is legally supreme, and I fully believe in that, since they’re the Head of Government: I will always vote what the Archon (and WA Team) ultimately order. Even with all the above, I expect my involvement in WA decision-making to be as little as possible, only for any matters they need my input or action in. I expect this to be the regular procedure for future Delegates, too. Unless a decision poses serious security risks (in which case the matter would be handled to the Praesidium, as is the regular procedure), I don’t want to hold any influence in the WA Team other than the office’s legal requirement. Once again, “I don’t intend my role to carry any other weight than that of a high bureaucrat that enables TEP’s well-functioning”.

It’s been 5 days. IDK how the motion process works but can someone motion this to vote? If any Magister can, I motion this to vote.

Seconded.

I waive the sponsor objection period. If my colleagues wanna vote on this already, so be it. I’ll be open to reply any more questions you have here in this thread or on Discord.
