If only you had half a brain, he thought. "Forgive me for thinking so, Mr. Wright, but these three ‘city-states’ are ‘city-states,’ are they not? And as city-states, they can build walls, defenses, and can forge military alliances. I do believe that they can set up their defenses.
As for security risk, here is a letter that you promised to us. We trusted you to uphold those promises that these negotiations are based off of. We showed you the polls. We made decisions off of those polls. The friendly regions go to us, the “strangely-hostile-but-not-retaliating” regions go to your “confederation.” We trust you to take these decisions, as they are based off the promises that you peddled.
