I’m not sure if the Conclave can address an advisory question about legislation that is not in effect and may not ever go into effect, but I wanted to this question just-in-case to see what the Conclave’s interpretation on this is.
The current Article E states the following:

Section 1) A Resident is a Nation residing within The East Pacific Region.
Section 2) A Citizen is a Resident that has ratified this Concordat and undertaken Naturalization as defined by law.
Section 3) The Praesidium shall be charged with overseeing the naturalization process and maintaining a record of all Citizens.

[VOTE] Amendment to multiple sections of the Concordat - The East Pacific - Tapatalk proposes the following as the new Article E in whole:

Section 1) A Citizen is a Nation residing within The East Pacific Region.
Section 2) The Praesidium, as led by the Grand Vizier, shall be charged with overseeing the voter registration process.
— End quote
At present, the definition of “Citizen” explicitly allows the Magisterium to legislate the extant naturalization process. Voter registration, which could be seen as akin to naturalization, is not said anywhere by the amendment to be explicitly “defined by law”.
Therefore, my question is: can the Magisterium legislate what the voter registration process shall be, should this amendment pass? Or will the Praesidium have full reign over designing the process?
